REGULAR CALLED MEETING
MAY 13, 1985 - 7:30 P.M.

I. CALL TO ORDER
Chairman, Ken Browning, called the meeting to order
at 7:37 p.m.
II. CONSENT AGENDA
Approval of Minutes from April 8, 1985, Regular
Called Meeting
MOTION: There was a motion made by Mickey Christakos
and seconded by Clint Miller to approve the
Minutes of April 8, 1985, the Motion carried,
6 for, 0 against.
III. DIRECTORS REPORT
A. Personnel Update
Director, Mark Thornton, presented a brief update
on the status of personnel within the Parks and
Recreation Department. The Program Coordinator
which is a permanent part-time position, has now
been filled by Mr. Bart Burke. Mr. Burke is 24
years old, has 6 years with the Plano YMCA, and
is a student majoring in Adolescence Psychology,
and Physical Therapy. He has had extensive
experience in Day Camp with the YMCA program in
Plano.
The Department has added two full time maintenance
men, bringing the total to 5 maintenance positions,
plus one foreman position. Three high school
students will be employed in maintenance for the
summer months.

In the Recreation area of the department, ten
temporary summer recreation leaders will be
hired (six day camp counselors, and four
playground leaders).
Helen Johnson inquired as to whether any of
last years counselors were returning, and
Thornton indicated as of today, one was
returning to the program. Mickey Christakos
asked if they were all high school students,
and Thornton told the Board that 18 years of
age was the minimum requirement for the
counselor positions, and that some of them
may be high school, while others will be
college students.
B. Ford Park
Thornton reported that the plans and specifica-
tions are complete and have been forwarded to
A the Health Department, as well as the Texas
Department of Parks and Wildlife for approval.
Thornton has received a call requesting more
plans to be mailed, and indicating that
approval may be granted in approximately six
weeks time. Hopefully, the City will be able
to go out for bids in August.
C. Utal Development - Park Dedication
Director Thornton indicated that the 18.5 acres
in Utal Development will be dedicated to the
City.
Helen Johnson, asked if the City could force
landowners to sell additional land to the City
for park land. Thornton indicated that yes
they could with the rule on eminent domain,
although that was not the preferred method of
handling these situations.
D. Summer Recreation Programs
The Day Camp Program has begun registration, with
85 participants signed up as of this date. Dr.

Horn, of AISD, has been given a letter for his
approval, to be given to each elementary
student in Allen announcing the summer programs
offered by the Parks and Recreation Department.
Thornton told the Park Board Members that letters
releasing land owners of liability during Day
Camp would be forthcoming. The property is now
being mowed and sprayed. Also, the Department
is requesting the use of life preservers for
participants to use while fishing at the site.
There are plans under way to stock the fishing
area with fish prior to the start of Day Camp.
The Playground Program has 11 participants signed
up, with two sets of counselors scheduled to
rotate between parks and a Friday schedule to
be announced.

The Open Gym Program will again be offered to
the citizens of Allen. The program is free and
will operate from Reed Gymnasium Monday thru
Thursday evenings from 6 to 9 p.m.
IV. ITEMS RELATED TO THE TEEN RECREATION CENTER
A. Review and Consider for Approval, Policies
for Operation
Director Thornton referred the Board members to
the set of Rules and Regulations for the Teenage
Recreation Center that were enclosed in the
agenda packets for their review.
Helen Johnson inquired as to whether these rules
can be ammended. Thornton indicated that the
set of by-laws governing the organization allowed
for ammendments.
Thornton indicated that the current set of rules
are considerably shorter than the original draft.
After listing several specific rules, it was
decided that it would be preferable to generalize
behaviorial expectations of the participants.

After a brief discussion on the Rules and
Regulations, Don Proeschel indicated he felt
the wording in item 5.2 was somewhat
discriminatory to graduates who chose not
to attend a college or university.
Clint Miller asked if guests were going to
be permitted.
Thornton indicated that yes, the rules should
read that two guests will be allowed per
active participant.
It was agreed to amend the Rules and Regulations
that anyone through age 20 should be allowed to
participate in activities at the recreation center,
and that two guests per participant would be
allowed.
MOTION: Clint Miller made a motion to accept the
interim rules and regulations as
amended. Don Proseschel seconded, and
the motion carried, 6 for, 0 against.
Update on Upcoming Events
Thornton reported that May 28, would be graduation
night for Allen High School. Since graduation
would take place on a Tuesday evening, and other
students would be taking finals on Wednesday and
Thursday, there would be a graduation party for
seniors on Tuesday, May 28. There will be an
End of School Party for all other high school
students on May 30. May 31 - June 1 will be
normal operation for the Center.
Graduation Party will feature a live band at no
charge to the center, with breakfast between
2 and 3 a.m. Eileen Stevens has volunteered to
coordinate the food with Kim Stevens offering
to coordinate the volunteer help.
Participants must be at the party at 12:30 to
qualify for the grand prizes which will consist
of a hot air baloon ride for two, and also a
prize of a trip to San Antonio for two. There
will be additional door prizes throughout the
evening.

There will be a D.J. at the End of School Party
on May 30, with door prizes being given away
also.
DISCUSS UPCOMING CAPITAL IMPROVEMENTS PROGRAM
Thornton informed the Board that a public information
committee is working on the Bond Advertising Program.
Thornton also indicated that the Park and Recreation
Board needs to become involved in the campaign for
the upcoming Bond Election. He indicated that the
Library Board and Park and Recreation Board may need
to meet jointly for campaign development. Possibly
June 3 - one week before Regular Called Meeting
of the Board - might be a good time to meet.
MOTION: Don Proseschel made a motion to move the
next regular scheduled Park and Recreation
Board Meeting from June 10, 1985, to June
3, 1985, to accommodate vacation schedules
as well as combine meeting with Library
Board. Clint Miller seconded, the motion
carried, 6 for, 0 against.
VI. OTHER BUSINESS
Thornton reported that the Greenbelt/Linear Park
Study Steering Committee will meet at 11:00 a.m.,
Tuesday, May 14, to select the top 3 or 5
consultants for oral presentations. Oral presentations
are scheduled for May 29. Thornton indicated
the Steering Committee would be present and
requested the Park and Recreation Board be present
also. The top 3-5 proposals will be given to the
Park and Recreation Board Members prior to the
oral presentations for their review.
VII. ADJOURN
There being no further business, the meeting was
adjourned.
