Savage, Director of Parks and Recreation Sue Witkowski, Secretary I. CALL TO ORDER The meeting was called to order at 7:34 p.m. H. APPROVAL OF MINUTES Regular Called Meeting, August 10, 1992 Regular Called Meeting, August 17, 1992 PAGE 2 MIN(1TES -PARKS AND RECREATION BOARD SEPTEMBER 14, 1992 MOTION: Tom Clark moved to accept both sets of minutes as presented, and Gordon seconded the motion. The motion carried 5 for, 0 against. M. RESULTS OF COUNTRY MEADOWS NEIGHBORHOOD SURVEY Tom Clark turned in 110 completed survey forms taken from residents of the Country Meadows subdivision. Gordon McIntyre indicated he had approximately 65 completed forms. Following a brief discussion, it was determined that the Parks and Recreation Department would do a tabular summary of the survey and present it to the Board members at a Special Called Meeting to be held Monday, September 21, 1992, at 6:30 p.m. Rhoda requested this meeting be held prior to a Planning and Zoning Commission meeting being held Thursday, September 24, 1992, regarding development of an area along Rowlett Creek. She also indicated that she wanted to discuss the elements of construction on Bethany Lakes Primary Structure as well as a Community Center. Rhoda indicated the meeting would last approximately two hours. IV. POLICY REVIEW SUBCOMMITTEE UPDATE Gordon McIntyre reported that Deby Chappell and Lonnie Thomas were unable to attend the first meeting of the Policy Review Subcommittee. Gordon reported that he had drafted a policy on field use and presented it to Rhoda and Larry Kirk. They indicated, that with some changes they felt it was ready to go to the subcommittee. Gordon indicated that it would be best if separate policies were adopted for all aspects of the Parks and Recreation Department on an individual basis, then combined into one document. V. BOND SALES Rhoda reported that the City Manager had requested information from her regarding bond fund recommendations. In 1985, the citizens voted $5.5 million in bond funds to be sold. Currently, one half of that amount have been sold and used at Country Meadows, Bethany Lakes, for backstops, and other miscellaneous park needs. At the last City Council meeting, the Council authorized the sale of bond funds for a recreation center ($1.2 million) and PAGE 3 MINUTES -PARKS AND RECREATION BOARD SEPTEMBER 14, 1992 money for land acquisition ($250,000). Rhoda indicated further information would be available at the Special Called Meeting on Monday evening regarding the sale of Park Bonds. VI. OTHER BUSINESS Byron Nielsen presented a concept of a 'corrective action' form he had been working on. Several methods of distribution were discussed, to get the form to the residents. Ray Galloway questioned if a phone call would not accomplish the same thing. Byron did not think it would. Gordon McIntyre indicated that after working with the City Maintenance Crew on several occasions and he felt that the City had done an excellent job with the funds made available. Gordon McIntyre invited the Board to consider a 3 -day training retreat to east Texas as his guest. Following a brief discussion by the Board members, it was determined that a calendar would be brought to the Special Called Meeting on Monday evening to consider possible dates. Rhoda reported that Bethany Lakes would be open to the public by the end of October or first part of November, and that the lakes were being stocked by the Texas Parks and Wildlife Department. VH.
