PARRS AND RECREATION HOARD
REGULAR CALLED MEETING
JUNE 20, 1988 - 7:30 P.M.

CITY STAFF PRESENT
Mark Thornton. Director of Parks and Recreation
Mr. Rick Allen, newly appointed Board Member was present at the
meeting and will officially become part of the Allen Parks and
Recreation Board on Thursday, June 30, at the City Council
Meeting at which time he will be sworn in.
I. CALL TO ORDER
Chairman, Don Proeschel called the meeting to order at 7:54
p.m.
II. APPROVAL OF MINUTES FROM MAY 23, 1988, REGULAR CALLED
NESTING, AND JUNE 15, 1988, SPECIAL CALLED MEETING
MOTION: Tom Clark moved to accept the minutes from May 23,
1988, and June 15, 1988 as written. Ray Lewis
seconded, and the motion carried 4 for, 0 against.
MOTION: Helen Johnson moved to accept the
Minutes from April 11, 1988, Regular
Called Meeting, as presented. Ray Lewis
seconded and the motion carried 4 for, 0
against.
III. DIRECTOR'S REPORT
I A. Update on Summer Programs

Director, Mark Thornton, reported that the enrollments
for all summer programs offered by the Department was
going very well, and that overall the Department was
seeing a 10% increase over last years program
enrollments.
Thornton indicated that 147 participants were currently
enrolled for Day Camp, with 17 enrolled for the CIT
Program. Fish Camp has 45 enrolled so far this year,
with Football Camp having 42 participants. Tennis is
divided into four 2 week sessions, with 83 participants
currently enrolled. Golf Camp has 14 signed up with a
total of 15 possible.
The aquatics program has seen 64 people sign up for
COAST, and 350 signed up for the Learn To Swim Program.
B. Update on Ford Park Dedication
Thornton reported that while attendance was low, the
celebration was a success and enjoyed by all who
attended. Some of the activities offered for the day
was a 5K fun run (20 people participated), 3 -on -3
basketball tournament, tennis tournament, swim meet,
and ASA baseball games. The 1st Cavalry Division Band
played, while hot dogs and Dr. Pepper were made
available. Pete Ford was on hand for the dedication
ceremonies, and seemed to enjoy the celebration very
much.
C. Update on Future Dedications
Thornton reported that the dedication ceremony for
Story Elementary has been set for July 23, while the
Cottonwood Bend dedication is set for August 27.
D. Update on Rowlett Creek Estates
Thornton reported that the preliminary plat for the
Rowlett Creek Estates had been presented to Council at
their last meeting, Thursday, June 16. Prior to the
Council meeting all interested parties met with the
City Engineer, Tom Glab, and all differences or
questions were answered at that time regarding the
engineering of the property. The preliminary plat
recommendation was for a pedestrian easement with
private ownership, which Council approved.
IV. COLLIN COUNTY OPEN SPACE BOND COMMITTEE

Chairman Don Proeschel reported that the bond election is
set for August 13, with a total package of $29.6 million
dollars going before the voters of Collin County. Don
encouraged all interested persons to join the effort to
campaign for this issue through telephone banks, word of
mouth, door to door, and speaking to civic organizations.
OTHER BUSINESS
Thornton indicated that the Naming Committee of Helen
Johnson, Richard Saunders, and Ray Lewis were to meet with
representatives of the Library Board later this week.
Thornton will be in touch with each time, either early
morning, or lunch hour.
Thornton also reported the progress on the Special Use
Facility Contract. He indicated that a contract amount of
$930,000 had been authorized by the City Council and a
contract was let five weeks ago for that amount. The
I Texin's Association now finds themselves in the same
G position as the City previously was in regarding the
liability for clean-up which is an unknown cost. Thornton
reviewed the process and guidelines that Texas Water
Commission has set forth and indicated he would be going to
Austin along with the City Manager, Jon McCarty to meet with
the TWC to get definite guidelines. The contract will have
to either be accepted or declined by August 25. Texin's are
currently putting together a "closure plan" to submit to
TWC.
Tom Clark indicated that he had been approached by concerned
neighbors regarding the lack of programing in the evening
for children who are in day care during the day time hours.
Thornton indicated that in the past some day care centers
had participated in a special swim time, as well as provide
pick-up and drop-off services to elementary schools for
children to attend the day camp program. He also indicated
that Fish Camp operated in the evening between 3 p.m. and 9
p.m. and might be an alternative for parents to pursue.
Don Proeschel reported that some citizens felt there were
not enough evening swim hours provided for open swim.
Thornton reviewed the scheduling of the pool hours from 6
a.m. until 10 p.m., Monday through Friday.
