Presentation of Proclamations by the Office of the Mayor. • Present a Proclamation to Representatives of the Collin County Homeless Coalition, Prochurrang November 14-22, 2015, as "Homelessness Awareness Week " Mayor Terrell removed the following item from the Consent Agenda. 5. Award Bid and Authorize the City Manager to Execute a Contract with Pool A.R.T., LLC in the amount of $3,521,640 for the Ford Pool Renovation Project and Establish a Project Budget of $3,643,369. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councdmember Herald, the Council voted seven (7) for and none (0) opposed to adopt all remaining items on the Consent Agenda as follows. 3. Approve Minutes of the October 27, 2015, Regular Meeting. 1 4. Adopt a Resolution Authorizing Execution of an Interlocal Agreement for the City of Allen to Obtain Funding from Collin County for Allen Public Library Services in Fiscal Year 2016 in the Amount of $47,282.50. RESOLUTION NO. 3335-11.15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTER- LOCAL COOPERATION AGREEMENT BY AND BETWEEN THE CITY OF ALLEN AND COUNTY OF COLLIN, TEXAS, FOR THE FUNDING OF LIBRARY SERVICES, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND PROVIDING AN EFFECTIVE DATE 6. Authorize the City Manager to Execute a Four -Year Lease Agreement with PNC Equipment Finance, LLC through BuyBoard Cooperative Purchasing in an Annual Lease Amount of $106,693 for One Hundred Five (105) EZGO Golf Carts and One (1) Beverage Cart for The Courses at Watters Creek. 7. Award Bid and Authorize the City Manager to Execute the Purchase of Housekeeping Services with Starwood Staffing, LLC as the Primary Vendor in an Annual Amount of $375,000 with the Option for Two, One -Year Renewals, and Award an Alternate Annual Contract with Precision Special Events, to be Utilized in the Event the Primary Contractor is Unable to Fulfill their Contractual Obligations. 8. Authorize the City Manager to Execute a Facilities Agreement Between the City of Allen and Wretched Land, L.P., as it Relates to the Montgomery Ridge Planned District Development, for the Purpose of Setting Forth Obligations Regarding the Design and Construction of Public Recreational Trails Along Watters Branch. 9. Ratify the City Manager's Execution of a Three -Year Maintenance Agreement for Hardware and Software Maintenance of the Avaya Phone System at a Total Cost of $119,523. Related to the Maintenance of Entry Features Across Brett Drive. 11. Authorize the City Manager to Execute a License Agreement with Montgomery Park HOA, Inc. Related to the Maintenance of the Entry Feature Across Hanna Street. 12. Authorize the City Manager to Execute a First Amendment to the Economic Development Incentive Agreement and Civic Center Agreement with TCH Altera AHCC, LP. 13. Motion to Cancel the December 22, 2015, City Council Meeting. 14. Receive the Investment Report for the Period Ending September 30, 2015. The motion earned 5. Mayor Terrell noted that the project budget had changed to $3,648,619 MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed authorizing the City Manager to execute a contract with Pool A R T, LLC in the amount of $3.521,640 for the Ford Pool renovation project and establish a project budget of $3,648,619 The motion carried. pular Agenda Councilmember Obermeyer filed an Affidavit of Conflict of Interest with the City Secretary for Agenda Item No 15 and left the Council dais. 15. CONTINUED ITEM - Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development No. 108 and Adopt a Concept Plan and Building Elevations Relating to 8.142± Acres Generally Located on the Southeast Corner of the Intersection of Raintree Circle and Junction Drive for the Alders at Twin Creeks. MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the Council voted six (6) for and none (0) opposed to continue the public hearing on this item. The motion carried. Mayor Terrell continued the public hearing and asked anyone wishing to speak for or against this item to do so at this time. BLOCK F, BRAY CENTRAL ONE ADDITION, CITY OF ALLEN, COLLIN COUNTY, TEXAS, LOCATED IN DISTRICT E OF THE TWIN CREEKS URBAN CENTER PLANNED DEVELOPMENT PD NO, 108; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councdmember Herald, the Council voted six (6) for and none (0) opposed to adopt Ordinance No. 3336-11-15, as previously captioned, to amend the development regulations of Planned Development No. 108 and adopt a Concept Plan and Building Elevations relating to 8 142± acres for the Alders at Twin Creeks. Items of Interest. PAGE Council wished happy birthday to Councilmember Baine Brooks and Mallory Kizer Councilmember Kizer wished to acknowledge his con in the Navy, Ryan Kizer, and all Veterans for their service this Veteran's Day. Council acknowledged the Allen Eagles and Lovejoy Leopards continuing to the football plavoffs and Councilmember Obermeyer's grandson, Andrew, winning the 1° grade baseball championship Council acknowledged Darlyn Herald receiving her driver's license. Council announced Nine Band Brewing's participation in the Brew Brawl 2015 contest during North Texas Beer Week. Executive Session The Executive Session was not held. MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7:50 p.m. on Tuesday, November 10, 2015.
