CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT Chair Ben Ferguson called the meeting to order at 7:03 pm and announced a quorum was present. 2. REVIEW AMENITY DEVELOPMENT PLANS FOR ALLENWOOD PARKLAND Matt McComb introduced the consulting firm to the audience and asked them to provide the first conceptual ideas for this facility. Page 2 Parks and Recreation Board Meeting November 21, 2005 Plan "C„ Pond with Fountain Open space Following the presentation of three different conceptual plans, (attached to these minutes) a call was made for comments and ideas from the residents in attendance. Briefly, plan "A" offered the following amenities: Plan "A" Playground 2-5 Playground 5-12 %x court basketball Open space Nature area Picnic areas Plaza/gathering area Pavilion 6' walks 6' loop walk Park benches Drinking Fountain Trash receptacles Minimal Landscaping Irrigation On-site parking p Plan "B" Pond with Fountain Playground 2-5 Playground 5-12 Pond with Fountain Open space Nature area Picnic areas Plaza/gathering area Gazebo 6' walks 6' loop walk Park benches Drinking Fountain Trash receptacles Moderate Landscaping Irrigation On-site parking Plan "C„ Pond with Fountain Open space Page 3 Parks and Recreation Board Meeting November 21, 2005 3. RECEIVE IDEAS/COMMENTS FROM RESIDENTS OF ALLENWOOD 1 Phyllis Catton 204 Keith Drive Asked about 6 foot walkways planned on perimeter and if it would be a smooth trail. Also asked if street parking would be allowed. It was explained that if parking is currently allowed along Keith, then it would likely continue to be allowed. Amy Nichols 211 Watson Drive Liked the playgrounds, and asked for covered seating area for parents to watch children at play. Debra Primavera 206 Watson Drive Wants playgrounds in park design, and indicated that if the City would clean out the creek area, many of the drainage issues would go away. John Smith 217 Willow Creek Circle John asked about the construction schedule of the facility and when it would be completed. Jimmy Moore 202 Keith Jimmy liked Plan "A", likes the playgrounds, and inquired about the future of the current Bookout residence. Jimmy later asked about lighting in the parkland. Pat Paxton 200 Watson Pat issued concerns about the proposed parking and the property owners at 606 Keith Drive. Pat felt the parking area would be better suited if placed in the middle of the parkland Ellen Boone 207 Keith Ellen indicated she likes the pond, worried about drainage and asked about landscaping along her property line. Chris Primavera 1 206 Watson Chris is worried about drainage issues that comes with heavy rain storms. Pat Buckley 316 Ellis Pat did not speak, but left comments asking the City to research drainage issues so adjacent property is not damaged. She likes plan `B" with pond and playground. She also liked the gazebos/pavilions. After thanking all for taking the time to attend tonight's meeting, the following comments were received from the Board. Mary Fritsche: inquired about the depth of the pond, and if mosquito control would be a concern. Joey Herald: asked if the pond might enhance the drainage issues in the facility, and also pointed out that the proposed "botanical garden" area would in fact not be like the Dallas Arboretum, it might better be described as a "natural area." It was also pointed out that to move the proposed parking area would negate the use of an existing driveway and entryway into the facility, therefore costing considerable more. Also, that parking in the center of the facility would pose a considerable hazard to children playing in the park. Page 5 Parks and Recreation Board Meeting November 21, 2005 The point was made that very often, these types of parks are "phased in" — and that every effort would be made to provide the majority of the amenities within the first phase. Chairman Ben Ferguson indicated the next public meeting on this issue would be held on December 12. 10. ADJOURN There being no further business, the meeting was adjourned at 8:30 pm.
