Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:14 p.m. on Tuesday, April 8, 2014, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas
• Introduction of Dawn Blue, Chair of the Animal Shelter Advisory Committee
• Update Regarding Water Conservation and Water Resource Management Plan
The Workshop Session was recessed at 7:03 p.m.
The Workshop Session was reconvened at 7.45 p.m. following the adjournment of the Regular Meeting.
Discussion continued on the following items:
• Update Regarding Water Conservation and Water Resource Management Plan
• Committee Updates from City Council Liaisons
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 9'22 p in. on

1 Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:05 p.m. on Tuesday, April 8, 2014, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Citizens' Comment.
2. Presentation of Proclamation by the Office of the Mayor:
• Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming
April 6-12, 2014 as "Crime Viclims' Rights Week "
• Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming
April 13-19, 2014, as "Public Safety Telecommunicalors Week. "
• Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming
April 13-19, 2014, as "Animal Control kers Appreciation Week "
3. Presentation of the Animal Shelter Advisory Committee's Annual Report by Chairperson
Dawn Blue.
4. Recognition of the Accounting Division for the Receipt of the GFOA Certificate of Achievement
for Excellence in Financial Reporting Award for the Fiscal Year Ending September 30, 2012.
5. Update Regarding NTMWD Extension of Stage 3 Water Restrictions.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Consent Agenda as follows:
6. Approve Minutes of the March 25, 2014, Regular Meeting.
7. Motion to Reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a
Representative for the City of Allen for a Two -Year Term Effective June 1, 2014, through May
31, 2016.
8. Accept the Resignation of William Shaddock, At -Large Representative, and Charles Nies, Allen
Representative, and Declare Such Vacancies on The Arts Center of North Texas Board of
Directors.
9, Award Bid and Authorize the City Manager to Execute a Contract with Quality Excavation
LTD in the Amount of $1,009,860 for the Bray Central Drive Widening Project and Amend the
Project Budget to $1,200,000.

1 10. Authorize the City Manager to Approve the Purchase of Video Image Vehicle Detection (VIVD)
Equipment from Iteris Inc, in the Amount of $64,080 for US 75 Traffic Signal Equipment at
Bethany Drive, McDermott Drive, and Stacy Road.
11. Authorize the City Manager to Execute a Facilities Agreement with IC Hovnanian DFW
Belmont, LLC and Belmont at Stacy Road Homeowners' Association, Inc. Related to
Maintenance of Non -Standard Street Lights.
The motion carried.
12. Consider an Appointment to Fill a Vacancy in Place No. 2 on the Central Business District
Design Review Committee.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to appoint Dwight Burns, as
recommended by the Council Nominating Committee, to serve in Place No. 2 on the Central
Business District Design Review Committee and set a term expiration of September 30, 2014.
The motion carried.
13. Calendar.
• April 21, 2014- Ribbon Cutting of New Softball Turf Fields at Allen Station Park, 5:30 p.m.
14. Items of Interest.
• Councilmember Brooks announced the Movie in the Park held at Stacy Ridge Park was a success
• The Level 9 and 10 Regional Gymnastics 2014 is scheduled at the Metroplex Gymnastics in
Allen from April 10 through 13
• Council wished happy birthday to Lisa Waldbauer.
Executive Session
The Executive Session was not held.
Adjournment
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:36 p.m. on Tuesday, April 8, 2014. The motion carried.
