1, Call to Order and Announce a Quorum is Present.
With a quorum of the members present, the Triad Meeting was called to order by Mayor Terrell,
President Sublette and Chair Sweet at 6:15 p.m, on Monday, October 30, 2006, in the Multipurpose
Room at the Allen Senior Recreation Center located at 451 St. Mary Drive, Allen, Texas
2. Introduction of Robert Winningham, New Executive Director of the Allen Economic
Development Corporation.
3. Update Regarding Transportation Issues Related to SH 121, US 75, and Commuter Rail Study.
Judge Harris provided an update on transportation issues related to SH 121 and US 75
Mr. McCarley reviewed the results of the Commuter Rad Study
4. Update Regarding Drought Issues.
Mr. Massey reviewed the drought contingency plan and provided an updated on the current status of
Lake Lavon.

5. Update Regarding Proposed Tax Increment Financing Zone (TIF) for the Central Business
District.
Mr Hammeke presented information on the establishment of a TIF zone for the Central Business
District.
6. Update Regarding New and Proposed Developments.
Mr. Hoover provided an update on new and proposed developments in Allen.
State of Allen Independent School District/City of Allen Facility Agreements
Dr. Helvey provided the State of the AISD. He reviewed the performance advantages for students
enrolled in Allen ISD and highlighted four district initiatives: 1) Post secondary, readiness,
2) Graduate profile, 3) Strategic Plan, and 4) Customer driven mission.
Dr. Vroonland provided an update on demographic projections for the district which shows
current projections are consistent with actual enrollment numbers. These projections guide
staffing patterns, facilities and financial decisions.
Dr. Helvey and Mr. Dentler discussed the need for a more formal agreement between the City and
AISD on the sharing of services and facilities
8. Approve Triad Meeting Dates for the 2007 Calendar Year.

9. Items of Interest
Mayor Terrell recognized Judge Harris for his service to Allen and all of Collin County
Adjourn
The Triad Meeting was adjourned at 8.16 p.m. on Mondav, October 30", 2006
