PARRS AND RECREATION BOARD
REGULAR CALLED MEETING
JANUARY 16, 1989 - 7:30 P.M.

I. CALL TO ORDER
Chairman, Don Proeschel called the meeting to order at
7:40 p.m.
II. APPROVAL OF MINUTES
Approval of Minutes from meeting of November 14, 1988.
MOTION: Tom Clark moved to accept the Minutes from
November 14, 1988, Regular Called Meeting, as
noted, Richard Saunders seconded and the
motion carried 7 for, 0 against.

A. Introduction of Rhoda Savage
Rhoda Savage, Director of the Parks and Recreation
Department introduced herself to the Board and
began the Director's Report.
B. Update on Open Gym Program
Rhoda provided the Park Board Members with a copy
of the statistics on the Open Gym Program for the
month of December, 1987, prepared by Ed Voss,
Program Coordinator. Ed reported that in October,
the gym was open 20 days, with 45 participants per
day of operation, in November, the gym was open 17
days, with 85 participants per day of operation,
and in December, the gym was open 12 days with 88
participants per day of operation. His report
also indicated that the gym would be open 9 days
in January. This cut in days of operation is due
in part to the beginning of the Allen Sports
Association Basketball season, as well as the
continuation of the Adult Basketball League. Ed's
report also reported that the gym was closed 3
days in December to allow the resurfacing of the
gym floor by Allen Independent School District.
Chairman Don Proeschel indicated a concern that
the Open Gym was operating at such a reduced
number of days, but also indicated that no other
alternatives were open to the Department at this
time. The opening of Max Vaughan Elementary would
ease the situation somewhat next year. He also
indicated that due to the Open Gym Programs
reduced hours, the open courts at Ford were
receiving a great deal of use. He indicated that
the Department should investigate the netting at
that court and see if a more permanent type of
netting could be achieved. After a brief
discussion with the Board members, it was
determined that the nets would be investigated.
C. Chipping Christmas Trees for the Community
Rhoda informed the Board that the Christmas Tree
drive was termed a success, and that approximately
1,000 Christmas Trees were collected by the
Maintenance Department, and chipped. It is
estimated that the chipped trees produced
approximately 15 yards of mulch and at the price

paid in the past, it would have cost the City
approximately $1,200 to purchase an equivalent
amount of mulch.
The City of Plano provided the City of Allen with
their chipper, at no cost, following the break-
down of the rented chipper. A letter of
appreciation will be forwarded to the Plano
Maintenance Department.
D. Leasing Furniture to the Allen Sports Association
The City of Allen will be leasing excess
furniture, currently in storage, to the Allen
Sports Association for their new offices. It has
been determined by the City Attorney, that the
furniture cannot be given or loaned free of charge
to the ASA, but that it can be leased to them at a
nominal charge. The lease agreement will be drawn
in the near future between the City of Allen and
the Allen Sports Association.
E. Eagle Scout Projects
Rhoda reported that Mr. Ron Dodge had contacted
her regarding his son and his need for an Eagle
Scout Service Project. It has been determined
that the Courtyard at the new Police and Courts
Building would be an appropriate project for Mr.
Dodge to adopt as his service project. This might
progress into an "Adopt a Spot" program to involve
citizens of Allen in the maintenance of several of
the areas throughout the City.
Use of Court Appointed Employees
Rhoda indicated that the use of court appointed
employees to do menial tasks, thereby relieving
the maintenance crew of jobs such as trash pick-
up, cleaning of public restrooms, weeding of
flower beds, etc., might prove useful to the
department as well as the community. The
questions of liability, supervision, and rate per
hour was questioned by the Board. Rhoda indicated
that she would pursue the question of liability
with the Director of Finance. As to the
supervision of these employees, she indicated that
her experience had been that it took minimal
supervision by maintenance men already on site,

and that if the work were not performed in a
satisfactory manner, no credit would be given for
that job toward their restitution. These would be
mainly traffic offenders, and other crimes dealt
with in the Municipal Court system in Allen. The
Board was very supportive, and indicated their
desire for her to continue the research of this
program.
IV. CONSIDER NAMING OF THE PLAYGROUND FACILITY IN
COTTONWOOD BEND DEVELOPMENT
Following a brief discussion on the history of this
playground, it was suggested that the Homeowners
Association of Cottonwood Bend be approached regarding
a contest for the naming of this facility. Richard
Saunders agreed to contact Mr. Ralph Vetter, President,
of the Cottonwood Bend Homeowners Association regarding
this proposed contest. It was discussed that the top
three or four people offering name selections might
appear before the Park Board for final review by the
Board and determination of a winner. This person might
receive a plaque, recognition at the Dedication
Ceremonies, photos with dignitaries, etc.
PHOTO CONTEST FOR FRONT COVER OF SUMMER PROGRAM
BROCHURE - SANDY MCGOWAN
Sandy McGowan, Special Activities Coordinator for the
Parks and Recreation Department presented the idea of a
Photo Contest for the cover of the summer brochure
published by the department. The following guidelines
were discussed for the photos:
GENERAL RULES
All entries will be accepted from February 15th
until March 1st from 8 a.m. to 5 p.m. at City
Hall, or mailed to: Photo Contest, City of Allen,
One Butler Circle, Allen, TX 75002.
2. The contest is for all residents of the City of
Allen. Photographers must be amateurs.
3. No framed prints will be accepted.

4. Each print must have the photographer's name,
address and phone number on the back of the photo.
5. City of Allen will not be responsible for loss or
damage to the photo.
6. Only three entries per person.
7. Each print must have original negative available,
and commercial processing, printing and mounting
is allowed.
8. First place photo will be featured on the cover of
the Parks and Recreation Summer Brochure.
9. All entries must be a color print, 8X10 only.
10. Photos must portray people in an Allen setting.
11. Only prints receiving 1st, 2nd, and 3rd place,
Honorable Mention and Best of Show will be awarded
ribbons. These photos will also be exhibited at
the new Allen Public Library.
12. Judging will be by the Allen Parks and Recreation
Board.
Photos will be available for reclaiming by owner when
contest is over. Contact Sandy McGowan, City of Allen,
Parks and Recreation Department at 727-9171 for further
information.
The Board agreed that this was an excellent opportunity
for the citizens of Allen to be involved in another
Parks Department program.
VI.
Richard Saunders, representing the Community Education
Advisory Council, presented a brief history of that
Council involvement in providing a Christmas Tree, and
decorating it each year as a community service project.
y They would like to purchase a live Christmas Tree,
plant it permanently in a City park. Several options
were discussed regarding the type of tree to plant, as
well as locations. Rhoda Savage will be investigating

the plan, and will report back next month with site
recommendations for this project.
VII. OTHER BUSINESS
Board Member, Ray Lewis indicated the "Yard of the
Month" program had been discontinued by the Chamber of
Commerce, and wanted the Park Board to consider
adopting this program. He also indicated problems with
the vending machine service at Ford Pool last summer,
and suggested a new vending contract be investigated.
He also suggested that a scout troop in Allen might
want to make the marking of jogging trails a troop
project, indicating the length of the trail at certain
intervals. Ray also mentioned a concern over the unlit
trails at Ford ant that areas are very dark and
unprotected in the evening hours.
Chairman Don Proeschel questioned the progress on the
acquisition of the Special Use Facility. Rhoda
indicated that she had not been informed about the
progress on this acquisition, but would investigate and
inform the Board of her findings.
VIII. ADJOURN
There being no further business the meeting was
adjourned at 9:00 p.m.
