I. CALL TO ORDER

Chairman, Don Po reschel called the meeting to order
at 7:35 p.m.
II. CONSENT AGENDA
Approval of Minutes from April 13, 1987, Regular
Called Meeting.
MOTION: Mickey Christakos moved to approve the
Minutes as presented from April 13, 1987,
Regular Called Meeting. Gary Edstrom
seconded and the motion carried, 5 for,
0 against.
III. DIRECTOR'S REPORT
A. Summer Registration
Director Mark Thornton reported that the first
day of Registration for Summer Programs was
held this past Saturday, May 9, 1987, from
9:00 a.m. until 4:00 p.m. The following is a
statistical summary of the first day of
registration:

B. Special Use Facility Update
Thornton reported that an agreement with Halff
and Associates for floodplain and topography
work had been approved by City Council. He
also indicated that the clean up plan for the
removal of hazardous material from the site
would be followed in exact detail to be certain
that all state requirements have been met.
Thornton indicated that due to the nature of the
material and the procedures necessary for its
safe removal, the cost would be approximately
$160,000 per acre. Thornton indicated that
alternative methods of cleaning up the site
were being investigated. One possibility would
be the possible funding from the State to help
reclaim the land. A second alternative to be
investigated would be the locating of a company
interested in reclaiming the lead.
Thornton indicated that the ponds were not
contaminated, only the area where the lead is
actually lying. After 27 years of useage on
the gun range, the area has a large amount of
lead build up.
Thornton indicated that he would be keeping the
Board updated on the procedures and how the
'i project was progressing.

Day Camp Site Update

Department Budget Update
Thornton reported that the Parks and Recreation
Departmental budget had been cut by 6% or $27,000.
He indicated his reluctance to make too large of
a cut in the maintenance personnel area of his
budget, due to the increased demands already being
placed on his department to to the maintenance of
Ford Park this summer. Thornton reported he was
able to delay the filling of two maintenance
positions that have been open since April, thereby
saving approximately $2,400 per month, but also
indicated that these positions must be filled
soon.
He reported that the Playground Program had been
cancelled, and that the Day Camp Program had
been reduced in the number of participants per
session from b0 - 50. This would allow for one
less counselor to be hired. He indicated that
no monetary cuts had been made at the pool, as
well as no monetary budget cuts from the planned
landscaping. He also reported that the computer
software, maintenance trailer, and drafting
equipment previously budgeted had been taken out
of the '86-87 Budget.
IV. CONSIDER THE ESTABLISHMENT OF POLICY AND ROLE FOR
ATHLETIC TOURNAMENTS AT FORD PARK.
Thornton reported that the price for Jupiter and
Reed Fields (for tournament use) had been $75.00.
That includes Friday evening, Saturday, and Sunday
afternoon. He indicated that City Council had not
set these fees, but the Parks and Recreation
Department. He recommended that the fees be set
at $100 per field for Ford Park, which would be an
increase of $25.00 per field, per tournament.

The Park and Recreation Board members, following a
discussion of the proposal, agreed to allow the
Parks and Recreation Department to set fees
accordingly if the group desiring the fields agreed
to do some of the maintenance associated with a
tournament.
MOTION: Gary Edstrom moved to allow the Parks
and Recreation Department to set the
fees for tournament use of fields
according to the above guidelines and
to allow groups as designated by the
Parks and Recreation Department, to
use City fields. Ray Lewis seconded
and the motion was passed 4 for, 0
against.
V. OTHER BUSINESS
Thornton reported that the Swim Team Coach had been
recruited and that interest was very high in the
Allen Swim Team. He also indicated that a change
of fees for next year would be appropriate. He

also reported that several of the Day Care Centers
within the City of Allen were requesting that they
be allowed to bring children under six years of
age into the facility without the one-on-one
supervision designated by the Parks and Recreation
Board.
VI. ADJOURN
There being no further business, the meeting was
adjourned.
