Allen Parks & Recreation Board
Regular Meeting
February 25, 1982 7:30 p.m.
Community Meeting Room
Members Present: Ron Workman, Bob Outman, Russell Bratcher,
Helen Johnson
I. Meeting was called to order by Ron Workman at 7:32 p.m.
II. Minutes from the January 29, 1982 Regular Meeting were
approved as read.
III. Report from the Director
A. The P & R Board was introduced to the STAR program
(Sack, Trash and Recycle). The Board was given a
general outline of the program. In the discussion
that followed, the Board members requested that the
staff bring a list of activities or needs that would
apply to the STAR program. They also requested if
possible, a person from NCTCOG come and answer other
questions --in a motion by Bob Outman, seconded by
Russell Bratcher. The P & R Board endorsed the STAR
program in principal. They also requested further
investigation be done in the STAR program and how it
would help the City of Allen. The Board also would
like this program brought forward as a major agenda
1 item for discussion. Approved: 3 Yes 0 No
B. A report was given to the Board on the Senior Citizens
Center. After much discussion, the following motion
and recommendation, was made: (see attached)
C. The Board was given an update on the parks
Ford - Appraisals are being done
Reed - Contracts have been signed with Transamerican,
a Dallas based company. Construction is to begin.
IV. The F & R Board reviewed the staff revised Fee Statement
and approved the Statement as written. Motion was made by
Bob Outman, seconded by Helen Johnson, Approved 4 - 0
V. St. Mary's Parks potential use was tabled until additional
information can be obtained. Motion by Bob i,utman,
seconded by Russell Bratcher. Approved 4 - 0
VI. Policy, Rules and Regulations Manual was given to the Board
in rough draft form, for their review. The Board decided
to make changes and recommendations in the first 40 pages.
VII. Motion to adjourn by Helen Johnson, seconded by Russell
Bratcher. Approved 4 - 0

Formation of Senior Citizens Group
At the February 25, 1982 meeting of the Parks & Recreation
Board, the following recommendations were made:
The Parks & Recreation Board authorizes the formation of a
Senior Citizens Group to conduct programs for their own
benefit and to advise the P Sc R Board on the use of facilities
and other matters of interest to the Senior Citizens community.
The Senior Citizens Group is authorized to elect interim
officers of Fresident, Vice President, Secretary/Treasurer and
other officers as desired, and to proceed with development of
by-laws to govern operation of the Group. It is also
recommended that the officers be 60 years of age or over and
be a citizen of Allen.
The P & R Board also approved and recommends the adoption of
the Rules of Usage for the Senior Citizens Center and other
areas in the Old Middle School:
1. Two rooms are available, one of which is to be designated
primarily for Senior Citizens use; the second will be for
general community use.
2. For the purpose of scheduling, the whole of the Senior
Citizens residing in the city of Allen will constitute
the Senior Citizens Group. Sub -groups of Seniors such as
RSVP will be scheduled so as not to interfere with the
Allen Senior Citizens Group.
3. The City takes responsibility for scheduling, renovation,
maintenance, heating and cooling, and cleaning of the
facilities.
4• No individual or sub -group of Seniors will be denied use
of the facilities unless their conduct warrants. Use of
facilities may be denied by the Parks & Recreation Board.
5. No commercial activities will be allowed in the rooms
without prior consent of the P & R Board.
6. Changes in any of these Rules of Operation may from time
to time be made by the P & R Board.
7. These Rules of Operation will be forwarded to the City
Council for their review and approval.
8. Hours of operation will remain as they are at the present:
Mondays and Thursdays, 4:00 a.m. to 4:00 p.m. However,
the hours may be expanded by the P & R staff as demand
warrants.
