PARKS AND RECREATION BOARD
REGULAR CALLED MEETING
DECEMBER 8, 1986 - 7:30 P.M.

I. CALL TO ORDER
Chairman Don Proeschel called the meeting to order at
7:35 p.m.
II. CONSENT AGENDA
Approval of Minutes from November 10, 1986,
Regular Called Meeting.
MOTION: Clint Miller made a motion to approve the
Minutes from November 10, 1966, Regular
Called Meeting, as presented. Mickey
Christakos seconded and the motion carried,
6 for, 0 against.
III. DIRECTOR'S REPORT
A. Ford Park, Phase II
Director Mark Thornton reported that at the City
Council meeting on November 20, 1986, the bid
for Ford Park Phase II was awarded to Architectural
Utilities who represented the second lowest bid.
Discussion centered around the additional funding
required for Ford Park, rather than the fact that
they were not the low bidder. Thornton indicated
the contract was ready for signatures, and the
City is awaiting a performance bond before beginning
construction.

B. Main Street Landscaping
Thornton reported that the final walk thru was
conducted last Wednesday on the Main Street
Project. The electrical contractor will have
some of the lamp poles professionally repainted
due to scraches that occurred during their
installation. Benches for Main Street have
been ordered and should be in around January 1,
and the tree grates should be installed around
mid February.
Thornton indicated that several comments had
been made regarding the brightness of the lights
on Main Street. After consulting with SWA Group
it was determined that a possible solution would
be the addition of a "dimmer switch" type device.
Another point was that the lights were selected
for their brightness so that when the trees
planted along Main Street reached maturity, the
brighter lights would be needed.
Main Street Dedication
Thornton reported that the official ribbon cutting
ceremony for Main Street was held on December 1,
1986, with approximately 200 people in attendance.
The scheduled Street Dance was cancelled due to
the weather conditions, but he noted that the
City was grateful to Figanos for the offer of
their band for the occassion.
Recreation Programs
Thornton reported that Volleyball was nearing completion
of it's season with good participation levels.
Basketball began two weeks ago, again with high
levels of participation in all leagues offered.
E. Christmas Activities
Thornton encouraged all Board members to attend the
Boards and Commissions Christmas Party to be held
at the Harvey House this coming Friday night.
TPWD Grant Appcliation
December 2, 1986, Thornton made a presentation to
the Council of Governments on our Grant Application

on which he received favorable comments and
will receive a favorable recommendation from
Council of Governments to the State. The
review will be held in January or February and
Thornton will try to attend.
IV. REVIEW SCHEDULE FOR DEVELOPING A POLICY MANUAL
FOR THE PARKS AND RECREATION DEPARTMENT.
Thornton presented the Board members with an outline
for the development of a policy manual for their
review and discussion. The proposed schedule will
call for the review of sample manuals in January,
development of table of contents in February, the
expansion of various chapters from March thru July.
Thornton explained that several of the chapters
may require extra meetings of the Board to develop
fully. The proposed schedule calls for the review
of a final draft and making of a formal recommendation
to Council in August and the Council adoption in
September.
V. OTHER BUSINESS
Thornton presented a brief review on the status of
the Sesquicentennial Park and indicated that Mayor
Rodenbaugh had talked to several businesses regarding
the funding. The Eugene McDermott Foundation may
be interested in contributing to the fountain for the
park and SWA Group of Houston has been doing some
design work for the fountain and park site.
The National Endowment for the Arts grant application
must be a "matching grant" situation, and in the
application that the City will send in, it will
probably state that "matching funds anticipated from
contributions".
VI. ADJOURN
There being no further business, the meeting was adjourned.
