Presentation of Proclamation by the Office of the Mayor: • Presentation of a Proclamation to the Parks and Recreation Department Proclaiming October 25, 2014, as Arbor Dav Consent AEendB MOTION: Upon a motion made by Councdmember Obermeyer and a second by Councmlmember Brooks, the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda as follos5s: 4. Approve Minutes of the September 23, 2014, Regular Meeting. 5. Approve an Amendment to Solid Waste Rate Resolution 3154-6-13(R) Clarifying the Wording Used to Establish Commercial Special Services Fees and Rates. 1 RESOLUTION NO. 3256-10-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING RESOLUTION 3154-6-13(R) TO CLARIFY COMMERCIAL SPECIAL SERVICES ESTABLISHED FEES AND RATES FOR COMMERCIAL SOLID WASTE COLLECTION SERVICES, PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILPIY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. 6. Authorize the City Manager to Execute an Amendment to a Three Year Contract with Securadyne Systems, LLC to Provide Service and Maintenance for the CCTV and Access Control Systems for City Hall, The Edge, Don Rodenbaugh Natatorium, Police Department, Evidence Storage Area, Municipal Service Center, Animal Shelter, Central Fire Station, Fire Stations Number 3, 4 and 5, and Municipal Court at a Total Annual Cost of $59,000. 7 Authorize the City Manager to Execute a Service Agreement with Motorola in the Amount of $221,686 for Hardware and Software Maintenance of the P-25 Trunked Radio System Utilized by Public Safety. 8. Authorize the City Manager to Purchase 15 Vehicle Replacements, 2 New Vehicles and 5 Heavy Equipment Replacements for Various Departments from Frazer, Silsbee Ford, Southwest, John Deere, Kirby -Smith, Landmark, Romeo and Tiger through the H -GAC, Tarrant County and Buyboard Cooperative Purchasing Agreements for a total amount not to exceed $1,225,613. 9. Authorize the City Manager to Execute a Contract with W B. Kibler Construction Co., Ltd, for an Amount Not To Exceed $1,440,000 for Construction Manager at Risk (CMAR) Services for the Construction of the Allen Heritage Village Establish a Project Budget of 51,600,000. F ALLEN CITY COUNCIL REGULAR MEETING OCTOBER 14, 2014 PAGE Councilmember Obermeyer tiled an Affida%it of Conflict of Interest with the City Secretary and excused himself from the Council dais for Agenda Item 10. 10. Continued Item - Conduct a Public Hearing and Adapt an Ordinance to Amend the Development Regulations of Planned Development No. 54, and Adopt a Concept Plan and Building Elevations for a Portion of Planned Development No. 54 Generally Located Southeast of the Intersection of Alma Drive and Exchange Parkway. [Streetlevel Center] Mayor Terrell announced that the proponent has withdrawn their request for this agenda item Mayor Terrell provided an opportunity for the members of the public present wishing to speak as Follows. Steve Aman, 1220 Granger Drive. Allen, Texas, and, Deborah Jacobs, 1421 Salado Drive, Allen, Texas; Chris Fair, 1102 Italy Drive, Allen, Texas. No action was taken on this agenda item Councilmember Obermeyer returned to the Council dais IL Conduct a Public Hearing and Approve an Ordinance Amending and Updating the City's Comprehensive Plan. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. ORDINANCE NO. 3257-10-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY. TEXAS, AMENDING AND UPDATING THE CITY'S COMPREHENSIVE PLAN; DIRECTING USE OF THE NEW COMPREHENSIVE PLAN IN CONSIDERATION OF FUTURE DEVELOPMENT DECISIONS; REPEALING ORDINANCE NO 2145-3-03 EXCEPT AS TO CERTAIN PENDING APPLICATIONS, PROVIDING FOR A SEVERABILITY CLAUSE, AND PROVIDING FOR AN EFFECTIVE DATE MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks, the Council voted six (6) for and none (0) opposed to adopt Ordinance No 3257-10-14, as previously captioned, adopting the 2030 Comprehensive Plan as an update to the Comprehensive Plan The motion carried Other Business Council wished happy birthday to Peter Vargas 12.
