Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6.10 p.m. on Tuesday, October 24, 2006, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included:
• Discuss the Proposed Contract for a New Third Party Administrator for Health Insurance and Other
Employment Benefits —
Laura Morrow, Human Resources Director
• Update on the Actuarial Analysis Relating to Post Employment Benefits
Kevin Hammeke, Finance Director
• Transportation Update—

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7,00 p.m. on
Tuesday, October 24, 2006.

MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember
Caplinger, Council voted seven (7) for and none (0) opposed to adopt the consent agenda as
follows:
5. Approve Minutes of the October 10, 2006, Regular Meeting.
6. Adopt an Ordinance Amending the Code of Ordinances to Establishing Rates for Wastewater
Service for Out -of -City Customers that Have Both City Water and Wastewater Sewer Service.
ORDINANCE NO. 2569-10-06: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 14, "UTILITIES" TO AMEND WATER AND SEWER RATES,
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A SAVINGS CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
7. Adopt a Resolution Determining the Necessity for Acquisition of Two Easements Crossing
Property Along Jupiter Road to Cottonwood Creek Owned by RDI McDermott, L.P. and
Norma Jo Johnson, and Authorize the City Manager and City Attorney to File Proceedings in
Eminent Domain to Acquire Such Property, if Necessary.

RESOLUTION NO. 2570-10-06(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY

ACQUISITION OF UTILITY EASEMENTS FOR A NEW 15 -INCH SANITARY SEWER LINE
BETWEEN JUPITER ROAD AND COTTONWOOD CREEK AS DESCRIBED IN THE
EXHIBITS ATTACHED HERETO, WITHIN THE CITY OF ALLEN, COLLIN COUNTY,
TEXAS, AUTHORIZING THE CITY ATTORNEY TO FILE PROCEEDINGS IN EMINENT
DOMAIN TO ACQUIRE THE EASEMENTS; AND PROVIDING FOR AN EFFECTIVE DATE
8. Motion to Accept the Resignation of Ms. Lori Welborn and to Declare a Vacancy in Place No. 4
of the Keep Allen Beautiful Board.
9. Motion to Set Saturday, January 20, 2007, as the Date for the City Council Strategic Planning
Session.
10. Authorize the City Manager to Enter into a Contract with Great -West Healthcare as the City's
Third -Party Administrator and Stop -Loss Carrier; The Standard for Life and Accidental
Death and Dismemberment Insurance, Voluntary Life Insurance, Short -Term Disability
Insurance, and Long -Term Disability Insurance; and MHNet for our Employee Assistance
Program Provider.
11. Authorize the City Manager to Execute an Agreement with The Village at Allen, L.P. for the
Developer to Fund the Costs to Accelerate the Design of Stacy Road from US 75 to Greenville
Avenue in Conjunction with The Village at Allen Development.
12. Authorize the City Manager to Increase the Spring Meadow Park Project Budget to $663,270
and to Award a Contract for Construction of Spring Meadow Park to SVA Construction in the
Amount of $518,172.
13. Authorize the City Manager to Increase the Monument Sign Project Budget to $63,975 and to
Award a Contract for Construction of a Monument Sign at Joe Farmer Recreation Center to
Jim Bowman Construction Company, L.P. in the Amount of $45,600.
14. Authorize the City Manager to set the Bridgewater Crossing Park Project Budget to
$126,762.90, and to Award a Contract for Construction of Bridgewater Crossing Park to Jim
Bowman Construction Company, L.P. in the Amount of $101,037.90.
15. Authorize the City Manager to Execute a Real Estate Sales Contract for the Acquisition of 543
Hanover, known as the Marshall Tract, for the Establishment of a Neighborhood Park, for a
Total of $100,000 Plus Closing Costs.
16. Authorize the City Manager to Approve the Purchase of a New Ambulance through the
Houston -Galveston Area Council of Governments' Contractor, Frazer, Ltd. for an Amount
Not to Exceed $123,500.
17. Receive the CIP (Capital Improvement Program) Status Report.
18. Receive the Summary of Property Tax Collections as of September 2006.
