Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:18 p.m. on Tuesday, August 27, 2013, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.
• Introduction of Denise Gilbert, Chair of the Public Art Committee
• Briefing Regarding the Process for Updating the Comprehensive Plan and Engaging Citizens
• Committee Updates from City Council Liaisons
• Questions on Current Agenda
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6.41 p.m. on
Tuesday, August 27, 2013.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:00 p.m on Tuesdays August 27, 2013, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Consent Agenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows,
5. Approve Minutes of the August 13, 2013, Regular Meeting.
6. Award Bid and Authorize the City Manager to Execute a Contract with North Rock
Construction, LLC for an Amount Not to Exceed $369,894.23 for the Construction of Watters
Crossing Neighborhood Park Improvements and Establish a Project Budget of $400,000.00.
7. Receive the Capital Improvement Program (CIP) Status Reports.
8. Receive the Summary of Property Tax Collections as of July 2013.
The motion carried.
Regular Agenda
9. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations
within PD No. 55 for Lots I and 2, Block A, Harley-Davidson Allen Addition Relating to the
Number of Special Events Allowed to be Held on the Properly, and Adopt a Temporary
Use/Special Event Location Map for Harley Davidson.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3164-8-13: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP. AS PREVIOUSLY AMENDED, BY
ALLEN CITY COUNCIL

AMENDING THE REGULATIONS RELATING TO THE USE AND DEVELOPMENT OF LOTS
1 AND 2, BLOCK A, HARLEY DAVIDSON ALLEN ADDITION, WHICH IS PRESENTLY
ZONED "PD" PLANNED DEVELOPMENT NO. 55 FOR "C/O" COMMERCIAL/OFFICE, FOR
TEMPORARY USES AND SPECIAL EVENTS; PROVIDING A CONFLICTS RESOLUTION
CLAUSE, PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A PENALTY OF FINE NOT TO EXCEED $2000.00, AND PROVIDING FOR AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3164-8-13, as
previously captioned, to amend the development regulations within Planned Development PD
No. 55 for Lots 1 and 2, Block A, Harley-Davidson Allen Addition, relating to the number of
special events allowed to be held on the property, and adopt a temporary use/special event
location map for Harley Davidson. The motion carried.
10. Conduct a Public Hearing on the Fiscal Year 2013-2014 City Budget as Required by Article IV,
Section 4.04 of the Allen City Charter.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
Mayor Terrell announced that the City Council will vote on the budget at the September 10, 2013,
City Council meeting at 7:00 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas.
11. Conduct a Public Hearing Regarding the Fiscal Year 2013-2014 City Tax Rate.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Obermeyer, the Council voted seven (7) for with Mayor Terrell, Mayor Pro Tem Caplinger,
and Councilmembers Kizer, Obermeyer, Herald, Sedlacek and Brooks casting "for" votes and
none (0) opposed to set the City Council meeting date of September 10, 2013, at 7:00 PM at
Allen City Hall, 305 Century Parkway, Allen, Texas, to vote on the proposed tax rate of 55.2
cents per $100 of the certified appraised value for the Fiscal Year 2013'2014 budget. The
motion carried.
12. Motion to Confirm City Council Appointments to the Following Council Standing Committees
for Fiscal Year 2013-2014 as Recommended by Mayor Terrell for Convention and Visitors
Bureau Committee, and Finance/Audit Committee.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Mayor Pro Tem
Caplinger, the Council voted seven (7) for and none (0) opposed to confirm the following
appointments to the Council Standing Committees for Fiscal Year 2013-14, as recommended
by Mayor Terrell: Convention and Visitors Bureau Committee Councilmember Brooks,

Obermeyer, and Sed3acek; and Finance/Audit Committee: Councilmember Brooks, Kizer and
Sedlacek The motion carried.
13. Motion to Confirm Appointments of Councilmembers as Liaisons to City Boards and
Commissions as Nominated by Mayor Terrell,
Mavor Terrell made the following nominations:

MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to confirm the appointments of
Councilmembers as Board Liaisons to City Boards and Commissions, as nominated by
Mayor Terrell, The motion carried.

• Mayor Terrell wished a Happy Birthday to Councilmember Kizer.
• Councilmember Herald wished a Happy 8th Birthday to his daughter, Jackie.
• Council recognized Boy Scouts from Troops 219 and 305 in attendance as a requirement for
earning their citizenship in community and communications merit badges.
• Council wished the Allen Eagles good luck and safe travels on their first football game of the
season

MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 745 p.m. on Tuesday, August 27, 2013. The motion carried.
