1. CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT
Chair Ben Ferguson called the Regular Parks and Recreation Board Meeting to
Order at 7 10 p.m.

2. APPROVE MINUTES FROM NOVEMBER 10, 2003 REGULAR
MEETING
MOTION: Rich Elder moved to approve the Minutes from November 10,
2003 Regular Meeting as presented. Gary Moore seconded and the
Motion carried 6 for, 0 against.
3. CITIZENS COMMENTS
There were no guests wishing to speak at this time.
4. REVIEW BOARD WORK PLAN AND RELATED GOALS AS CALLED
FOR IN GOAL 1.13
Goal LB Review and update the Board's strategic goals on an annual
basis.
It was proposed that the schedule for Goal 7.13 be changed to reflect a once -a -year
annual Commissioners meeting that is held in December; it will appear on the
November calendar of items to be considered by the Park Board.
It was proposed that the Board consider all options to become involved in
opportunities within the City of Allen (arts facility, Allen Arts Alliance, Keep
Allen Beautiful, etc).
Tim Dentler proposed inviting Steve Mathews to the next Park Board Meeting to
review the status of the proposed tri -city arts facility, who might offer some
opportunities to the Board for involvement.
5. DISCUSSION ON SWEET 16 SHOWCASE TOURNAMENT
Tim Dentler introduced Shaine Power to the Board, and gave a brief background
on Shaine and his extensive knowledge of soccer. Shaine gave an update to the
Board on the Tournament emphasizing the benefits to the youth in Allen, as well
as the financial benefits to the businesses in our community This Tournament
will be held on March 26-28`" at Celebration Park.
Shaine felt the national exposure for the City of Allen will be invaluable, as well
as the opportunity for youth to be exposed to players of this quality.

The Board was very supportive of this venture and hopeful that this will set the
stage for annual events of this nature.
6. ITEMS FOR BOARD MEMBERS DISCUSSION
Tim opened the discussion by inviting all Board members to contact his office at
any time either by phone or email when concerns arise, thereby allowing a prompt
response by staff to these concerns.
Ben Ferguson reported on the annual ASA meeting which he attended along with
Board member Gary Moore.
Joey Herald reported that the Fox Hollow neighborhood park issue was ongoing,
and Tim reported that a meeting had been held with the Fox Hollow Home
Owners Association. Tim indicated that the Board would have an update at their
next regular meeting.
Carl Clemencich asked for an update on the drainage issues between "Glendover
Park" subdivision and "Twin Creeks" subdivision. Tim offered to ask for a report
form the Engineering Department to be made available at the next regular meeting
of this Board.
Tim Derider took a moment to inform the Board of the day of visioning by the
Parks Department employees and the resulting "fish" programs. It was suggested
that the Board would be interested in viewing the "fish videos" on file with the
Parks and Recreation Department at a meeting in the new future. Tim also
informed the Board of a project with the Police Department where by the Citizens
on Patrol could be made aware of park rules and regulations that could be shared
with the citizens at local park sites. Tim also indicated that the fee structures for
the recreation center and natatorium would be presented at the next regular
meeting of this Board.
7. OTHER BUSINESS
Updates By Staff:
Brian Bristow provided an update to the Board regarding projects currently
underway under the guidance of the Parks and Recreation Department. Some of
those projects are the

Brian reported that staff is still waiting to hear from Texas Parks and Wildlife
regarding the contract for Allen Station Park, Phase II — and this must be received
prior to awarding the bid.
8. EXECUTIVE SESSION: Legal, Section 551.071, Property, Section 551.072;
Personnel, Section 551.074; Staff Presentations, Section 551.075
As Authorized by Section 551.072 ofthe Texas Government Code, the
Workshop Meeting and/or the Regular Meeting may be convened into
Closed Executive Session for the purpose of Seeking Confidential Legal
Advice from the City Attornev on any Agenda Item Listed Herein.
(Closed to the Public as Provided in the Texas Government Code.)
Deliberation Regarding Real Property (§551.072 Government Code) - proposed
parkland.
10. ADJOURN
There being no further business, the meeting was adjourned at 9:05 p.m.
