MINUTES
PARKS AND RECREATION BOARD
REGULAR CALLED MEETING
SEPTEMBER 9, 1996 - 7:30 P.M.

I. CALL TO ORDER
The meeting was called to order at 7.35 p.m., by Chairman, Jim Waldbauer

There were no citizens present wishing to speak to the Board.

III. APPROVE MINUTES FROM AUGUST 8, 19% SPECIAL CALLED
MEETING
MOTION: Dan Turner moved to accept the minutes from August 8, 1996,
Special Called Meeting as presented. Mike Rippe seconded, the
Motion carried 6 for, 0 against.
IV. SUBCOMMITTEE REPORTS
Chairman Jim Waldbauer called for subcommittee reports, and began by presenting
the Council/Board Liaison report.
Jim reported that he had not been able to attend the last City Council Meeting, but
that the 4.6 acres in the Bedell property that the City was proposing for a
park site had been approved. Jim also informed the Board that the Council
seems very interested in the Parks and Recreation Board input on issues,
and expressed his appreciation to the Board for their continued interest.
Jim also presented the idea of holding a reception prior to each Board
meeting for the next few months at which the Parks and Recreation Board
hosts another Board/Commission within the City (Library, Planning and
Zoning, Sign Board, Cable TV and Communications, Economic
Development, City Council, etc.) for an informal dinner at the Bethany
Lakes Park Lakeside Clubhouse.
Capital Improvement Programs Subcommittee - Jim Waldbauer and Mike Rippe
met with Rhoda Savage at 7:30 this morning to discuss several
CIP/Planning issues. They will be working to develop a list of proposed
projects and bond sales for 1997-98. It was suggested that with some pro-
active planning, the earned interest on bond money might be used for
parks department projects. It was also pointed out that $205,000 of park
bond funds were going to be used for the engineering of the road at Allen
Station Park.
V. STAFF UPDATES ON CURRENT ISSUES
a) Allen Station Park

Rhoda, Jim Waldbauer, Jon McCarty, Tim Dealer, Sheila Condon, along
with the engineers for the roadway in Allen Station Park met and spent
several hours walking the property The final road alignment will be
decided by the City Manager and AISD Superintendent, based on
economic feasibility according to the engineers. Jim Waldbauer pointed out
a wildflower meadow on the southern half of the property that may be
utilized to enhance it's natural beauty Rhoda indicated that October 1, will
be the next joint meeting between the City and AISD regarding this piece
of property and it's development.
b) Park Grant Award
Texas Parks and Wildlife Department has awarded a $500,000 [Hatching
grant for the development of Phase I of Allen Station Park. Rhoda indicated
that the City of Allen was ranked p3 in the State of Texas for this project,
which she indicated was a very high ranking.
C) Purchase of Woods Property
Rhoda announced that 25 acres of wooded property has been purchased by
the City of Allen at a cost of $560,000. An additional 60 acres will be
dedicated to the City by the developer. She also announced that a Waiver
of Retroactivity has been accepted by Texas Parks and Wildlife Department
which means that a grant application for reimbursement for a portion of the
acquisition cost can he made during the next 12 months. Rhoda indicated
that a grant application would need to be made in January of 1997 for this
project.
d) Upcoming Events
October 26, 1996 - "Haunted Trail of Terror"
December 7, 1996 - "Tree Lighting Ceremony"
"Annual Rudolph Run"
Sandy McGowan asked for volunteers from the Board to help with the
"Haunted Trail of Terror" to be held at Bethany Lakes Park. She indicated
that the hayride would take visitors by 13 different stations in the park and
each of those stations would be manned by various community
organizations and volunteers. The Board agreed to have a station (possibly
working out of the Lakeside Clubhouse) and Rhoda will be working with
the Board from this station.

e) Bethany Creek Estates, Phase III
Tim Dentler reported that the developers of this project had asked for credit
toward their mandatory park dedication fees for a sidewalk along a
collector street, rather than the open space hike and bike trails originally
proposed. The City has agreed and sent a letter to the engineers stating that
they will not give them credit for open space, but will give a partial credit
for the additional 4 feet of sidewalk where they will install an 8ft rather
than a 4ft sidewalk. The City will also consider giving partial credit for
any upgrades to this area (irrigation, trees, landscaping, etc). The
developer will still need to meet the criteria called out in the Mandatory
Park Dedication Ordinance.
VI. STAFF PRESENTATIONS TO BOARD
Sandy McGowan introduced herself to the Board as the Special Activities
Coordinator for the City of Allen, in charge of the Recreation Center as well as
being the Allen Senior Citizens support person from the City. She also suggested
that the Joe Farmer Family be issued "Lifetime Memberships" to the Recreation
Center and the Board supported her suggestion.
Larry Kirk, Program Coordinator for the City indicated that his areas of operation
were the Adult Athletic Programs as well as the Pool and Aquatic Programs.
Larry indicated that he is also the liaison for the City of Allen with the Allen
Sports Association (ASA). He is in charge of facility reservations for both adult
athletics and the ASA as well as producing special events for adult athletics such
as tournaments and runs.
Tim Dentler, Parks Superintendent explained the responsibilities between his
divisions as being operations and maintenance. Athletic facilities are maintained
by one crew and the parks are responsible for the other crew Tim's division is
responsible for the maintenance of 350 acres of parkland, medians, rights-of-way,
and drainage areas. He is also assisting Rhoda on several special projects within
the parks department.
VIII. DISTRIBUTE PARKS AND RECREATION BOARD MANUALS
Rhoda provided the Board with training manuals that were published by the
National Recreation and Park Association. She indicated that the department had
purchased these for prior Boards and found them useful in answering some
concerns of both newly appointed members as well as members of long standing.

VIII. PROVIDE OVERVIEW OF PARK PLANNING DOCUMENTS
The following documents were provided to the Board members for their review to
give them an overview of various tools the City has at his disposal for working
with developers, planning parks, and determining areas to be acquired and
developed for public use:

Land Acquisition Policy
b)
Comprehensive Plan
C)
Subdivision Ordinance
d)
Linear Park Plan
She indicated that some revisions needed to he made to some of the policies and
documents, and that she would be asking for Board input regarding these revisions
during an upcoming workshop. It was determined that the next Parks and
Recreation Board Meeting scheduled for October 14, 1996, would be used as a
workshop. It was suggested that from 6-6:45, dinner could be served to the Board
along with the "Guest Board/Commission" for the evening, the Park Board
meeting could then begin at 7 p.m.
IX. ADJOURN
There being no further business, the meeting was adjourned at 10 p.m.
