CITIZENS COMMENTS Chair Ben Ferguson called for any residents wishing to speak to items not on the agenda. None came forward. 3. APPROVE MINUTES FROM FEBRUARY 14, 2005 REGULAR MEETING MOTION: Todd McIntosh moved to accept the minutes from February 14, 2005 Regular Meeting as presented. Cheryl Lawson seconded, and the Motion carried 6 for, 0 against. 4. ALLEN STATION PARK, PHASE II MANAGEMENT PLAN Lori Smeby, Assistant Director of Parks and Recreation outlined the staff members involved as well as the process used to survey cities with skate parks. (A copy of the presentation is attached to these minutes.) Proposed rules and operation procedures were outlined for the Board to consider, and following the presentation, questions and concerns were entertained. Some of the concerns and questions raised centered on the unsupervised aspect of the skate park. Staff assured the Board members that this facility will be watched very closely and steps taken to ensure proper usage as the facility opens. Several questions were voiced regarding bicycles in the facility, how the in-line hockey rinks would be scheduled and supervised. Lori reminded the Board that the age restrictions placed on the Youth Center were just for the Youth Center — not the skate park. All ages are anticipated to use the skate park from Sam until 11 put daily Tim Dentler explained that following the review by Park Board, this proposal will move forward to be reviewed by City Council. MOTION: Cheryl Lawson made a motion to recommend the concept and theory of the management plan for Allen Station Park, Phase II presented at tonight's meeting. Joey Herald seconded, and the Motion carried 6-0. 5. SPECIAL REQUESTS FOR USE OF PARKLAND Tim Dentler reported to the Board that over the course of the past several weeks, the department has received numerous requests for use of parkland that includes everything from marketing, selling wares, selling raffle tickets, to holding fund Page 3 Parks and Recreation Board Meeting March 14, 2005 raisers. Tim felt that it was time to begin thinking about a policy regarding use of parkland that would go beyond the ordinance currently in place. Tim indicated that this item would be on a future agenda for Park Board review, and staff would begin putting together a proposal. 6. ALLENWOOD SUBDIVISION — KEITH PROPERTY UPDATE Tim Derider reported to the Board that City Council approved purchase of additional property in the Allenwood Subdivision at the last City Council Meeting on March 8, 2005. Tim reported that the City would be closing on this property in the near future and immediately begin conceptual planning. 7. ITEMS FOR BOARD MEMBERS DISCUSSION Vicki Wester asked if the City had a dog park at this time. Tim responded that we were in the process of planning for one, having met with AISD officials, and that a concept plan would be done soon. Joey Heard asked about the process on several properties: Keith Drive (Allenwood neighborhood). Tim responded that there were verbal negotiations in progress, and that likely this item could be placed on the next Park Board Agenda (April 11, 2005). Gary Moore asked about the CIP review scheduled in the Work Plan. Tim responded that the existing CIP would be reviewed in our April meeting just prior to the prioritization of proposed new capital improvement projects. Cheryl Lawson reported that she had an opportunity to review the first draft of the Arts Master Plan and found it very thorough, well thought out and she was excited about the direction the plan is taking. Todd McIntosh asked if the dog park would be fenced, as well as dates for funding. Tim reported that it would be fenced, and that funding would be within the next year. 8. OTHER BUSINESS Calendar Board members were encouraged to attend as many calendar events as possible. Staff also added the College Showcase Soccer event being held on April 9 at Celebration Park.
