With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:16 p.m on Tuesday, March 11, 2008, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas Items discussed in the workshop included:
• Introduction of Don Wing, Chair of the Library Board
• Website Update
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m on

MOTION: Upon a motion made by Councilmember Obermeyer and a second by Mayor Pro Tem Stout,
Council voted six (6) for and none (0) opposed to adopt the consent agenda as follows.
4. Approve Minutes of the February 26, 2008, Regular Meeting,
5. Motion to Ratify the Purchase of a Radio System ReplacemenUUpgrades through an Interlocal
Agreement Among the Cities of Allen, Plano, and Wylie for the Public Safety Divisions of Allen.
6. Adopt an Ordinance Approving and Enacting Supplement No. 4 to the Code of Ordinances.
ORDINANCE NO. 2711-3-08: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 4 TO THE CODE OF
ORDINANCES; PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY, PROVIDING A REPEAL OF
CERTAIN ORDINANCES, PROVIDING EXCEPTIONS TO REPEAL, PROVIDING A PENALTY

ORDINANCE NO. 2713-3-08: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING ORDINANCE NO. 2580-12-06 BY
AMENDING THE BOUNDARIES OF TAX INCREMENT FINANCING REINVESTMENT ZONE
NUMBER TWO ("CENTRAL BUSINESS DISTRICT"); CONTAINING FINDINGS, PROVIDING
A SEVERABR.ITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
9. Adopt an Ordinance Amending the Code of Ordinances to Establish a Maximum Speed Limit
of 60 MPH for the South Frontage Road of SH 121 within the City Limits of Allen.
ORDINANCE NO. 27143-08: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY
AMENDING THE TABLE IN CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC," ARTICLE V,
"OPERATION OF VEHICLES," DIVISION 2, "SPEED REGULATIONS," SECTION 9-135(a), TO
AMEND THE MAXIMUM PRIMA FACIE SPEED LIMIT FOR THE STATE HIGHWAY 121
SOUTH FRONTAGE ROAD WITHIN THE CORPORATE LIMITS OF THE CITY OF ALLEN;
PROVIDING FOR A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
10. Adopt a Resolution Authorizing the City's Bond Counsel, the City's Financial Advisor, and
City Staff to Proceed with Arrangements for the Sale of General Obligation Bonds, Series 2008.
RESOLUTION NO. 2715-3-08(R): A RESOLUTION APPROVING A DATE FOR THE SALE
OF GENERAL OBLIGATION BONDS, AUTHORIZING APPROPRIATE PERSONNEL AND
CONSULTANTS TO PROCEED WITH ARRANGEMENTS AND THE PREPARATION OF
DOCUMENTS FOR THE ISSUANCE AND SALE OF SUCH BONDS AND RESOLVING OTHER
MATTERS INCIDENT AND RELATED THERETO
11. Adopt a Resolution Appointing/Reappointing the Board of Directors for Tax Increment
Financing Reinvestment Zone No. 1 (Garden District).
RESOLUTION NO. 2716-3-08(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING THE BOARD OF DIRECTORS OF THE
ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. 1, AND PROVIDING
FOR AN EFFECTIVE DATE.
12. Adopt a Resolution Appointing/Reappointing the Board of Directors for Tax Increment
Financing Reinvestment Zone No. 2 (Central Business District).
RESOLUTION NO. 2717-3-08(R): A RESOLUTION OF THE CITY COUNCIL OF TIS'. CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING THE BOARD OF DIRECTORS OF THE
ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. 2; AND PROVIDING
FOR AN EFFECTIVE DATE.
13. Declare a Vacancy in Place No. 6 on the Parks and Recreation Board.

14. Conduct a Public Hearing and Adopt an Ordinance Authorizing the Adoption of the 2006
International Codes with North Central Texas Council of Governments Amendments and the
2005 Edition of the National Electrical Code.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item
to do so at this time
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 2718-3-08: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
BY AMENDING ARTICLE III, BUILDING REGULATIONS BY ADOPTING THE
INTERNATIONAL BUILDING CODE, 2006 EDITION, WITH AMENDMENTS;
INTERNATIONAL FIRE CODE, 2006 EDITION, WITH AMENDMENTS, INTERNATIONAL
RESIDENTIAL CODE, 2006 EDITION, WITH AMENDMENTS, INTERNATIONAL
MECHANICAL CODE, 2006 EDITION, WITH AMENDMENTS, INTERNATIONAL PLUMBING
CODE, 2006 EDITION, WITH AMENDMENTS; INTERNATIONAL FUEL GAS CODE, 2006
EDITION, WITH AMENDMENTS, NATIONAL ELECTRICAL CODE, 2005 EDITION, WITH
AMENDMENTS, INTERNATIONAL ENERGY CONSERVATION CODE, 2006 EDITION, WITH
AMENDMENTS, PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS
CLAUSE; PROVIDING A REPEALING CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000); AND PROVIDING FOR AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Caplinger and a second by Councilmember
McGregor, the Council voted six (6) for and none (0) opposed authorizing the adoption of
the 2006 Editions of the International Building Code, International Fire Code, International
Residential Code, International Mechanical Code, International Fuel Gas Code, International
Plumbing Code, International Energy Conservation Code, and the 2005 Edition of the
National Electrical Code. The motion carried.
15. Conduct a Public Hearing and Adopt an Ordinance Authorizing Amendments to the Allen
Land Development Code, Article VII, Section 7.05 Landscaping Requirements; Section 7.08
Performance Standards; and Appendix C, Trees and Plants.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item
to do so at this time.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Obenneyer,
the Council voted six (6) for and none (0) opposed to continue the public hearing to the
March 25, 2008, Regular Meeting. The motion carried.

17. Items of Interest
The City Council congratulated the Allen Police Department on its success in deterring crime in
Allen, especially in motor vehicle related incidents as reflected in the 2007 Crime Statistics Report.
The Regular Session recessed at 7,46 p.m.
In accordance with the Texas Government Code, the Allen City Council reconvened into Executive Session at
7:55 p.m. on Tuesday, March 11, 2008, in the Council Conference Room, 305 Century Parkway, Allen, Texas,
in order to continue discussing matters pertaining to.
18. Personnel —Pursuant to Section 551.074 of the Texas Government Code
Discuss Appointments to the Following:
Arts of Collin County Commission - This item was not discussed in Executive Session.
19. Personnel — Pursuant to Section 551.074 of the Texas Government Code
➢ Annual Performance Review of the City Manager
The Executive Session adjourned at 8,52 p.m. on Tuesday, March 11, 2008.
20. Reconvene and Consider Action on Items Discussed during Executive Session.
The Allen City Council reconvened into regular session at 8:52 p.m. on Tuesday, Much 11, 2008, in
the Council Chambers of the Allen City Hall. The following action was taken on items discussed
during Executive Session.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember McGregor,
the Council voted six (6) for and none (0) opposed to increase the City Manager's salary by
7%. The motion carried.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Sedlacek, the
Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 8:53 p in on Tuesday, March 11, 2008. The motion carried.
