I. CALL TO ORDER
The meeting was called to order at 7:31 p.m., by Chairman Lonnie Thomas
H. CONSIDER AND APPROVE LANGUAGE IN THE PROPOSED
SUBDIVISION ORDINANCE - REGARDING TREATMENT OF THE
FLOODPLAIN

Rhoda introduced Mr. Tom Kenner, with the Allen Community Development
Office and indicated that Tom had been working on the Subdivision
Ordinance, along with the Planning and Zoning Commission and City Council.
Tom indicated that John Garcia, Planning and Zoning Commission had
actually requested the Parks and Recreation Board input. Tom then presented
the Board with a background of the three years of consideration and work put
into the Subdivision Ordinance. He indicated that it would really be the nuts
and bolts of the City development including everything from street widths,
alley widths, lighting, cul-de-sacs, etc.
Tom read aloud to the Board the following from the proposed Subdivision
Ordinance:
612.1 General Requirements - All plats and storm sewer systems shall
conform to the City's Drainage Design Manual.
When a subdivision or addition is traversed by a watercourse,
drainage way, channel, or stream, there shall be provided a
storm water or drainage easement conforming substantially to
the line of such watercourse, and of such width and construction
that will be adequate for the purpose. It is desirable that the
drainage be maintained by an open channel with landscaped
banks and adequate width for a 100 year design storm frequency
flow All properties located in the 100 year floodplain shall be
maintained in their natural state.
The last sentence of the above paragraph was the focus of consideration by the
Parks and Recreation Board during their deliberations. The City Council had
been concerned over that sentence, and felt that the Parks and Recreation
Board's input would prove very valuable in assessing the degree of "natural
state"
A lengthy discussion was then held regarding the exact wording, and
associated concerns by the Board members such as:
Would hike and bike trails be allowed in a "natural state"?
Would picnic tables be allowed in a "natural state"?
Could a dead tree be removed from the area in a "natural state"?
Would the City want some unattractive areas to remain in a "natural
state"?
Would any passive/active recreation be allowed in a "natural state"?

Following the discussion, the following motion was entered into the record:
MOTION: Ross Obermeyer moved to present the following statement to the
Planning and Zoning Commission by way of a letter to Mr.
John Garcia, Chairman.
Section 612.1 of the Subdivision Ordinance - the following
should be added to the existing paragraph: "Any deviation or
modifications to the natural state shall require the review and
approval by the Parks and Recreation Board. The Parks and
Recreation Board's intent is to maximize conservation of
existing environments and provide for the recreational interest of
the citizens of Allen."
Ray Galloway seconded and the Motion carried 5 for, 0 against.
III. OTHER BUSINESS
Due to the development of two lighted baseball fields and two unlighted soccer
fields in the Twin Creeks Addition, it was determined that the development of
standards for ballftelds needed to be reviewed and forwarded to the developers
as soon as possible.
Rhoda provided the Board with the proposed standards written by Mike
Issermann, the newly hired Park Superintendent. Rhoda briefly went through
each of the areas being submitted with the following information, noting that
parking standards will probably be added:
Site Preparation - Submit Site Plans and Construction Drawings to
the City of Allen
Remove Debris
Leave Some Trees
Earthwork - Must Test Soil for Adequate Fill and Compaction
at City's Expense
Finish Grade
Clean Topsoil
ITurf Establishment - Common Hulled Bermuda

Rhoda indicated that she was providing the Board members the opportunity to
look over the above mentioned standards due to the fact that Arvida is ready to
develop the two sports fields in the Twin Creeks Addition to Allen. She
provided the Board with a proposed letter to Mr. Brett Johnston indicated that

the Board had been briefed on the standards and are in support of same. The
Board determined that the letter was appropriate, and asked that the final copy
of the above referenced standards be provided to them at their next Regular
Meeting, scheduled for Monday, February 14, 1994
Lonnie asked Ross Obermeyer for a status report on the ad hoc committee he
was appointed to work on the UCBC batting cage proposal. Ross indicated
that the committee consisted of the following:

Rhoda Savage, Director of Parks and Recreation
Mike Nichols, City Council
Steve Terrell, City Council
Ross Obermeyer, Park Board
Frank Maitland, Park Board
Residents (8)
Following a lengthy discussion by the ad hoc committee, it was determined
that the batting cage proposal would be sent back to the Parks and Recreation
Board and a process developed for a needs assessment. That process
recommendation would then be taken back to the ad hoc committee.
Rhoda indicated that a proposed agenda item for Monday, February 14, reads
"Approve Process for Further Consideration of UCBC Proposal" It was
determined that Rhoda would contact Jim Genneken and inquire as to whether
UCBC wished to be placed on the agenda in addition to the above referenced
item. The Board agreed that the process for doing a needs assessment would
be defined at the meeting on Monday evening.
IV. ADJOURN
There being no further business the meeting was adjourned at 10:18 p.m.
