PARKS AND RECREATION BOARD
REGULAR CALLED MEETING
FEBRUARY 10, 1986 - 7:30 PM

I. CALL TO ORDER
Chairman, Don Proeschel, called the meeting to
order at 7:40 p.m.
II. CONSENT AGENDA
Approval of Minutes from January 13, 1986, Regular
Called Meeting.
MOTION: There was a motion made by Mickey
Christakos and seconded by Helen
Johnson to approve the Minutes with
corrections as noted. The motion
carried 6 for, 0 against.
III. DIRECTOR'S REPORT
A. Explorer Post
Director Mark Thornton introduced Mr. Jim Allen,
Advisor to the Explorer Post, to the Parks and
Recreation Board Members.
Mr. Allen gave a brief personal history on
himself, indicating that he had been with
Texas Instruments for a little over one year,
after spending six years in the Army. He
graduated from the University of Nevada,
Reno, with a BA. Grew up on ranch in Arizona,
with experience in camping, ROTC, rapelling,
backpacking, first aid and search & rescue.

He indicated that the Post now had six members,
five male, and one female. They spent their
first outdoor activity involved in orienteering
skills (map reading and compass reading). There
is an overnight outing planned for Trey Goodman's
farm in the near future.
Mickey Christakos inquired about what the Parks
and Recreation Board Members can do to help
enlarge the current membership.
Allen indicated that word of mouth was probably
the most effective means at this point, and
Director Thornton reported that the City was
continuing to advertise in the Allen High School
Newspaper on a regular basis.
Chairman Proschel invited Mr. Allen and his
Post to attend the next meeting of the Texas
Sesquicentennial Committee to possibly get
ideas on fundraisers they might want to have.
David Medina inquired as to the possibility
of helping the troop at St. Judes Church.
Mr. Allen indicated that would be a possibility
once his group is firmly established.
Greenbelt/Linear Park Study
Director Mark Thornton gave a brief update on
the Greenbelt/Linear Park Study to the Park
and Recreation Board members. He indicated
that the Steering Committee met on January
31, 1986, to review the "Research and Data
Collection" phase presented by Albert Halff
and Associates. on March 4, 1986, the
Consultant is scheduled to bring Planning
Alternatives for input by the Steering
Committee. March 11, 1986, is scheduled for
a Public Hearing at which time citizens are
invited for input. April, 1986, recommendations
by Consultant will be presented to the Steering
Committee. May, 1986, those recommendations
will be presented to the Park and Recreation
Board and June, 1986, it will go before the
Allen City Council for their approval and
official amendment to the Comprehensive Plan.
Thornton indicated that with two Board Members
serving on the Steering Committee, the Parks

and Recreation Board Members should have a good
understanding of the Study prior to presentation
by the Consultant.
C. Policy and Procedures Manual
Director Thornton indicated that the outline
was not available for review due to his heavy
involvement in other projects currently under-
way. Possibility of having something by the
April meeting. There will be interim policies
adopted regarding the pool as well as ballfield
and league play until a permanent Policy and
Procedures Manual is in place.
D. New Park/School Sites
Thornton reported that two new park site names
will be Alvis Story Park/School (Greengate Site)
and Max Vaughan Park/School (West Allen, Tomlin
Property). Thornton reported that the subject
of naming of City parks should be covered in the
Policy and Procedures Manual. He also reported
the purchase of a park site at Greengate by
the City this past week. The school is scheduled
to open in the Fall of 1987, and the park should
be ready at the same time. The idea of sharing
expenses for a gymnasium similar to Reed have
been investigated, but it would cost the City
around $300,000 difference in what they now have
planned. Alternative floor coverings are now
beening investigated to make the facility suitable
for volleyball and other activities currently
being schedule for Reed Gymnasium.
IV. REVIEW AND DISCUSS THE PROPOSED COLLIN COUNTY
OPEN SPACE PLAN
Director, Mark Thornton presented a map of Collin
County, paying particular attention to the flood-
plain areas involved in the Proposed Collin
County Open Space Plan, of which the Board members
were provided copies for their review.
Following a brief discussion by Board Members,
it was proposed that Thornton forward their
comments in letter form to Clarence Daugherty.
A copy of that letter is attached to this record.

V. REVIEW OF CONSTRUCTION AT FORD PARK
Thornton made a slide presentation to the Board
members showing the progression of construction
at Ford Park. Chairman Proeschel questioned
whether or not the berms were ready for
planting. Thornton indicated that they would be
sodded with tiff grass. Mickey Christakos
inquired as to the schedule of construction.
Thornton indicated that they were on schedule
and projected opening date for Ford Pool
remains Memorial Day Weekend.
VI. OTHER BUSINESS
There was no other business to discuss.
VII. ADJOURN
There being no further business, the meeting was
adjourned.

Dear Clarence,
On behalf of the City of Allen, I want to express our
appreciation for the opporrsnity to comment on the
Proposed Collin County Open Space Plan. In order to
get a wide range of views and to allow the proper
source of input this plan was reviewed by not only
myself but the City of A1%en's Parks and Recreation
Board.
over all, the comments made by the Board during
discussion are summarized :a the following. The Board
reached a consensus to alicw for a unified response
from the City of Alien.
1) In general, the ;!an is very dynamic and
far reaching, with pr_?osals that could insure
not only the preservation of open space, but
the preservation of C_liin County's heritage.
2) The oreservaticnl�onservation of the flood-
plains- and the future of a linear park system
that the City of Allen is currently planning, is
further strengthened and supported by the Open
Space Plan.
3) The road edge landscaping is another proposed
concept that will present an overpowering
urbanization and building encroachment along
many of the major thoroughfares. This will create
a feeling of openness along the thoroughfares.

4) The Green Acres Program definitely is appealing
to the City of Allen. Much like our neighbors to
the South, the increasing urbanization has created
the need for immediate acquisition of larger parks,
and with the ever increasing land values, cities are
rapidly loosing their acquisition capabilities.
This program combined with local, state, or federal
funding will allow for the acquisitions before it is
too late.
5) The Parks and Recreation Board is concerned with
the amount o: public awareness that is needed in order
for the plan to be approved and what actually has been
obtained. The Board feels more publicity is needed
to generate public awareness in support of this plan.
6) The Board is also interested in becoming involved
with the plan and offering assistance where needed.
Some of the Board members expressed an interest in
serving on the County Parks Board or the County open
Space Board, to offer their experience in providing
a networking of ideas among other cities and rural
county areas.
7) Lastly, if more people use the open space provided,
the Board expressed a concern over the impact to the
environment by people and what level of maintenance,
security, and protection would be performed.
