With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6.20 p.m. on Tuesday, May 8, 2007, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas Items discussed in the workshop included.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m on

4. Presentation of a Check Indicating 'Volunteer Hours to the Community' by the Citizens' on
Patrol (COP'S) and Volunteers in Policing (VIP's).
The COP'S and VIP's presented a symbolic check valued at $98,392.34 for 5,242 hours of volunteer
service by 75 volunteers.
5. Presentation of Proclamations by the Office of the Mayor:
Proclamation to Kathy Litinas of the Allen Philharmonic Symphony Proclaiming May 13 —
19, 2007 as "National Women's Health Week."
Proclamation to Sergeant Thomason and Members of the Police Department's Traffic
Unit, Proclaiming May 21 —June 3, 2007, as "Click Lt or Ticket Weeks."
Proclamation to Steve Massey, Community Services Director and John Baumgartner,
Engineering Director, Proclaiming May 21 — 27, 2007, as "Public Works Week."
Proclamation to Members of the Allen Eagle Ice Hockey Club, Proclaiming Tuesday, May
8, 2007, as "Allen Eagle Ice Hockey Club Dap. "
Recognition of the GIS Division of the Planning and Development Department as the Recipient
of Awards from the South Central Are User Group (SCAUG).

MOTION: Upon a motion made by Councilmember Obermeyer and a second by Mayor Pro Tem
Bartlemay, Council voted seven (7) for and none (0) opposed to adopt the consent agenda as
follows:
8. Approve Minutes of the April 24, 2007, Regular Meeting.
9. Adopt a Resolution Authorizing the City Manager to Apply for the Texas Department of
Transportation "Safe Routes to School' Program, Providing Assistance in Funding for the
Design and Construction of the Celebration Pass Trail.
RESOLUTION NO. 2621-5-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE SUBMITTAL OF AN
APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION SAFE ROUTES TO
SCHOOL PROGRAM FOR A PROJECT NOMINATION PROVIDED BY THE SAFE,
ACCOUNTABLE, FLEXIBLE, EFFICIENT TRANSPORTATION EQUITY ACT A LEGACY
FOR USERS (SAFETEA—LU); AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
DOCUMENTS NECESSARY TO COMPLETE THE APPLICATION; AND PROVIDING AN
EFFECTIVE DATE.
10. Authorize the City Manager to Execute a Contract with Plano Amateur Radio Klub (PARK)
for a Five -Year Term Contract with an Option for Five Additional Five -Year Terms at No
Cost for Radio Antennae to be placed on the Prestige Water Tower.
11. Authorize the City Manager to Execute a Contract with Consolidated Traffic Controls, Inc. for
the Purchase of a Radio Linked Communication System for School Zone Flashers, for an
Amount Not to Exceed $44335 and Establish a Total Project Budget of $57,500.
12. Authorize the City Manager to Execute a Contract with Site Concrete, Inc. for Sidewalk
Replacement in the Hillside and Windridge Neighborhoods for an Amount Not to Exceed
$76,785.70.
13. Authorize the City Manager to Execute a Contract with Jim Bowman Construction Company,
L.P. for the Emergency Construction of a Left Turn Lane on McDermott Drive at Benton
Drive for a Amount Not to Exceed $24,990 and to Establish a Project Budget of $30,000.
14. Authorize the City Manager to Purchase One Ford F-150 Supereab Pickup and One Ford
Ranger through the Houston -Galveston Area Council of Governments Authorized Contractor,
Philpott Motors, for an Amount Not to Exceed $27,581.70.
15. Motion to Cancel the May 22, 2007, Regular Meeting.
16. Motion to Reappoint Mr. James Kerr to the North Texas Municipal Water District Board as a
Representative for the City of Allen for a Two -Year Term Effective June 1, 2007, through
May 31, 2009.

congratulated her for her service to the community.

MOTION: Upon a motion made by Councdmember Stout and a second by Mayor Pro Tem Bartlemay,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7.37 p.m. on Tuesday, May 8, 2007 The motion carried.
