Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7'06 p.m on Tuesday, September 25, 2012, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Approve Minutes of the September 11, 2012, Regular Meeting. 4. Adopt an Ordinance Amending Various Sections of the Code of Ordinances, Chapter 4 "Building Regulations" Relating to Establishment of Registration and License Fees for Certain Trades and Amending the Allen Land Development Code Article I "General Provisions" by Adding Section 1.09 "Fees and Charges" and Amending Article III "Building Regulations" by Adding Section 3.10 "Contractor Registration." Adopt a Resolution Establishing a Goal to Reduce Electric Consumption for City Facilities by Five Percent Per Year for Ten Years. RESOLUTION NO. 3107-9-12(RI: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING ENERGY CONSERVATION GOALS ALLEN CITY COUNCIL REGULAR MEETING SEPTEMBER 25, 2012 PAGE AS REQUIRED BY TEXAS HEALTH AND SAFETY CODE §'388005, AS AMENDED BY SENATE BILL 898 OF THE 82ND LEGISLATIVE SESSION OF 2011, STATE OF TEXAS; REQUIRING THE FILING OF AN ANNUAL REPORT ON COMPLIANCE WITH THE CITY'S ENERGY CONSERVATION GOALS WITH THE STATE ENERGY CONSERVATION OFFICE ("SECO") ON A FORM PROVIDED BY SECO; AND PROVIDING AN EFFECTIVE DATE. 7. Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 1 (Garden District). RESOLUTION NO. 3108-9-12(Rl: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING THE BOARD OF DIRECTORS OF THE ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. I, AND PROVIDING FOR AN EFFECTIVE DATE. S. Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 2 (Central Business District). RESOLUTION NO. 3109-9-12(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING THE BOARD OF DIRECTORS OF THE ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. 2, AND PROVIDING FOR AN EFFECTIVE DATE. 9. Adopt a Resolution Designating The Allen American as the Official Newspaper of the City of Allen for Fiscal Year 2012-2013. RESOLUTION NO. 3110-9-12(Rl: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DESIGNATING THE .ALLEN AMERICAN AS THE OFFICIAL NEWSPAPER OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, FOR FISCAL YEAR 2012-2013, AUTHORIZING THE CITY MANAGER TO CONTRACT WITH THE ALLEN AMERICAN, AND PROVIDING AN EFFECTIVE DATE, 10. Authorize the City Manager to Execute a Professional Services Agreement with Cynthia Porter Gore as the City's Alternate Municipal Court Judge for a Period of Two Years Beginning on October 1, 2012. 11. Authorize the City Manager to Execute a Four -Year Lease Agreement with E -Z -GO with an Annual Lease Amount of 579,401.60 for Ninety (90) Golf Carts for The Courses at Watters Creek. 12. Award Bid and Authorize the City Manager to Execute a Two -Year Unit Price Agreement with Estrada Concrete Company, LLC for Concrete Repair Services with Estimated Annual Expenditures not to Exceed $75,000 with Three One -Year Options to Renew. 13. Receive the Summary of Property Tax Collections as of August 2012 14. Receive the Capital Improvement Program (CIP) Status Reports. RESOLUTION NO. 3111-9-12(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING ANNUAL CONTRACTOR REGISTRATION FEES IN ACCORDANCE WITH CHAPTER 4 OF THE CODE OF ORDINANCES AND SECTION 3.10 OF THE ALLEN LAND DEVELOPMENT CODE, AS AMENDED, AND BUILDING PERMIT AND INSPECTION FEES PURSUANT TO ARTICLE III OF THE ALLEN LAND DEVELOPMENT CODE, AS AMENDED, AND PROVIDING FOR AN EFFECTIVE DATE. MOTION: Upon a motion made by Councilmember Sedlaeck and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Resolution No 3111-9-12(R), as previously captioned, amending building and inspection permit fees and annual contractor registration fees The motion carried. The Mayor moved to Other Business Other Business 17. Items of Interest. Council wished a happy birthday to Assistant City Manager Shelli Siemer Council wished a happy birthday to Katie Herald. The Chamber of Commerce will host a Golf Tournament on October 12. • The Kiwams Club will host a Golf Tournament on October 18 • Council recognized Boy Scouts from Troops 328 in attendance as a requirement for earning the citizenship in community and communications merit badges. 18. Calendar. • October 2 -National Night Out/6-9 p.m. The Regular Meeting was recessed at 7.26 p.m. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 7 39 p.m. on Tuesday, September 25, 2012, in the Council Conference Room, 305 Century Parkway, Allen, Texas, in order to discuss matters pertaining to: 19.
