Workshop Session
With a quomm of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p.m. on Tuesday, March 11, 2014, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.
• Introduction of Dr. Cindy Briggs, Chair of the Library Board
• Briefing Regarding the Potential Impact of Migratory Birds on Celebration Park
• Briefing Regarding the Conversion of State Highway 5 to Local Control
• Committee Updates from City Council Liaisons
• Questions on Current Agenda
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:56 p.m on
Tuesday, March 11, 2014.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:00 p.m. on Tuesday, March 11, 2014, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas. Mayor Terrell announced that Councilmember Herald and
Councilmember Sedlacek were representing the City of Allen at the National League of Cities Congressional
City Conference.

MOTION: Upon a motion made by Councdmember Kizer and a second by Councilmember Obermeyer,
the Council voted five (5) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
4. Approve Minutes of the February 25, 2014, Regular Meeting.
5. Adopt a Resolution Authorizing an Interlocal Agreement Between the Cities of Allen and Plano
and the City of The Colony to Allow the City of The Colony to Become a User on the Allen and
Plano Jointly Owned Radio Communications System.
RESOLUTION NO. 3212-03-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN INTERLOCAL COOPERATION AGREEMENT BY AND BETWEEN THE CITIES OF
ALLEN AND PLANO, AND THE CITY OF THE COLONY FOR THE USE OF THE RADIO
SYSTEM THAT IS JOINTLY OWNED BY THE CITY OF ALLEN AND THE CITY OF PLANO;
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND
PROVIDING AN EFFECTIVE DATE.
6. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Cooperation
Agreement Between the City of Allen and the Town of Fairview for Sewer Services to be
Provided by the Town of Fairview to a 35 -Acre Tract of Land in the City of Allen.
RESOLUTION NO. 3214-03-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN
INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND THE
TOWN OF FAIRVIEW, TEXAS, AUTHORIZING THE ESTABLISHMENT OF SEWER SERVICE,
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING
AN EFFECTIVE DATE.
7. Adopt a Resolution Authorizing the City Manager to Enter into a Development Agreement
Between the City of Allen, the Town of Fairview, and the Church of Jesus Christ of Latter -Day
Saints to Provide Sewer Services to the Site of a New Church to be Constructed in Fairview.

RESOLUTION NO. 3213-03-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A
DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, THE
TOWN OF FAIRVIEW, TEXAS, AND CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS
AUTHORIZING THE ESTABLISHMENT OF SEWER SERVICE, AUTHORIZING ITS
EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING AN EFFECTIVE
DATE.
8. Authorize the City Manager to Purchase Two NetApp Storage Area Networks from Sigma
Solutions to Provide a Total of 42 Terabytes of High Capacity Data Storage Space for an
Amount Not to Exceed $176,543.00.
9. Authorize the City Manager to Execute a Professional Services Agreement with VAI Architects
Incorporated in an Amount Not to Exceed 5370,000 for Architectural/Engineering Services for
the Fire Station No. 2 Reconstruction Project and Establish an Initial Project Budget of
$2,885,693.
The motion carried.
Reeular Aeenda
10. Motion to Accept the Fiscal Year 2012-2013 Comprehensive Annual Financial Report (CAFR),
MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Brooks, the
Council voted five (5) for and none (0) opposed to accept the 2012-2013 Comprehensive
Annual Financial Report. The motion carried.

12. Items of Interest.
• The 2014 National Collegiate Wrestling Association Championships are set at the Allen Event
Center on March 13-15, 2014.
Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks,
the Council voted five (5) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:29 p.m. on Tuesday, March 11, 2014. The motion carried.
