Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:29 p.m, on Tuesday, September 22, 2015, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas
• Update Regarding the Park, Recreation, and Open Space Master Plan
• Committee Updates from City Council Liaisons
• Questions on Current Agenda
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p.m. on
Tuesday, September 22, 2015
Call to Order and Announce a Quorum is Present
With a quomm of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7.03 p.m. on Tuesday, September 22, 2015, in the Council Chambers of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

1 1. Citizens' Comments.

• Sharon Overall, 3108 Mason Drive, Plana, Texas, spoke regarding regulating second hand
smoking and reducing assault by smoking
• Chris Fair, 1102 Italy Drive, Allen, Texas, requested Council expand the Streetlevel property's
deed restrictions to cover the unzoned tract of land located at the southeast corner of Exchange
and Alma as the rest of the land.
• Paula Ross, 917 Autumn Lake, Allen, Texas. requested Council designate all buildings at the
Heritage Village as "historic" to preserve their historic significance.
2. Presentation of a Blue Star Flag to a Family of Allen Service Personnel Currently Deployed by
the U.S. Armed Forces.
• Mayor Terrell presented the family of Senior Airman Victor Prado a Blue Star Flag in recognition
of his dedicated service to the United States and the City of Allen.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Consent Agenda as follows:
3. Approve Minutes of the September 8, 2015, Regular City Council Meeting.
J. Adopt a Resolution Amending the City Council's Rules of Order and Procedure.
RESOLUTION NO. 3330-9-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, REVISING CERTAIN SECTIONS OF THE CITY COUNCIL
RULES OF ORDER; AND PROVIDING FOR AN EFFECTIVE DATE.
5. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Jail Services
Agreement Between the City of Allen and Collin County Annually.
RESOLUTION NO. 3331-9-15(R): A RESOLUTION OF THE CITY COUNCIL FOR THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE ATTACHED INTERLOCAL JAIL SERVICES AGREEMENT, AUTHORIZING EXECUTION
OF THE INTERLOCAL JAIL SERVICES AGREEMENT AND FUTURE INTERLOCAL JAIL
SERVICES AGREEMENTS BY THE CITY MANAGER; AND PROVIDING AN EFFECTIVE
DATE.
6. Authorize the City Manager to Execute a Development Agreement with Meritage Homes, LLC
for the Development of 3.0t Acres of Parkland for Orchards Parks in Conjunction with Malone
Meadows.
7. Authorize the City Manager to Execute an Amendment to the Arena License Agreement with
Stephen Brothers Sports Management of Allen, LLC, dba Allen Americans, a Texas Limited
Liability Company, to Reflect a League Membership Change and to Modify Exhibits A, C, D
and E and Add Exhibit F.

8. Authorize the City Manager to Execute a Service Agreement with Motorola Solutions in the
Amount of $226,200 for Hardware and Software Maintenance of the P-25 Trunked Radio
System Utilized by Public Safety.
9. Receive the Capital Improvement Program (CIP) Status Reports.
10. Receive the Summary of Property Tax Collections as of August 2015.
The motion carried
it. Adopt a Resolution Establishing Waste Services Senior Discount; and Setting Rates and Fees
for Commercial and Residential Solid Waste, Recycling, and Household Hazardous Waste
Services.
RESOLUTION NO. 3332-9-15(RI: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING FEES AND RATES FOR COMMERCIAL
SOLID WASTE COLLECTION SERVICES; PROVIDING A REPEALING CLAUSE; PROVIDING
A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE,
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted four (4) for and three (3) opposed with Mayor Pro Tem Caplinger,
Councilmember Kizer, and Councilmember Herald casting the negative votes, to adopt
Resolution No 3332-9-15(R), as previously captioned, establishing a residential waste
services senior discount and setting new rates and fees for commercial and residential solid
waste, recycling, and household hazardous waste services The motion carried

• October I — Capital Improvement Program (CIP) Subcommittee Kickoff Meeting at 7:00 p.m. at
Allen High School,
13. Items of Interest.
• Council wished happy birthday to Shelli Siemer and Katie Herald.
Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:58 p.m. on Tuesday, September 22, 2015 The motion carried.
