PARKS AND RECREATION BOARD
SPECIAL CALLED MEETING
APRIL 20, 1994 - 7:30 P.M.

I. CALL TO ORDER
The meeting was called to order at 7:35 p.m., by Chairman Lonnie Thomas.
11 Lonnie recognized the change in the agenda by way of an addendum, adding:

"Ad Hoc Committee on Batting Cages". He also requested that Item III. be
switched in order with Item IV
II. CITIZENS COMMENTS
There were no citizens wishing to speak to the Board at this time.
III. REVIEW AND APPROVE PROPOSED ORDINANCE TO SET PARKS
AND RECREATION PROGRAMS AND FEES FOR 1994
Rhoda Savage indicated that the Board had been provided a copy of the
existing ordinance along with a copy of the proposed ordinance in their agenda
packets. She indicated that since those packets were sent out, it was
determined that the item regarding City of Allen Cemetery Lots would be
removed at the suggestion of the City Attorney Rhoda pointed out that the
entrance fee for Ford Pool is proposed at $1.50 per entrance rather than the
previously discussed $1.75 per entrance. It was determined that scholarship
entrance arrangements could still he done at the department's discretion.
Byron Nielsen expressed concern that tournament fees were too high, and not
in line with other Cities in the area. It was pointed out that these fees were
established in the Field Use Policy, previously approved by the Parks and
Recreation Board. It was also pointed out that the fields are currently over-
used, and that the City should not be encouraging tournaments at this time.
MOTION: Leah Magruder moved to recommend to City Council the
adoption of the proposed ordinance as presented. Ross
Obetmeyer seconded, and the Motion carried, 5 for, 0 against.
IV. REQUEST TO APPEAR BY MESA DESIGN GROUP REGARDING
SUNCREEK DEVELOPMENT"PROPOSAL"
Mr. Tary Arterburn of Mesa Design,along with Mr. Greg Rich appeared
before the Board to present a new development proposed for the west side of
Allen. In the proposed development, there is a stand of very old and
significant trees. The developers will be seeking zoning changes from the
Planning and Zoning Commission, and wanted to seek Parks and Recreation
Board approval prior to that appearance.

Following a lengthy discussion, it was determined that the Board would
support the dedication of 18 acres of wooded property, rather than the open
agricultural land previously proposed for dedication. It was also determined
that the final proposal would be presented to the Parks and Recreation Board
prior to it moving to Planning and Zoning and that a formal recommendation
would be considered at that time.
Both proponents said the would be glad to entertain questions at any time from
the Board or the Director.
V. QUESTIONNAIRE - PRESENT FOR AD HOC SUBCOMMITTEE
CONSIDERATION, SURVEY QUESTIONNAIRE AS PREPARED BY
COMMUNITY EDUCATION ADVISORY BOARD
It was determined that since only Ross Obermeyer and Frank Maitland were
appointed to this Ad Hoc Subcommittee, that the Park Board Meeting could be
adjourned, and that the subcommittee could begin their meeting.
VI. ADJOURN
There being no further business, the meeting was adjourned at 8:45 p.m.
