MOTION: Carl Clemencich, Jr. moved to accept the Minutes from February
11, 2002 Regular Called Meeting as presented. Anne Campbell
seconded and the Motion carried 7 for, 0 against.
3. REVIEW GOALS AND OBJECTIVES AND PARK INVENTORY FOR
THE PARK, RECREATION AND OPEN SPACE PLAN UPDATE
Don Horton reported that the Parks, Recreation and Open Space Plan is currently
being updated, and each month, certain pieces of this document will be ],-ought to

5. REVIEW USE OF ALLEN STATION PARK BY ASA BASEBALL
The Allen Sports Association (ASA) Baseball has requested use of Allen Station
Park for a fund -miser. The Baseball Association is requesting to host a "Home
Run Derby" or "Slug Fest' to benefit the Association and the Allen Public
Library The dates requested being April 20, 2002 between the hours of Noon and
4 p.m.
Ben Ferguson expressed concerns that rain outs were occurring in the regular
season, and he felt this date might be better used for scheduling of make-up
games. The Board expressed a desire for more information regarding the
following: 1) percentages of funds that would be given to the Library, as well as
the Baseball Association; 2) Where in particular will the funds collected be spent
within the baseball program; 3) how will priority of "Slug Fest" vs. the rained -out
games be balanced; 4) is there a proposed rain -out date?
6. REVIEW OF RESOLUTION UPDATING PROGRAM FEES
The Board members were provided a copy of the City Council approved
Resolution for setting fees for Parks and Recreation programs. The Resolution
was being considered in order to allow the Parks and Recreation Director to set
"Market Driven Fees." Allowing this procedure will add flexibility to the
programs we offer and allow for fees to be updated on a more random time frame.
Don reminded the Board that currently they have the power to set some fees
within a range established by City Council. Some of these ranges will continue to
exist. For example, fees associated with non -market driven charges, such as
memberships and rental of facilities will continue to be set by City Council with
the recommendation of the Parks and Recreation Board.
Don also indicated that staff is proposing a policy for a Business Plan to be
submitted for programming requests that will outline projected expenses,
revenues, participants, fees, etc. This information may be shared with the Board
members.
REVIEW MASTER PLAN FOR ALLEN STATION, PHASE II
Allen Station Park Master Plan has been considered by CASPER (City of Allen
Subcommittee for Planning Education and Recreation) and has been considered
by the City Council at their April 4, 2002 meeting. Brian Bristow outlined the

proposed plan for the Board, detailing in particular the development of the
property west of Cedar, the orchard, and hike and bike trails throughout the park.
S. OTHER BUSINESS
A. Easter Egg Hunt 2002 Wrap Up — Tim Derider reported 500 children
hunted eggs in the rain, and took home a total of 12,000 Easter Eggs.
B. Class Registration — April 13, Residents of Allen may register for
upcoming spring and summer programs April 13, at the Joe Farmer
Recreation Center with non-residents registering on April 15.
C. Senior Dance — April 26. Staff reported that the previous dances
sponsored by the Seniors of Allen have had well over 100 in attendance
and encouraged the Board to drop by on the 26"
D. Recreation Services Manager Interviews — April 9. Don reported that six
candidates will be participating in an all -day panel interview.
