With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:18 p.m. on Tuesday, June 26, 2012, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas

Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7.00 p.m. on Tuesday, June 26, 2012, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Consent Agenda
MOTION: Upon a motion made by Councdmember Herald and a second by Counedmember Sedlacek,
the Council voted seven (7) for and none (0) opposed to adopt the items on the Consent
Agenda as follows:
3. Approve Minutes of the June 12, 2012, Regular Meeting.
4. Adopt a Resolution Authorizing the City Manager to Execute an Agreement with the United
States Department of Justice to Accept the Bulletproof Vest Partnership Grant, if Awarded.
RESOLUTION NO. 3089.6-12(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY MANAGER TO APPLY FOR
AND ACCEPT A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE FOR
BULLETPROOF VESTS, IF AWARDED, AND PROVIDING AN EFFECTIVE DATE.
5. Adopt a Resolution Authorizing the City Manager to Apply to the Collin County Parks and
Open Space Funding Assistance Program for Construction of the Watters Branch Bridge I
Trail Segment and for the Design and Construction of the Cumberland Crossing Phase V Trail
Project.
RESOLUTION NO. 3090.6d2(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT' IN DEALING WITH COLLIN COUNTY, HEREINAFTER
REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF PARTICIPATING IN THE COLLIN
COUNTY PARK AND OPEN SPACE PROJECT FUNDING ASSISTANCE PROGRAM,
HEREINAFTER REFERRED TO AS THF, "PROGRAM", CERTIFYING THAT THE "APPLICANT'

8. Conduct a Public Hearing and Adopt an Ordinance for a Concept Plan and Building Elevations
for 29.616± Acres Located Northwest of Exchange Parkway and Bray Central Drive. [Ablon at
Twin Creeks]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
David Hicks, 401 Woodlake, Allen, Texas, spoke in favor of this item.
With no one else speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3091-6.12: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF

ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY ADOPTING
A CONCEPT PLAN, LANDSCAPE PLAN, BUILDING ELEVATIONS, CARPORT ELEVATIONS,
SIGN PLAN, AND INTERSECTION AND BOULEVARD EXHIBIT FOR 29 616± ACRES OUT
OF THE MICHAEL SEE SURVEY, ABSTRACT NO 544 AND THE HENRY BRANDENBURG
SURVEY, ABSTRACT 110, CITY OF ALLEN, COLLIN COUNTY, TEXAS, DESCRIBED IN
EXHIBIT "A" ATTACHED HERETO, LOCATED IN DISTRICT A OF PLANNED
DEVELOPMENT PO NO. 108, PROVIDING A CONFLICTS RESOLUTION CLAUSE,

previously captioned, to adopt a Concept Plan and building elevations for 29.616± acres
situated in the Michael See Survey, Abstract 544 and the Henry Brandenburg Survey,
Abstract 110, located northwest of Exchange Parkway and Bray Central Drive as
recommended by the Planning and Zoning Commission The motion carried
