Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:05 p.m. on Tuesday, March 13, 2012, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Presentation of a Proclamation by the Office of the Mayor: • Presentation of a Proclamation to Representatives of Girl Scouts of the USA Proclaiming March 12-18, 2012, as "Girl Scout Week" MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt the items on the Consent Agenda as follows: 3. Approve Minutes of the February 28, 2012, Regular Meeting. 4. Motion Approving the 2012 - 2016 Information Technology Strategic Plan. 5. Adopt an Ordinance Canceling the May 12, 2012, General Election. ORDINANCE NO. 3070-3-12: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, CANCELING THE ELECTION SCHEDULED TO BE HELD MAY 12, 2012, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBER FOR PLACE NOS. 1, 3 AND 5; DECLARING EACH UNOPPOSED CANDIDATE ELECTED TO OFFICE; ORDERING THE POSTING OF THIS ORDINANCE AT CITY HALL AND AT THE MUNICIPAL COURT AND PARKS ADMINISTRATION BUILDING POLLING PLACE ON ELECTION DAY; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE 6. Adopt a Resolution Approving an Amended Investment Policy Governing the Investment of Municipal Funds. RESOLUTION NO. 3071-3-12tR): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDED POLICY FOR THE INVESTMENT OF MUNICIPAL FUNDS; AND PROVIDING AN EFFECTIVE DATE. 7. Authorize the City Manager to Execute an Economic Development Incentive Agreement with the Allen Economic Development Corporation Related to the Cabela Drive Acceleration Lane. 8. Ratify the City Manager's Execution of a Four -Year Lease Agreement for Computer Equipment with Hewlett-Packard Financial Services Company in the Principal Amount of $220,019 Plus $13,820.80 in Interest and Personal Property Tax for a Total Amount of $233,839.80. The motion carried. Regular Agenda 1 9. Motion to Accept the Fiscal Year 2010-2011 Comprehensive Annual Financial Report (CAFR). MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to accept the Fiscal Year 2010-2011 Comprehensive Annual Financial Report. The motion carried. ALLEN CITY COUNCIL • April 2, 2012 - TRIAD Meeting at the Allen Senior Recreation Center 11. Items of Interest PAGE • The Allen Kiwanis will host the Carson & Barnes Circus on March 22-25. • Council congratulated staff and volunteers on the success of the Lone Star Conference Men's and Women's Basketball Championship held at the Allen Event Center. • Council wished Wes Pierson a happy birthday. Executive Session The Executive Session was not held. 12. Reconvene and Consider Action on Items Discussed during Executive Session. MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councdmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7:32 p.m. on Tuesday, March 13, 2012.
