With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:21 p.m. on Tuesday, Febmary 11, 2014, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:58 p.m. on
Tuesday, February 11, 2014.
Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:05 p.m. on Tuesday, February 11, 2014, in the Council Chambers of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

1. Citizens' Comment.
Kathy Beardsley, 1000 Holmes Court, Allen, Texas, spoke in support of banning texting while
driving within the City of Allen.
2. Recognition of the Purchasing Division for Receipt of the 2013 Achievement of Excellence in
Procurement Award.
3. Presentation of the Allen Community Development Corporation's Annual Report by George
Chrisman, President.
Consent Agenda
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adopt the items on the Consent Agenda
as follows:
Approve Minutes of the January 25, 2014, Special Called Meeting for Strategic Planning.
Approve Minutes of the January 28, 2014, Regular Meeting.
Adopt a Resolution Authorizing the City's Bond Counsel, the City's Financial Advisor, and City
Staff to Proceed with Arrangements for the Sale of General Obligation Bonds, Series 2014.
RESOLUTION NO. 3207-2-14(R): A RESOLUTION AUTHORIZING APPROPRIATE
PERSONNEL AND CONSULTANTS TO PROCEED WITH ARRANGEMENTS AND THE
PREPARATION OF DOCUMENTS FOR THE ISSUANCE AND SALE OF GENERAL
OBLIGATION BONDS AND RESOLVING OTHER MATTERS INCIDENT AND RELATED
THERETO.
7. Receive the Investment Report for the Period Ending December 31, 2013.
8. Receive the Financial Report for the Period Ending December 31, 2013.
The motion carried.

9. Conduct a Public Hearing and Adopt an Ordinance Amending the Allen Land Development
Code by Amending Article VH, Section 7.09.4 (6), "Prohibited Signs" and Section 7.09.7.1,
"Political Signs."
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3208-2-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS BY AMENDING ARTICLE VII, SECTION 7 09.4(6) AND SECTION
ALLEN CITY COUNCIL

MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3208-2-14, as
previously captioned, amending the Allen Land Development Code by Amending Article
VII, Section 7.094 (6), 'Prohibited Signs" and Section 7.097.1, 'Political Signs" The
motion carried.
10. CONTINUED ITEM - Continue a Public Hearing and Adopt an Ordinance to Change the
Zoning of the Property Described as Cottonwood Business Park; Located East of Jupiter Road
and South of Park Place Drive, from Light Industrial to a Planned Development for Single
Family Residential "R-7". [Cottonwood Crossing]
Mayor Terrell announced the public hearing was open and asked anyone wishing to speak for or
against this item to do so at this time.
Charles Daniels, 711 Featherbrook Court, Allen, Texas, spoke in favor of the item.
Kotaro Fukushige, 714 Featherbrook Court, Allen, Texas, did not speak, but wished for his support to
be recorded.

ORDINANCE NO. 3209-2-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY CHANGING THE ZONING OF THE
COTTONWOOD BUSINESS PARK, CITY OF ALLEN, COLLIN COUNTY, TEXAS, FROM
LIGHT INDUSTRIAL "LI" TO PLANNED DEVELOPMENT NO. 116 WITH A BASE ZONING
OF SINGLE FAMILY RESIDENTIAL `R-7; ADOPTING A CONCEPT PLAN, DEVELOPMENT
REGULATIONS, BUILDING ELEVATIONS AND FRONT YARD LOT LAYOUTS;
PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE
MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember
Obenneyer, the Council voted seven (7) for and none (0) opposed, to adopt Ordinance No.
3209-2-14, as previously captioned, to change the zoning of the property described as
Cottonwood Business Park, an addition to the City of Allen, Collin County, Texas, generally
located east of Jupiter Road and south of Park Place Drive, from Light Industrial "LI" zoning
to a Planned Development for Single Family Residential "R-7" The motion carried.

Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
8:06 p.m. on Tuesday, February 11, 2014, in the Council Conference Room, 305 Century Parkway, Allen,
Texas, in order to discuss matters pertaining to:

Discuss Appointments to the Planning and Zoning Commission.
The Executive Session adjourned at 8:24 p.m. on Tuesday, February 11, 2014.
14. Reconvene and Consider Action on Items Discussed During Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:25 p.m. on Tuesday,
February 11, 2014. The following action was taken on items discussed during Executive Session.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to appoint Michael Orr to Place No. 6
on the Planning and Zoning Commission. The motion carried
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8:27 p.m. on Tuesday, February 11, 2014. The motion carried.
