CALL TO ORDER The meeting was called to order at 7.37 p.m., by Chairman Lonnie Thomas. II. CITIZENS COMMENTS There were no citizens wishing to speak at this time. L PAGE 2 PARKS AND RECREATION BOARD MEETING JANUARY 9, 1995 ID. APPROVE MINUTES FROM DECEMBER 12, 1995 REGULAR CALLED MEETING MOTION: Byron Nielsen moved to accept the Minutes as presented. Jim Waldbauer seconded, and the Motion carried 6 for, 0 against. IV. DISCUSS APPLICATION PROCESS FOR TEXAS RECREATION AND PARK ACCOUNT GRANT Chairman, Lonnie Thomas presented a brief background on the purchase of a parcel of land that would be developed into a youth sports complex in Allen. The City of Allen is pursuing the submission of a grant application to the Texas Parks and Wildlife Department for $500,000 which would be a matching grant. Part of the process for the application is the passage of a Resolution by the Allen City Council which reads as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS HEREINAFTER REFERRED TO AS "APPLICANT", DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON BEHALF OF THE "APPLICANT" IN DEALING WITH THE TEXAS PARKS AND WILDLIFE DEPARTMENT, HEREINAFTER REFERRED TO AS "DEPARTMENT", FOR THE PURPOSE OF PARTICIPATING IN THE TEXAS RECREATION & PARKS ACCOUNT GRANT PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM'; CERTIFYING THAT THE 'APPLICANT" IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE "APPLICANT" MATCHING SHARE IS READILY AVAILABLE; AND DEDICATING THE PROPOSED SITE FOR PERMANENT PUBLIC PARK AND RECREATIONAL USES. WHEREAS, the Texas Legislature has approved the "Program" (Section 24 of the Parks and Wildlife Code) for the purpose of allowing the political subdivisions of the State of Texas to participate in the Program; and WHEREAS, the "Applicant" is fully eligible to receive assistance under the "Program ", and WHEREAS, the "Applicant" is desirous of authonzing an official to represent and act for "Applicant" in dealing with the "Department" concerning the "Program ", PAGE 3 PARKS AND RECREATION BOARD MEETING JANUARY 9, 1995 BE IT RESOLVED BY THE "APPLICANT": SECTION 1: That the "Applicant" hereby certifies that they are eligible to receive assistance under the "Program" SECTION 2: That the "Applicant" hereby certifies that the matching share for this application is readily available at this time. SECTION 3: That the "Applicant" hereby authorizes and directs its City Manager to act for the "Applicant" in dealing with the "Department" for the purpose of the "Program", and Jon McCarty, City Manager, is hereby officially designated as the representative in this regard. SECTION 4: The "Applicant" hereby specifically authorizes the official to make application to the "Department" concerning the site to be known as Tycher Community Park in the City of Allen, County use as a park site That the 7)rcher Community Park is hereby dedicated (or will be dedicated upon completion of the proposed acquisition) for public park and recreation purposes in perpetuity Following a brief discussion: MOTION: Mark Stout moved to recommend the Allen City Council adopt the Resolution authorizing staff submittal of a grant application for Texas Recreation and Parks Account Program Funding in an amount of $500,000. Byron Nielsen seconded, and the Motion carried, 6 for, 0 against. V. ONE-HALF CENT SALES TAX UPDATE Chairman, Lonnie Thomas gave an update to the Board on the progress of the campaign for the One -Half Cent Sales Tax, soliciting volunteers for a phone bank, putting up of signs, and encouraging the passage of the tax. Polls are currently open for early voting, and residents are currently taking advantage of this opportunity at the Allen Public Library "CQOL" (Citizens for Quality of Life) Committee members are in the process of making presentations to various groups around town. The main presenters are Leah Magruder, Don Brazeal, and Lonnie Thomas. Some of the groups being spoken to are: Ag Booster Club, Rotary Club, Kiwanis, PAGE 4 PARKS AND RECREATION BOARD MEETING JANUARY 9, 1995 Leadership Allen Class, and Lions Club. It was reported that the Allen Sports Association (ASA) will be donating money to the campaign, as well as advertising for the passage of the issue during their sign-ups which are going on now. They are also lending clerical support by mailing out 400 letters to coaches and assistant coaches of ASA athletic programs. Lonnie reported that the Phone Bank would be operated out of the Century 21 Real Estate Office where six phone lines have been offered for use by volunteers in the evenings. Lonnie encouraged all Board members to become active in the campaign issue and encourage all their neighbors, friends and associates to support the one-half cent sales tax. VI. OTHER BUSINESS Chairman Lonnie Thomas read aloud a letter of resignation from Board Member, Frank Maitland. Lonnie indicated that job-related demands had forced Frank to resign. Interest was expressed in getting a new Board Member appointed as soon as possible so that member could possibly attend the workshop scheduled in lieu of the February Park Board Meeting. Jim Waldbauer distributed a copy of "Life in the Bike Lane" to Board members and encouraged their support in the planning of bike trails and lanes along City streets especially during the planning stages of newly developed thoroughfares.
