CALL TO ORDER The meeting was called to order at 7:37 p.m. II. ELECTION OF OFFICERS A. Chairman MOTION: Mary Widdowson-Martin moved to nominate Ray Galloway for Chairman, Tom Clark seconded, the motion carried 7 for, 0 against. B. Vice -Chairman MOTION: Jim Waldbauer moved to nominate Tom Clark for Vice -Chairman, Mary Widdowson-Martin seconded, the motion carried 7 for, 0 against. Secretary MOTION: Tom Clark moved to nominate Mary Widdowson- Martin for Secretary, Jim Waldbauer seconded, the motion carried 7 for, 0 against. III. INTRODUCTION OF NEWLY APPOINTED BOARD MEMBER, DEBY CHAPPELL Each of the Board Members and staff present introduced themselves to Deby and gave a brief history of their residence in Allen and professional background. Deby expressed her pleasure at being appointed to the Parks and Recreation Board and said she was looking forward to working with everyone. IV. APPROVAL OF MINUTES Regular Called Meeting, August 12, 1991. MOTION: Tom Clark moved to accept the minutes from August 12, 1991, as presented. Lonnie Thomas seconded and the motion carried 7 for, 0 against. V. DIRECTOR'S REPORT A. Bike Tour Report Director Rhoda Savage presented the Board with the following statistical information on participants and the bike tour. 152 Total Entrants 27 Allen Residents 120 Metroplex Residents 1 Austin, Texas Resident 1 Graham, Texas Resident 1 California Resident 1 Louisiana Resident 1 Oklahoma Resident 51 100k Participants 83 50k Participants 18 l0k Participants Total Expenses: $4,016 (not including staff expenses) Total Revenues: $2,505 PAGE 3 MINUTES - PARKS AND RECREATION BOARD OCTOBER 14, 1991 Rhoda reported that last year the department had set a goal of 200 participants. Based on the expenses involved with the bike tour versus the revenues, Rhoda was not recommending that the department sponsor a bike tour next year. She also reported that Sports Pulse Magazine had contacted her and reported that each of the members of the Greater Dallas Bicyclist Club received a letter urging them not to participate due to the bicycle ban on FM2170. She indicated she would like to bring it before the Board for further discussion later in the year, and possibly reconsider the bike tour when FM2170 is widened. Rhoda reported that almost every service organization in Allen volunteered their time along with numerous individuals to man the aid stations, man intersections and registration areas. She thanked the Board members for their support and solicited feedback from those Board members volunteering. Jim Waldbauer indicated he felt very pleased with the bike tour. Ray Galloway complemented staff on the organization and planning of the event. Mary Widdowson-Martin questioned if the City would consider a rebuttal letter to appear in the "Letter -to -the -Editor" column of the Allen American. Rhoda indicated that staff would not be pursing that avenue. Tom Clark asked if staff felt negotiations were possible with the Greater Dallas Bicyclist Club regarding the ban on FM2170. Rhoda reported that in her opinion, the only negotiation would be to lift the ban on West McDermott. Final Approved Budget Presentation Rhoda provided the Board Members with a copy of the budget approved by Council for the Parks and Recreation Department during FY91-92. She reported that her original total budget requested was $913,000, after major cuts, she took a budget of $735,000 to the budget retreat and that number was increased to the current total of $754,337. She reported that the department had gone over budget by approximately $90,000 during FY90-91 and all efforts were being made not to exceed this year's total approved budget of $754,337.00. She provided a break -down of line items indicating increases and decreases in the budget. She indicated that personnel expenses had risen and therefore, some operating items had to be decreased. She also reported that one place that Board Members might notice a decrease in service would be the decorative lighting on Main Street. No funds are budgeted for repair and maintenance of those lights during FY91-92. Another area that will be quite noticeable to the public will be the lack of seasonal color plants in medians PAGE 4 MINUTES -PARKS AND RECREATION BOARD OCTOBER 14, 1991 and decorative flower beds. Those areas are being turned into turf due to lack of funding to do seasonal plantings. Rhoda further reported that 7.5 acres of parkland in the Country Meadows housing addition will be coming on line this year along with the 50 acres at the Allen Special Use Facility, noting that both of those facilities would offer large increases in money spent for maintenance. C. Texins Development Rhoda reported that construction of Phase 1-A was well underway and that Board members would see a noticeable change upon their next visit to the site. She also reported contract negotiations to take out all underground items, take out underbrush removal and also the temporary seeding of the open spaces. She indicated that these items did not effect the grant and that a full playground and pavilion would be added back to Phase 1-B. In planning for the maintenance of this property, and with several other areas in town, Rhoda reported that she was hoping to use $10,000 in maintenance bond money that developers had defaulted on to help fund a new 70 hp tractor with a 28' slope adaptor on a lease -purchase agreement. She invited all Board members to visit the property in a group one day, become familiar with the construction going on then plan on touring the facility with the Allen City Council who have requested a site tour. Following a brief discussion it was determined that the Board would meet at 8:15 a.m. on Saturday, October 26 for an on-site tour of the facility. VI. OTHER BUSINESS Ray Galloway asked for information on the Allen Sports Association (ASA) Football program and their needs in Allen. Gordon McIntyre indicated that the ASA was attempting to funnel any requests to the City through their liaison officer, Allen Fyke. Rhoda reported that Mr. Fyke received copies of all Park and Recreation Board agendas and would hopefully be attending meetings in the near future. Gordon also indicated that recent correspondence with the City regarding the ASA Football program was by an individual source and not channeled through the ASA office. Efforts are being made to assure that all contact regarding requests for facilities be made through the ASA office to the City of Allen.
