With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6 10 p in. on Tuesday, May 11, 2010, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas The following items were discussed:
• Presentation of Social Media Policy to be added to the City's Administrative Directives
• Update Regarding New Solid Waste Rates and Fees
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m. on
Tuesday, May 11, 2010.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:07 p.m. on Tuesday, May 11, 2010, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6 10 p in. on Tuesday, May 11, 2010, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas The following items were discussed:
• Presentation of Social Media Policy to be added to the City's Administrative Directives

2. Recognition of Scouts for their Efforts Focusing on Beautification or Environmental Awareness
Projects Benefiting the City of Allen and Presentation of Certificates of Appreciation by the
Keep Allen Beautiful Board.
Jordan Boyer, Troop 1451, led over 40 volunteers to create an E -LAB (Environmental Learning
Area) for Boon Elementary School and the community Ms. Boyer's project required 160 5 hours
of labor and fulfilled Girl Scout Gold Award requirements.
Daniel Varela led 88 volunteers to renovate the Rolling Hills Park playground by removing the
old mulch material beneath the play equipment and installing new engineered wood chips. Mr.
Varela's project required 332 hours of labor and fulfilled requirements for Eagle Scout ranking.
Evan Piles, Troop 224, led 20 volunteers to collect data on 250 trees in Twin Creeks Park,
Allenwood Park and Waterford Parks, recording the trees' species, health, trunk circumference,
height, drip line and GPS location. Mr. Piles' project required 105 hours of labor His project
fulfilled requirements for Eagle Scout ranking.
3. Presentation of Proclamations by the Office of the Mayor:
• Presentation of a Proclamation to Mr. David Way and Ms. Jennifer Nguyen of the DFW Asian -
American Citizens Council Proclaiming May as "Asian -Pacific American Heritage Month. "
• Presentation of a Proclamation to Steve Massey, Director, and Representatives of the Community
Services Department Proclaiming May 16-22, 2010, as "Public Works Week. "
• Presentation of a Proclamation to Bret McCullough, Building Code Director, and Les Folse,
Inspections Supervisor, of the Building Code Department Proclaiming May 2010 as "Building
Safety Month. "
Annual Report for Community Waste Disposal, Inc. (CWD) by Greg Roemer, President, and
Robert Medigovich, Municipal Coordinator.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to adopt the items on the Consent
Agenda as follows:
5. Approve Minutes of the April 27, 2010, Regular Meeting.
6. Authorize the City Manager to Approve an Annual Purchasing Agreement with Interstice LLC
for the Purchase of Irrinet Irrigation Controllers for an Amount Not to Exceed $125,000
Annually.
7. Authorize the City Manager to Approve the Purchase of Athletic Field Lighting and Associated
Installation for Jupiter Park from Musco Lighting North Texas for an Amount Not to Exceed
$236,111 and to Establish a Project Budget of $250,000.
8. Authorize the City Manager to Execute an Economic Development Agreement Between the
City of Allen and the Allen Economic Development Corporation for Economic Development
Activities.
9. Adopt an Ordinance Renewing the Term of an Electric Franchise Agreement Granted to
Grayson -Collin Electric Cooperative, Inc. for an Additional Five (5) Years, Amending the

Definition of Gross Revenue and Providing New Language for the Compensation of Costs
Associated with the Relocation of Electric Facilities in Accordance with State Law.
ORDINANCE NO. 2910-5-10: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, RENEWING THE FRANCHISE AGREEMENT GRANTED
TO GRAYSON-COLLIN ELECTRIC COOPERATIVE, INC. FOR AN ADDITIONAL 5 YEARS,
AMENDING THE DEFINITION OF GROSS REVENUE AND PROVIDING NEW LANGUAGE
FOR THE COMPENSATION OF COSTS ASSOCIATED WITH THE RELOCATION OF
ELECTRIC FACILITIES IN ACCORDANCE WITH STATE LAW, PROVIDING A REPEALING
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
10. Motion to Set the Canvass of the May 8, 2010, General Election at 12:30 p.m. on Tuesday, May
18, 2010.

11. Consider All Matters Incident and Related to the Issuance and Sale of City of Allen, Texas
General Obligation Bonds, Series 2010, Including the Adoption of an Ordinance Authorizing
the Issuance of Such Bonds.
ORDINANCE NO. 2911-5-10: AN ORDINANCE AUTHORIZING THE ISSUANCE OF "CITY
OF ALLEN, TEXAS, GENERAL OBLIGATION BONDS, SERIES 2010", SPECIFYING THE
TERMS AND FEATURES OF SAID BONDS; LEVYING A CONTINUING DIRECT ANNUAL
AD VALOREM TAX FOR THE PAYMENT OF SAID BONDS; AND RESOLVING OTHER
MATTERS INCIDENT AND RELATED TO THE ISSUANCE, SALE, PAYMENT AND
DELIVERY OF SAID BONDS, INCLUDING THE APPROVAL AND EXECUTION OF A
PAYING AGENT/REGISTRAR AGREEMENT AND A BOND PURCHASE AGREEMENT, AND
THE APPROVAL AND DISTRIBUTION OF AN OFFICIAL STATEMENT PERTAINING
THERETO; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Obermeyer,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 2911-5-10, as
previously captioned, authorizing the issuance of General Obligation Bands, Series 2010, in
the amount of $12,000,000 and all matter incident and related to the issuance, sale, payment,
and delivery of the bonds. The motion carried.

• May 17 — Summer Sounds Concert Series, Joe Farmer Recreation Center Hillside Amphitheater,
7 p.m.
• May 18 — Canvass of the Election
13. Items of Interest.
• Council recognized Boy Scouts from Troop 79 and 328 in attendance as a requirement for earning
their Communications in Community and Citizenship merit badges.

The Executive Session was not held.
14. Reconvene and Consider Action on Items Discusses during Executive Session.
MOTION: Upon a motion made by Councilmember McGregor and a second by Mayor Pro Tem Stout,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7'48 p.m. on Tuesday, May 11, 2010. The motion carried.
These minutes approved on the 25th day of May, 2010.
