Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:12 p.m. on Tuesday, March 13, 2007, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included:
• Briefing from the City of Allen's Citizen Corps Council
• Briefing on a Proposed Partnership for the Development of an Indoor Soccer Facility
• Briefing from Police Department Raising Awareness Regarding Potential Drug Issue
• Committee Updates from City Council Liaisons
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:10 p.m. on
Tuesday, March 13, 2007
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7 14 p.m. on Tuesday, March 13, 2007, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Public Recoenition
Citizens' Comments.
Raymond Johnson, 740 Fairlawn Street, Allen, Texas, spoke regarding construction noise and
requested a moratorium on residential construction until the drought has ended.
2. Presentation of Proclamations by the Office of the Mayor:
Proclamation to Members of the Keep Allen Beautiful Board and Representatives of the
City of Allen Community Services Department Proclaiming the Month of March as
Smartscape Your Landscape Month.
Proclamation to Members of the Keep Allen Beautiful Board and Representatives of the
City of Allen Community Services Department Proclaiming the Month of March as Adopt -
A -Highway Month.
Proclamation to Representatives of the Purchasing Division Proclaiming the Month of
March as Purchasing Month.
3. Presentation of "Love Your Library" Bookmark Contest Winners by Representatives from the
Allen Public Library.

4. Recognition of the Finance Department for Receiving the GFOA (Government Finance
Officers Association) Certificate of Achievement for Excellence in Financial Reporting Award
for the Fiscal Year Ending September 30, 2005.
5. Recognition of the Parks and Recreation Department for Recently Receiving the Following
Three Awards: the TOMA Award for Innovative Programming; a Design Award for the Allen
Senior Recreation Center from the Texas Recreation and Parks Society; and a Design Award
for The Edge C Allen Station Park from the National Recreation and Parks Association.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Pacheco, Council voted six (6) for and none (0) opposed to adopt the consent agenda as
follows:
6. Approve Minutes of the February 27, 2007, Regular Meeting.
7. Adopt a Resolution Endorsing Resolution No. 2007-01 of the Dallas Regional Mobility
Coalition.
RESOLUTION NO. 2599-3-07(R): A RESOLUTION OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ENDORSING RESOLUTION NO. 2007-01 AS APPROVED BY THE
DALLAS REGIONAL MOBILITY COALITION (DRMC) THAT SUPPORTS LEGISLATIVE
EFFORTS CONTAINED IN SENATE BILL 12 BY SENATOR KIP AVERITT TO EXTEND THE
ALLEN CITY COUNCIL

TEXAS EMISSION REDUCTION PROGRAM (TERP), MAKE MODIFICATIONS TO THE LOW
INCOME REPAIR AND ASSISTANCE PROGRAM (LIRAP), AND IMPLEMENT OTHER
ENERGY EFFICIENCY MEASURES.
8. Adopt a Resolution and Authorize Execution of an Interlocal Cooperation Agreement by and
between the City of Rowlett, Texas, and the City of Allen for the City of Rowlett's use of the
City of Allen's Supplier Contracts.
RESOLUTION NO. 2600-3-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING T14E TERMS AND CONDITIONS OF
AN INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND
THE CITY OF ROWLETT, TEXAS, PROVIDING FOR A COOPERATIVE PURCHASING
PROGRAM FOR GOODS AND SERVICES, DESIGNATING THE CITY MANAGER, OR
DESIGNEE, AS OFFICIAL REPRESENTATIVE OF THE CITY IN MATTERS RELATING TO
THE PROGRAM; AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE
AGREEMENT, AND PROVIDING AN EFFECTIVE DATE.
9. Adopt a Resolution Authorizing Continued Participation in the Atmos Cities Steering
Committee.
RESOLUTION NO. 2601-3-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING CONTINUED PARTICIPATION
WITH THE ATMOS CITIES STEERING COMMITTEE; AND AUTHORIZING THE PAYMENT
OF 10 CENTS PER CAPITA TO THE ATMOS CITIES STEERING COMMITTEE TO FUND
REGULATORY AND RELATED ACTIVITIES RELATED TO ATMOS ENERGY
CORPORATION; AND PROVIDING FOR AN EFFECTIVE DATE.
10. Adopt a Resolution Authorizing Continued Participation in the Steering Committee of Cities
Served by TXU Electric Delivery Company.
RESOLUTION NO. 2602-3-07(R): A RESOLUTION OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AUTHORIZING CONTINUED PARTICIPATION WITH THE STEERING
COMMITTEE OF CITIES SERVED BY TXU; AND AUTHORIZING THE PAYMENT OF 10
CENTS PER CAPITA TO THE STEERING COMMITTEE TO FUND REGULATORY AND
RELATED ACTIVITIES RELATED TO TXU ELECTRIC DELIVERY, AND PROVIDING FOR
AN EFFECTIVE DATE.
it. Authorize the City Manager to Execute an Agreement to Contribute Funds for the Acquisition
of Right -of -Way Associated with the Interchange at US 75 and SH 121 with TxDOT for an
Estimated Cost of $150,000 and Establish a Project Budget of $200,000.
12. Authorize the City Manager to Execute a Local Project Advance Funding Agreement for the
Construction of State Highway 5 with TxDOT for $372.560.97 and Re-establish the Project
Budget at $1,404,518.
13. Authorize the City Manager to Execute a Professional Engineering Services Contract with
Kimley-Horn and Associates for an Amount not to exceed $238,426 in Connection with
Citywide Traffic Signal Upgrades and Amend the Project Budget to $241,000.

14. Authorize the City Manager to Execute an Annual Contract for Mowing Maintenance Services
for Medians, Greenbelts, Municipal Properties, and Parks to Martin Property Maintenance for
$198,347; Blade Turners for $126,420; and Cardinal Lawn Care for $8550 for a Total Amount
not to exceed $333,317 with Two One -Year Options to Renew under the Same Terms and
Conditions.
15. Authorize the City Manager to Purchase a Cisco Series 4500 Router and Support Peripherals
from Flair Data Systems, Inc. for an Amount not to exceed $51,091.94.
16. Authorize the City Manager to Execute a Contract with MCCi, LLC to Provide Web -based
Agenda Management Software, Maintenance, and Hosting for an Amount not to exceed
$33,100 for the Initial Term.
17. Authorize the City Manager to Execute a Two -Year Contract with Sprint/Nextel to Provide
Cellular and Radio Services and Equipment for an Annual Amount not to exceed $48,884.28.
18. Authorize the City Manager to Execute a Professional Services Contract with Judge Roo
Harris (Retired) for the Purpose of Representing and Lobbying on behalf of the City in
Regards to Local Government Issues for an Amount not to exceed $2,000 per Month, plus
Expenses.
19. Motion to Approve the Architectural Renderings of the Exterior Building Elevations for a
Wal-Mart Super Center, Located at the Northwest Corner of U.S. Highway 75 and Exchange
Parkway.
20. Motion to Accept the Resignation of Lynna Smith, Keep Allen Beautiful Board Member, and
Declare a Vacancy in Place No. 2 on the Keep Allen Beautiful Board.
The motion carried.
21. Conduct a Public Hearing and Adopt an Ordinance Granting an Amendment to Tract 1 of PD
Planned Development No. 86 for SC Shopping Center to R-7 Residential for Cambridge Run;
Located on 6.654± Acres of Land South of Stacy Road and East of Watters Road.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against the item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 2603-3-07: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING
TRACT 1 OF "PD" PLANNED DEVELOPMENT NO. 86, ORDINANCE NO. 1811-3-00, TO
ALLOW 'R-7" RESIDENTIAL DISTRICT ON 6.654± ACRES OF LAND IN THE JOHN TYKE
SURVEY, ABSTRACT NO. 325, BEING FURTHER DESCRIBED IN EXHIBIT -A" ATTACHED
HERETO; PROVIDING FOR THE APPROVAL OF DEVELOPMENT REGULATIONS

MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Caplinger,
Council voted six (6) for and none (0) opposed to adopt Ordinance No. 2603-3-07, as
previously captioned, granting an amendment to Tract 1 of PD Planned Development No. 86
for SC Shopping Center to R-7 Residential District for Cambridge Run, located on 6.654+
acres of land south of Stacy Road and east of Watters Road. The motion carried.

Executive Session
In accordance with the Texas Government Code, Economic Development Negotiations, Section 551.087, the
Allen City Council convened into Executive Session at 8:30 p.m. on Tuesday, March 13, 2007, in the
Council Conference Room, Allen Civic Plaza, 305 Century Parkway, Allen, Texas, in order to continue
discussing matters pertaining to.
Economic Development Negotiations — Pursuant to Section 551 087 of the Texas Government Code
to discuss:
r Mixed Use Development in the Southern Portion of the City
The Executive Session adjourned at 9:15 p.m. on Tuesday, March 13, 2007
24. Reconvene and Consider Action on Items Discussed during Executive Session.
MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember McGregor,
the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 9:17 p.m. on Tuesday, March 13, 2007 The motion carried.
