MEMBERS PRESENT Jim Waldbauer, Chairman Dan Turner, Vice -Chairman Mike Rippe, Secretary Mark Stout Byron Nielsen Cheri Jones Anne Campbell MEMBERS ABSENT None GUESTS PRESENT None STAFF PRESENT Rhoda L. Savage, Director of Parks and Recreation Tim Dentler, Parks Superintendent Sue Witkowski, Secretary CALL TO ORDER The meeting was called to order at 6:35 p.m., by Chairman, Jim Waldbauer. II. CITIZENS COMMENTS Tim Dentler reported that the Department had been working on a video presentation for the Council/Director's Annual Budge[ Retreat. The video forma[ PAGE 2 i PARKS AND RECREATION BOARD MEETING AUGUST 8, 1996 is to review the goals set for 1995/96, and then present a brief video segment regarding how that goal was met. All staff members were also introduced via video, then highlights of the year as well as facilities were presented. III. APPROVE MINUTES FROM JULY 8, 1996 REGULAR CALLED MEETING MOTION: Mark Stout moved to accept the minutes from May 13, 1996, Regular Called Meeting as corrected. Dan Turner seconded, the Motion carried 7 for, 0 against. IV. SUBCOMMITTEE REPORTS Chairman Jim Waldbauer called for subcommittee reports, and began by presenting the Council/Board Liaison report. Tun reported that he had attended the last City Council meeting at which the budget was set for Allen Station Park, Phase I. He had also attended the last Planning and Zoning Commission meeting where the Bedell property was up for discussion regarding their zoning ordinance. Capital Improvement Programs Subcommittee - Jim Waldbauer volunteered to assist Mike Rippe with this subcommittee. Fee Policy Subcommittee - Mark Stout and Cheri Jones met prior to this evenings meeting, and Mark read off a list of concerns and goals for this committee to consider in setting the fee recommendations. Jim Waldbauer reminded them to work closely with staff on this issue, and Rhoda indicated that she and Mark had spoken on his suggestions and were working together. Rhoda indicated that she was most interested in recouping staff cost and classifying different types of activities: pool rentals, day camps, tennis programs, etc. V. RECONSIDER FOR PLANNING AND ZONING APPROVAL, DEVELOPMENT STANDARDS REGARDING THE BEDELL PROPERTY AND PARKLAND DEDICATION Rhoda presented a brief background on the piece of property up for consideration at the August 8, 1996 Planning and Zoning Commission meeting. She indicated that this piece of property was immediately south of the Joe Farmer Recreation PAGE 3 � PARKS AND RECREATION BOARD MEETING AUGUST 8, 1996 Center, and would be ideal for firing fireworks from this location in years to come. The property contains a pond area within a 4.6 acre site that will be dedicated to the City of Allen if the zoning is approved as requested. Rhoda presented the Board with the following "Development Standards" for the Bedell Tract, 163.08 Acres, Allen, Texas: The City of Allen will waive any future park fees in lieu of the developer's dedication of the 4.6 acre park site. The depth of this park site shall be a minimum of 400 feet south of the future Bethany Drive right-of-way 2. The Shopping Center tract will be responsible for construction of a public access drive, at the time of final platting and site planning of the property (inclusive of all drainage and utility requirements), extending through the park from Bethany Drive to Allen Heights Drive meandering along the flood plain. The drive width shall be a minimum of 24' face to face and a maximum of 31' face to face. This road will meet the City of Allen standards and the design and location will be approved by the Parks and Recreation Department, along with the City's traffic consultant and City Engineer. 3. The Shopping Center Tract will be required to construct the eastern half of Allen Heights Drive as it pertains to the frontage of the shopping center and to community facilities/flood plain frontage. The residential development shall be responsible for Bethany Drive construction from its eastern boundary of development to the intersection of Allen Heights. They will have this responsibility with platting of the first phase of development. 4 The 48 acres at the corner will be restricted to signage use only for the Shopping Center and will comply with City of Allen sign regulations. 5 The residential R-5 property shall be restricted to a maximum of 427 units, and the R-7 property shall be restricted to a maximum of 135 units. 6. The right-of-way for Bethany Drive and Allen Heights shall be platted an dedicated to the City of Allen within thirty (30) days after zoning is effective. The park will be platted and dedicated with the first phase of residential development. PAGE 4 PARKS AND RECREATION BOARD MEETING AUGUST 8, 1996 Rhoda asked that the above conditions be agreed to by the Parks and Recreation Board, and recommended to the Planning and Zoning Commission for the requested zoning ordinance. Several concerns were raised by the Board, including how the City would monitor roadways, who would put in hike and bike trails, roadways (both inside and outside the property ) Overflow parking from the recreation center into the shopping center parking area was discussed along with the proposed zoning and when development might occur. Following a lengthy discussion by the Board, the following Motion was made: MOTION: Dan turner moved to accept the proposed Development Standards as a part of the Bedell Tract Zoning. Anne Campbell seconded, and the Motion carried 7 for, 0 against. VIII.
