PARKS AND RECREATION BOARD
SPECIAL CALLED MEETING
NOVEMBER 2, 1987 - 7:30 P.M.

Mark Thornton, Director of Parks and Recreation
I. CALL TO ORDER
Chairman Don Proeschel called the meeting to order at 7:35
p.m.
II. REVIEW AND CONSIDER A RECOMMENDATION REGARDING THE CITY'S
PARTICIPATION IN THE CONSTRUCTION OF VAUGHN ELEMENTARY GYM.
Director Mark Thornton presented a proposal for the City to
use the gymnasium at Max Vaughn Elementary School as a
recreation center. Thornton stated the City has an interest
in paying the difference for the construction of an
oversized gym to be used in City programs. This amount is
estimated at $150,000.
If the City participates in this construction project, this
would eliminate funds available to construct a gym in the
proposed recreation center but would allow for additional
amenities to be added in the recreation center facility.
Thornton added that the success of this proposal would occur
only if certain guarantees could be made for the City's use
primarily in the priority of use of the facility. He
stated that if this could be worked out in an agreement then
the joint facility use would be very positive for the City

The City would also be paying a more equitable share of expenses
pertaining to the facility and provide for fee free use of the
gyms after hours.
MOTION: Richard Saunders made a motion to recommend the
City pursue this concept with an agreement to be
reviewed at the next meeting. Gary Edstrom
seconded, and the motion carried, 6 for, 0
against.
Thornton presented a schedule by which the City must follow
in order to meet the school's schedule:
November 30 - Park Board makes recommendation on
facility agreement
December 4 - Council authorizes facility agreement
expenditures of funds
December 10 - School opens bids
December 14 -School awards bid
III. ITEMS OF INTEREST
A. Ford Park
Thornton informed the Board that Ford Park should be
completed within the near future.
B. Christmas Party
Thornton advised the Board Members that December 15 had
been set for the Annual Boards and Commissions
Christmas Party and encouraged all members to attend if
possible.
