Parks and Recreation Board
Regular Called Meeting
March 24, 1983 7:30 P.M.
Allen Public Library
Present: Ron Workman, Bob Outman, Russ Bratcher,
Helen Johnson
City Staff: Mark Thornton, Jon McCarty
I. Chairman, Ron Workman, called the meeting to
order at 7:30 p.m.
II. Approval of the minutes of February 24, 1983 -
regular meeting.
MOTION: Upon a motion made by Russ Bratcher
and seconded by Bob Outman, the
minutes were approved as amended.
III. Directors Report
A. Update on Hillside/Jupiter Improvements
Mark Thornton, Director, informed the Board
i� of the status of the Jupiter/Hillside improve-
ments stating that all was going well and the
upcoming softball season would begin as plan-
ned on April 11.
B. Softball Season
Thornton informed the board that the rosters
were due on March 25 and that it appeared
that most of the advertised leagues would
make. The 7 leagues advertised were men's
open, women's open, men's recreational,
women's recreational, men's church, co-rec
open and co-rec church.
C. Summer Recreation Program
Thornton presented to the board the proposed
Summer Recreation Program which included day
camp, open gym, and education.
MOTION: Upon a motion made by Russ Bratcher
and seconded by Helen Johnson, the
board voted 4 for, 0 opposed to re-
view the programs with AISD, request
the City Council to set the fees for
Day Camp and for revisions to be made
by the staff.

IV. ASA Concession Agreement
Director, Mark Thornton, informed the Board that
the agreement between ASA and the City had not
been signed and that effort had been made by City
Staff to secure the agreement.
Ron Workman began discussion to have a claus added
to the agreement that it would become void if ASA
failed to have concessions as agreed.
Further discussion was held to add that an adult
should always be present in the concession stand.
Thornton was directed to bring the agreement to
the next Park Board meeting.
V. Set Fees for Use of Fields for Tournaments
Thornton presented to the Board the past fee
rates for softball fields to be charged for
tournaments. They were $75.00 per field per
weekend. Discussion was made as to the cost
of the T.I. field and to the charge to be
set up.
MOTION: Upon a motion made by Bob Outman and
seconded by Russ Bratcher, the board
voted 4 for, 0 opposed to charge $75.00
per field per weekend for tournaments.
VI. Reed Park Dedication
Thornton informed the board of the progress on
the plans for the Reed Park Dedication to be
held on April 16.
MOTION: Upon a motion made by Bob Outman and
seconded by Helen Johnson, the board
voted 4 for, 0 opposed, for the staff
to continue in their current direction
to create a break even situation on
food and drinks.
VII. Update on the Rowlett Creek Corridor Study
Jon McCarty, City Manager, informed the Board
of the letter sent to Johnson, Johnson and Roye
as to the City's request for the RFP and the
conditions set up by the City.

VIII. Consider Plans to Begin Developing a New Softball
Facility
After discussion on the needs and demands for
softball in Allen, several items were requested
for the next meeting:
1. Review minutes of City Council meeting of
February 12 as to the direction given by
the City Council for staff to pursuit the
possible construction of a new facility.
2. Investigate possibility of selling the pro-
perty at Hillside and using the funds to
begin construction at Ford.
3. Develop a construction time.
IX. Other Business
There was a request made to include Recreation
survey needs on the next agenda.
X. Adjournment
There being no further business
MOTION: Upon a motion made by Russ Bratcher and
seconded by Bob Outman, the board voted
4 for, 0 opposed to adjourn.
