PARKS AND RECREATION BOARD
REGULAR CALLED MEETING
JUNE 8, 1987 - 7:30 P.M.

I. CALL TO ORDER
Chairman Don Proeschel called the meeting to order
at 7:35 p.m.
II. CONSENT AGENDA
Approval of Minutes from May 11, 1987, Regular
Called Meeting.
MOTION: Mickey Christakos moved to approve
the Minutes as presented from May 11,
1987, Regular Called Meeting. Ray Lewis
seconded and the motion carried, 5 for,
0 against.
III. DIRECTOR'S REPORT
A. Summer Recreation Update
Thornton reported that a site had been located
for the Day Camp Program, and pointed out that
area for the Park Board Members on a areial
photo. He indicated that the property belonged
to Issam Karanouf. In exchange for the use of
that property, the City will be doing some
mowing for the owner. Thornton reported that
99 children were currently enrolled for the
first session of Day Camp.

Thornton reported that due to a lack of sign-ups
in the Fish Camp Program, the size of each session
had been reduced to a maximum of 8 participants
rather than 15. One counselor had been deleted
from the program.
B. Special Use Facility Update
Thornton reported that Halff and Associates had
been selected to do the boundary work on the
Special Use Facility. Environmental Laboratories
has sent a proposal to cover the site clean up
plan with a "closure plan" to be submitted to
the State.
C. Legislative Update: Local Park Fund
Thornton indicated that the Local Park Fund had
been left in tact, it died in Committee.
D. Policy Manual
Thornton reported that he had not had time to
work on the Policy Manual, but that it had not
been forgotten.
IV. REQUEST TO APPEAR BY JUDY PATE OF COUNTRY DAY SCHOOL,
CONCERNING POOL ADMISSION POLICY FOR SIX YEAR OLDS
AND YOUNGER
Judy Pate indicated that due to a conversation with
Mark Thornton, she felt that an agreement could be
reached whereby the children would be allowed to
swim at a specified time in Ford Pool.
Thornton reported that he had surveyed surrounding
cities for their policy on Day Care Centers bringing
children to their public swimming facilities. Plano
does not allow them in their outdoor facility, but
does schedule times for them to use their indoor
facility because it is less crowded.
Thornton recommended to the Board that the Day Care
Centers be allowed to bring children to the pool
between 11:30 a.m. and 12:15 a.m., at which time
additional lifeguards would be hired to watch the
Day Camp participants as well as the Day Care Center
children.

He recommended that the restrictions be kept on the
Open Swim Time. He reported that from 6:30 to
8:30 a.m., the C.O.A.S.T. Swim Team has the pool,
from 8:30 to 11:30, Learn to Swim participants are
using the pool, from 12:15 to 1:00, the Adult Lap
Swimmers are using the pool, and at 1:00, the
pool opens for Open Swimming. He recommended that
each participant from the Day Care Centers pay the
$1.00 gate admission eventhough they may be under
the age of seven - thereby allowing for the additional
lifeguards that would be required.
Board Member Ray Lewis questioned if a family season
pass would be valid during this swim time.
Thornton indicated that it would not, because the
City was being required to hire additional guards
during that time. The passes were intended for
use during public swim times, not during private
use times which this proposed Day Care Center time
would be.
Carol Laakso suggested that the Board look at a
"commercial" as opposed to a "non-commercial"
clarification of who should be allowed to bring
in children other than their own during public
swim time.
Following a lengthy discussion by the Park and
Recreation Board, the following was proposed:
MOTION: Richard Saunders proposed that a distinction
be made between "commercial" and "non-
commercial- caretakers be made; that a
specific time be set aside for the use
by Day Care Centers (11:30 - 12:15);
that the times for Day Care Centers to
use the facility be scheduled one week
in advance; that admission of $1.00 be
charged all participants during that time,
with no regard to age; that a ratio of
1 adult to every 3 swimmers age six and
younger be adhered to during the said
special swim time of 11:30 to 12:15.
Ray Lewis seconded and the motion carried
5 for, 0 against.
This action may be pending City Council
action.

V. OTHER BUSINESS
Chairman Don Proeschel provided the Board members
with a list of 1987-88 Goals set up by the Collin
County Open Space Committee, as well as an
organizational chart of the committees. He then
provided the Board members with an updated version
of the goals. He again invited any interested
persons to attend meetings on the Collin County
Open Space Committee.
VI. ADJOURN
There being no further business, the meeting was
adjourned.
These minutes approved as read, this day of
