Authorize the City Manager to Execute a Contract with Halff Associates, Inc. in the Amount of $299,800 for Design of Molsen Farm Phase 1. MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt the remaining items on the Consent Agenda as follows. 4. Approve Minutes of the November 27, 2012, Regular Meeting. 5. Adopt an Ordinance Amending Police Department General Order 300 Discipline / Complaints Against Police Personnel, General Order 1600 Career Development, General Order 1700 Hiring / Recruiting Process and General Order 3700 Promotional Requirements. ORDINANCE NO. 3126-12-12: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE PERSONNEL POLICY FOR THE CITY OF ALLEN POLICE DEPARTMENT; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. 6. Adopt an Ordinance Amending the Speed Limit Zone Boundaries Along Chelsea Boulevard from Stacy Road to SH 121. ORDINANCE NO. 3127-12-12: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY AMENDING CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC," ARTICLE V, `OPERATION OF VEHICLES,- DIVISION 2, "SPEED REGULATIONS," SECTION 9-135(a), TO AMEND THE MAXIMUM PRIMA FACIE SPEED LIMIT FOR CHELSEA BOULEVARD FROM STACY ROAD TO SH 121 WITHIN THE CORPORATE LIMITS OF THE CITY OF ALLEN; PROVIDING FOR A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE. 7. Authorize the City Manager to Execute a Purchase and Sales Agreement with Johnson Centre, Ltd, for Ridgeview Drive Right -of -Way in the Amount of $162,304.56 plus Closing Costs. 9. Authorize the City Manager to Execute a Four -Year Lease Agreement with Hewlett-Packard Financial Services Company in the Principal and Interest Amount of $124,127.80 for Computer Equipment. 10. Investment Report for the Period Ending September 30, 2012. The motion carried. 8. Authorize the City Manager to Execute a Contract with Halff Associates, Inc. in the Amount of $299,800 for Design of Molsen Farm Phase I. MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Herald, the Council voted seven (7) for and none (0) opposed to adopt item 8, as previously ALLEN CITY COUNCIL REGULAR MEETING DECEMBER 11, 2012 PAGE captioned, authorizing the City Manager to execute a contract with Huff Associates, Inc in the amount of $299,800 for the Design of Molsen Farm Phase 1 The motion carried. 11. Items of Interest. • Council wished City Secretary George and family best wishes on the pending birth of their new child on Wednesday. • Council wished The Allen Eagles good luck in their football game Saturday evening at 6pm at SMU Stadium against DeSoto. • Council recognized Boy Scouts from Troops 334 and 817 in attendance as a requirement for earning the citizenship in community merit badge. The Executive Session was not held. Adiourn MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7.47 p.m. on Tuesday, December 11, 2012.
