MEMBERS PRESENT Lonnie Thomas, Chairman Ross Obermeyer, Secretary Leah Magruder Frank Maitland MEMBERS ABSENT Jim Waldbauer, Vice -Chairman Byron Nielsen GUESTS PRESENT None STAFF PRESENT Rhoda Savage, Director of Parks and Recreation Sue Witkowski, Department Secretary I. CALL TO ORDER The meeting was called to order at 7:30 p.m., by Chairman Lonnie Thomas. II. CITIZENS COMMENTS There were no citizens wishing to speak at this time. I PAGE 2 PARKS AND RECREATION BOARD MEETING NOVEMBER 14, 1994 In. APPROVE MINUTES FROM AUGUST 8, 1994 REGULAR CALLED MEETING MOTION: Leah Magruder moved to accept the Minutes as presented. Frank Maitland seconded, and the Motion carried 4 for, 0 against. IV. APPROVE MINUTES FROM SEPTEMBER 10, 1994, SPECIAL CALLED WORKSHOP MOTION: Ross Obermeyer moved to accept the Minutes as corrected. Leah Magruder seconded, and the Motion carried 4 for, 0 against. V. DISCUSS DISTRIBUTION OF SURVEY TO WATTERS CROSSING RESIDENTS REGARDING FACILITIES PLANNED FOR PARKLAND �! IN THEIR NEIGHBORHOOD ® Director, Rhoda Savage presented a brief background on a survey that was done in the Country Meadows subdivision in which the Parks and Recreation Board participated. The Parks and Recreation Board along with the Director went door-to-door, soliciting input from the residents regarding their desires for the Country Meadows Park She also reported that Joel Roebuck (representing the developer in the Watters Crossing Subdivision), wants to invest $150,000 in park site improvements, but is asking the City to reimburse him when bond funds become available for approximately $68,000. Mr. Roebuck has developed a partial site plan which would include a playground, picnic pavilion, curbing, pea gravel, etc. Upon being presented with the above reimbursement plan, City Council determined that the residents of Watters Crossing should be given the opportunity to fill out a survey similar to the one presented to the homeowners of Country Meadows subdivision. Rhoda indicated that the 9 acre park site is located at Belaire and Newport. Following a lengthy discussion, it was determined that the Park Board and staff would conduct the survey Saturday, November 19, 1994 at 10 am, in the {; clubhouse at Walters Crossing. Residents are to be invited through the PAGE 3 PARKS AND RECREATION BOARD MEETING LNOVEMBER 14, 1994 Homeowners Association network. Rhoda reported that there were 200+ homes now occupied in that subdivision. VI. ANNOUNCE PARKS AND RECREATION BOARD ASSIGNMENTS A. Leah Magruder was asked to chair the Parks and Recreation Board Member Development Subcommittee. B. Chairman Lonnie Thomas requested that the chair for the Facilities Review (Existing and Future) Subcommittee be left open for the Board appointment to be made in December. C. The Budget Liaison Chair will be Lonnie Thomas, and the member assignment will be Byron Nielsen. D The CIP chair will be Frank Maitland. E. The Comprehensive Plan Update Committee will be chaired by Ross Obermeyer. F Jim Waldbauer was assigned to chair the Alternative Transportation Subcommittee. VII. OTHER BUSINESS A. Boards and Commissions Annual Appreciation Dinner. Board members were reminded that the Annual Appreciation Dinner for members and guests has been scheduled for December 6, 1994 at Eldorado Country Club. B. Christmas Tree Lighting Ceremony Board members were also reminded about the Tree Lighting Ceremony scheduled for December 3, 1994, at 7 p.m., between the Allen Public Library and the Allen Police Department. 11 PAGE 4 PARKS AND RECREATION BOARD MEETING NOVEMBER 14, 1994 VIII.
