2. Presentation of Proclamations by the Office of the Mayor

Consent Agenda
MOTION: Upon a motion made by Councilmember Brooks and a second by Councdmember Herald, the
Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda as
follows
3. Approve Minutes of the November 11, 2014, Regular Meeting.
4. Approve Minutes of the November 17, 2014, Joint Workshop with the Community
Development Corporation.
5. Adopt a Resolution in Support of the Introduction and Adoption of Legislation in the Regular
Session of the 84th Legislature of Texas that Increases Funding for the Texas Recreation and
Parks Account and Large County and Municipality Recreation and Parks Account Local Park
Grant Programs, and the Texas State Park System.
RESOLUTION NO. 3265-11-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF THE ALLEN, COLLIN COUNTY, TEXAS, IN SUPPORT OF THE INTRODUCTION AND
ADOPTION OF LEGISLATION IN THE REGULAR SESSION OF THE 84TH LEGISLATURE OF
TEXAS THAT INCREASES FUNDING FOR THE TEXAS RECREATION & PARKS ACCOUNT
AND LARGE COUNTY AND MUNICIPALITY RECREATION AND PARKS ACCOUNT

RESOLUTION NO. 3266-11-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND
ON BEHALF OF THE "APPLICANT" IN DEALING WITH COLLIN COUNTY HEREINAFTER
REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF PARTICIPA"FING IN THE WELLS
FARGO / NATIONAL FISH AND WILDLIFE FOUNDATION'S ENVIRONMENTAL
SOLUTIONS FOR COMMUNITIES GRANT PROGRAM, HEREINAFTER REFERRED TO AS

7 Authorize the City Manager to Execute a Contract with Quorum Architects, Inc., for
Consulting Services for Renovation of the City Hall Basement for an Amount Not to Exceed
$30,400.
8. Award Bid and Authorize the City Manager to Execute an Annual Contract with Siemens
Industry, Inc., for Maintenance of City -owned Street Lights for an Annual Amount Not to
Exceed $180,000.
9. Authorize the City Manager to Purchase 10 Vehicles and 2 Equipment Replacements for
Various Departments from Dallas Dodge, Silsbee Ford, Meador Jeep, Reliable Chevrolet and
Professional Turf Products through Interlocal Agreements with HGAC, Buyboard and Texas
SmartBuy Cooperative Purchasing Programs for a Total Amount Not to Exceed $336,431.74.
10. Motion to Set Saturday, January 17, 2015, as the Date for the Strategic Planning Session with
Citv Council.
11. Receive the Capital Improvement Program (CIP) Status Reports.
12. Receive the Summary of Property Tax Collections as of October 2014.
The motion carried.
Regular Agenda
13. Conduct a Public Hearing and Adopt a Resolution Approving the 2013-2014 Comprehensive
Annual Performance Evaluation Report (CAPER) for the Community Development Block
Grant (CDBG) Program.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
RESOLUTION NO. 3267-11-14(R: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE 2013-2014 COMPREHENSIVE ANNUAL
PERFORMANCE EVALUATION REPORT (CAPER); AUTHORIZING ITS SUBMISSION TO THE
U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), REPEALING ALL
RESOLUTIONS IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Mayor Pro Tem
Caplinger, the Council voted six (6) for and none (0) opposed to adopt Resolution No. 3267-
11-14(R), as previously captioned, approving the 2013-2014 Comprehensive Annual
Performance Evaluation Report for the Community Development Block Grant program. l he
motion carried.

15. Items of Interest.
• The Allen Nativity Exhibit will be open to the public on December 5 and 6.
• Council recognized Collin Community College students in attendance as a requirement for a
Texas Government Class assignment.

Council announced the Allen Eagles Football Team would play a playoff game on Friday.
• Council congratulated the Lovejoy Leopards on their 6" - 5A State Volleyball
Championship.

Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 7:25 p m, on Tuesday, November 25, 2014. The motion carried.
