PARKS AND RECREATION BOARD
REGULAR CALLED MEETING
MONDAY, APRIL 8, 1991 - 7:30 P.M.

I. CALL TO ORDER
The meeting was called to order by Vice -Chairman, Tom Clark at 7:40
p.m.
II. APPROVAL OF MINUTES
Regular Called Meeting, March 11, 1991
Special Called Meeting, March 26, 1991
Special Called Meeting, April 1, 1991
MOTION: David Clark moved to accept the minutes as amended.
Mary Widdowson-Martin seconded, and the Motion
carried 5 for, 0 against.
III. DIRECTOR'S REPORT
A. Update on Park Master Plan
Director Rhoda Savage reviewed the process of the Park
Master Plan and updated the Board on the approval by City
Council at their meeting on Thursday, April 4, 1991. Carter
and Burgess, Inc. made a presentation to the Council and
after a brief discussion, Council approved the Park Master
Plan. At that meeting, the Consultants had the construction

cost estimates and Council suggested the Phase I proposal be
taken to the Development Subcommittee at their meeting on
Tuesday, April 9 for approval.
B. Update on Park Naming Schedule
Rhoda Savage provided background information on the Park
Naming program. She reported that at their first review of
this program, Council tabled this issue and requested more
information at their next meeting. The idea of it being a
"contest" has been dropped and a "campaign" approach has
been adopted. Appropriate recognition will be given to the
person who suggests the name to be used. Rhoda asked the
Parks and Recreation Board to assist in selecting the top three
names using requested support data as to why the name was
suggested. The following "Values for Park Name Entry
Evaluations" were provided the Board for their information
along with a sample entry form as well as the suggested
"Timetable" for entries.
VALUES FOR PARK NAME ENTRY EVALUATIONS
Entry forms submitted for naming the new park are to
include a summary explaining why the name
recommended is the best name for the park.
To help rate the names, a set of values has been
established for use by the Parks and Recreation Board.
The Board will evaluate the entry forms after staff has
reviewed them to make sure each name meets the
minimum criteria established in the resolution.
The Parks and Recreation Board will evaluate those that
qualify. In selecting the best 3-5 names the Parks and
Recreation Board will give strongest consideration to the
names that (not in priority order):
1.
Appear on numerous entry forms.
2.
Are considered concise and easy to
remember.
3.
Can be readily identified by Allen
residents.
4.
Help identify the site for non-residents.
5.
Appeal to the broadest market.
6.
Are not dated.
7.
Are upbeat/ positive.
8.
Clearly distinguish this park from others
( local/ regional) .
9.
Promote Allen.

The set of values can be used in making a final decision
and can be added to accordingly.
July 19, 1991 is the deadline for submitting proposals from the
public. August 12, the Parks and Recreation Board will select
their top three names and submit them to the Development
Subcommittee prior to it going to Council on Thursday, August
15, 1991.
Ford Park Parking
Rhoda reported to the Board that there was a continuing
concern by the homeowners around Ford Park regarding the
on -street parking during scheduled activities. Rhoda
reported that there were 315 parking places in the Ford Park
Ballfield Complex. A survey was done to the homeowners and
their feedback indicated they wanted to be able to park in
front of their homes, but that the parking by non -homeowners
should be disallowed.
Rhoda suggested that the residents adjacent to Ford Park be
invited to a Park Board Meeting to offer their input and
possible solutions to the problem. It was suggested that
improved security lighting from distant parking lots might
improve the willingness of the participants to park in those
lots.
IV. OTHER BUSINESS
Rhoda reported that Ms. Dana McGowan of the Allen Chamber of
Commerce had requested the support of the Parks and Recreation
Department in participating in the annual Allen Country Fair with the
Allen Jaycees. The Board supported her in having the Department
support the Fair as they have done in the past.
Rhoda also announced that the Decoration Day for the Allen Cemetery
was to beheld May 5, 1991 (first Sunday in May each year) and that
this year the City would include the Dedication of the Plaque at the
new entryway. She announced that the Dedication would be held
between 1 p.m. and 2 p.m. and would last about 1 hour.
V. ADJOURN
There being no further business the meeting was adjourned at 8:13
p.m.
