CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT
Chair Ben Ferguson called the Regular Parks and Recreation Board Meeting to
Order at 7:05 p.m.

1 2. CITIZENS COMMENTS
Ben Ferguson called for any citizens wishing to speak to the Board on any issue
other than what was currently called out on the agenda. There were no guests
wishing to speak at this time.
3. INTRODUCTION OF NEWLY APPOINTED BOARD MEMBERS,
EXISTING BOARD MEMBERS AND STAFF
Todd McIntosh took a moment to introduce himself and give a brief background
on his residency in Allen and community involvement. Each of the staff shared
their history with the department and City of Allen.
4. DEPARTMENT PERSONNEL UPDATES
INTRODUCTION OF SHAWN MOSLEY, MARKETING
COORDINATOR
Shawn introduced herself and indicated that today, October 11, was her
first day of work with the City of Allen, and that she comes to us with a
background including sports marketing with the Frisco Rough Riders,
Orlando Magic, as well as the Big 12 Conference.
5. WORK PLAN — GOAL LA
PERFORM PARK AND RECREATION BOARD ORIENTATION
Tim Dentler did a bnef walk-through of the 3 -ring binders provided by
staff, and the information included therein. Existing Board members were
provided with updates for their notebooks at the same time. Tim reported
that this Board is appointed as an advisory board, and that staff is here at
any time to answer questions, take concerns or help in any way possible.

6. ELECTION OF OFFICERS
A. Chair
MOTION: Joey Herald moved to nominate Ben Ferguson for the office
of Chair. Vicki Wester seconded, and the Motion carried 6
for, 0 against.

B. Vice -Chair
MOTION: Ben Ferguson moved to nominate Joey Herald for the office
of Vice Chair. Cheryl Lawson seconded, and the Motion
carried 6 for, 0 against.
C. Secretary
MOTION: Cheryl Lawson moved to nominate Vicki Wester for the
office of Secretary. Joey Herald seconded, and the Motion
carried 6 for, 0 against.
7. APPROVE MINUTES FROM SEPTEMBER 13, 2004 REGULAR
MEETING
MOTION: Joey Herald moved to accept the minutes from September 13, 2004
Regular Meeting as presented. Cheryl Lawson seconded, and the
Motion carried 6 for, 0 against.
8. CONSIDER APPROVAL OF A CHARITY WALK AT CELEBRATION
PARK
Lori Smeby, Assistant Director of Parks and Recreation presented a brief history
on this request, and provided information to the Board regarding the College
Showcase Tournament scheduled for the same weekend at Celebration Park.
MOTION: Joey Herald moved to approve The Stennis Foundation
Charity Walk to be held at Celebration Park on Saturday, April 9,
2005. Todd McIntosh seconded and the Motion carred 6 for, 0
against.
9. APPOINT AD-HOC COMMITTEE TO STUDY POLICY ON CITIZEN
DEDICATIONS IN THE CITY PARKS
Brian Bristow gave a brief background to the Board on citizen requests to place
memorial -type items on City land and indicated staff felt it was time to develop an
official policy regarding these requests.
Ben Ferguson asked if Todd McIntosh and Cheryl Lawson would be willing to
serve on an ad-hoc committee to work with staff on this issue. Both agreed to
serve.

IDISCUSSION ITEMS
10. REVIEW ANNUAL COUNCIL PRESENTATION
Tim Dentler presented a Power Point review of the Annual Council Presentation.
Following the review, it was suggested that the College Showcase Tournament be
mentioned in the presentation. Chair, Ben Ferguson will be presenting to Council
on October 28, at their Regular Meeting.
11. WORKPLAN—GOAL 6.0
Revi3ew Project List
Landscape Architect, Brian Bristow reviewed the current list of projects with the
Board, emphasizing that funding was or was not in place with each of the projects
listed.
12. STAR CREEK DEVELOPMENT
Director, Tim Dentler reviewed with the Board this development, previously
known m "Blue Star Development' Tim indicated that the developer is prepared
to bring the preliminary plat for the first phase to the City and that there were a
couple of issues he wanted to make the Board aware of regarding the placement of
hike and bike trails. Tim indicated he would be working with the developer and
the Planning department to make sure the trails were placed in an appropriate
manner and consistent with existing trails in the City.
13. EMERSON FARM DEVELOPMENT
Director, Tim Dentler presented a basic layout of the first phase of Emerson Farm
which is located West of 75, and along Bethany Drive. He again pointed out hike
and bike issues that he continues to work with the developer to make sure the
needs of all parties are met. Tim indicated this was a very environmental friendly
development by the family who has owned the property for several generations.
14. CHASE OAKS GOLF COURSE UPDATE
Tim Dentler reported that the City plans to close on the purchase of this property
this coming Friday, October 15. Several questions were fielded regarding the
actual operations of the facility.

1 15. ALLENWOOD PROPERTY UPDATE
Tim reported that the City of Allen closed on the purchase of the 1.3 acre property
located at 205 Keith Drive, and is currently in negotiations with the property
owners of an adjacent piece of property. He indicated he would be working further
with this project once closure has taken place on the golf course.
16. ITEMS FOR BOARD MEMBERS DISCUSSION
Joey Herald reported that one week from Thursday, the Kiwanis would be holding
a golf tournament at Chase Oaks Golf Course and encouraged anyone interested to
participate.
Vicki Wester asked about who Shawn Mosley would be reporting to, and if she
would continue to support the Recreation Division.
Todd McIntosh asked about the City's Master Plan to connect all the existing hike
and bike trails as well as if there was a suggestion box in place whereby residents
could place suggestions/requests.
Cheryl Lawson asked about the timeline on the Bethany Lakes Playground
installation.
17. OTHER BUSINESS
Staff Updates
Celebration Park
Brian Bristow indicated the fifteen 65 -foot light poles have been placed at
Celebration Park and invited the Board to visit the facility in the near future
to see the progress.
Allen Arts Alliance
Lori Smeby indicated that this Board has begun the process of becoming a
stand-alone Board and obtaining their 501.6 status. Lori indicated this
board would continue to receive City of Allen staff support as they work
through their Master Plan process, and that they will likely have a Board of
12 members at some point.
TRAPS Conference, 2004
Staff invited all interested parties to this year's TRAPS Region 2&3
Conference to be held in Grapevine, November 19, 2004.
