3. ELECTION OF OFFICERS
A. Chair
MOTION: Gary Moore moved to nominate Ben Ferguson for the office
of Chair. John Kelley seconded, and the Motion carried 4
for, 0 against.
B. Vice -Chair
MOTION: Gary Moore moved to nominate Cheryl Lawson for the office of
Vice -Chair. John Kelley seconded, and the Motion carried 4 for, 0
against.
C. Secretary
MOTION: Cheryl Lawson moved to nominate Todd McIntosh for the
office of Secretary Gary Moore seconded, and the Motion
carried 5 for, 0 against.
1 4. APPROVE MINUTES FROM AUGUST 14, 2006 REGULAR MEETING
MOTION: Cheryl Lawson moved to accept the minutes from August 14, 2006
Regular Park Board Meeting as presented. Todd McIntosh
seconded, and the motion carried 6 for, 0 against.
ALLEN SENIOR RECREATION CENTER UPDATE
Director, Tim Dentler provided a brief history on the Allen Senior Organization,
who was responsible for the programming and format of the Senior Citizens for
many years and who spearheaded the initiative for a new Senior Center.
Tim explained that with the move to the current facility and the implementation of
the Senior Advisory Committee, the role of the Allen Senior Organization has
come into question. Tim has been meeting with representatives from this
organization, and one of the ideas to come from those meetings was to charge the
group with creating a history of the organization, acknowledging everyone
involved for their years of service and efforts to benefit Senior Citizens in Allen.
Tim reported that memberships have risen to over 1,000 at the Allen Senior
Recreation Center, with a daily average attendance of 148. Tim reported a small
contingency of the original Allen Senior Organization that is resisting the

changes, but most feel it will benefit the organization as a whole to have the City
totally responsible for programming and management of the new facility, while
recognizing the efforts of the original Senior Organization.
Todd McIntosh reported that the Senior Advisory Committee is a nice cross-
section representing Seniors attending the facility - the ages of those Committee
members range from 55 -mid -80's.
Ben reappointed Cheryl Lawson and Todd McIntosh to represent the Parks and
Recreation Board on the Senior Advisory Committee. Todd reminded the Board
that this Committee meets the 4th Monday at 5pm in the Senior Recreation
Center.
6. WINDRIDGE NEIGHBORHOOD PARK
Brian Bristow, Landscape Architect for the Parks and Recreation Department
gave a brief background and reported that in the fall of 2000, staff identified
recreationally underserved neighborhoods, my means of touring the City with
1 available master plan mapping. Several areas of the City were identified as those
having no park for the leisure needs of the surrounding area. The study was
presented to the Allen Parks and Recreation Board on December 2, 2000. One of
the identified areas is that which is bounded by Greenville Avenue, Bethany
Drive, Jupiter Road and Chaparral Drive and includes the Windridge
neighborhood.
Brian explained that in early 2006, the residence at 1015 Cambridge Drive burned
and the lot was razed and left vacant. The vacant lot was purchased by the Meza
family. Staff identified the vacant lot as an opportunity to provide a small
"pocket" park in the area. The Meza's agreed to sell the lot after finding another
suitable lot to build on in Plano. Staff had the lot appraised and made an offer of
$35,000 based on the appraised value.
Brian reported that this item will be on the Agenda for City Council approval on
October 10, 2006. Brian also pointed out that the funding for this purchase is
identified and available in the park dedication fees collected in the southeast
quadrant of the City These funds are used solely for the purchase and
development of neighborhood park facilities in the quadrant of the City in which
they are collected.
As a side note, it was reported that staff has been pursing property at 543
Hanover, and expect to put that item on the City Council Agenda on October 24,
2006 for consideration. The addition of this lot would almost double the size of
the proposed parkland to 42 acres total.

John Kelley inquired about proposed parking needs at this facility, as well as the
size of the lot.
7. ALLEN USA UPDATE
Tony Hill, Resource Development Manager for the Parks and Recreation
Department reported on Allen USA 2007 plans and ideas being proposed for this
event. Some of the considerations might be to offer a softball game/tournament,
volleyball games, pick-up basketball, battle of the bands, kid zone, activity zone,
sponsor tents, etc. Tony reported that the person who has worked with us for the
last couple of years in obtaining entertainment will again be working with staff
for this year's bands. Tony also told the Board this year's event would take place
on June 30.
Cheryl Lawson indicated she would like to see more involvement on the part of
the Parks and Recreation Board.
8. PROJECT UPDATES
Brian Bristow reviewed the current list of CDC Projects and gave a brief update
on these projects.
7. ITEMS FOR BOARD MEMBERS DISCUSSION
A. Around the Horn — Board Members
Cheryl Lawson inquired as to the "Civic Monument Sign", and it's exact
location. Cheryl also asked if anything could be done about the "City of
Allen" signed located in the median of McDermott and HWY75. She
reported dead shrubs at this location and inquired about the possibility of
doing something more dramatic for signage. Cheryl also reported a tree
down at the retention pond (Angel Parkway and Rock Ridge Road).
Gary Moore inquired as to how many awards the Department had
submitted for TRAPS consideration this year. Gary also requested an
update on The Edge @ Allen Station Park be placed on the November
agenda.
John Kelly had questions regarding the continuing drought issues, and if
the sports fields were a concern for City of Allen staff.

Todd McIntosh asked about progress on the CDC Project List of those "on
hold pending announcement of Stage 4" Also, Todd indicated his
homeowners association was currently seeking request for proposals for
landscaping at various entries into their subdivision and asked if City Staff
would be willing to meet with representatives to assist in that process.
Ben Ferguson reported that Libby Jones had recently been appointed to
this Board, and is planning on joining us for the November meeting. Ben
also reported having attended the Fairview Park Board meeting, and asked
for input from the Board regarding the possibility of holding a joint
meeting with neighboring city Park Boards.
B. Subcommittee Reports
No reports were received.
8. OTHER BUSINESS
1 Staff Updates
Lori Smeby introduced Kenny Walsh, newly hired Supervisor for the Don
Rodenbaugh Natatorium. Lori reported that Kenny comes to the City of
Allen after four years with the City of Dallas, and twelve years with the
YMCA of Houston. Kenny reported a strong aquatic background, and
looks forward to working in the City of Allen.
Iron Kids Review/Update
Carrie reported having had 199 participants in the August event, and that
Allen was only one of a few cities throughout the United States selected
for hosting. Came indicated that they are very interested in returning to
Allen in 2007
TRAPS Regional
The Bond Members were directed to their packet for a copy of the
registration form, along with some information about what to expect this
yew. Staff will be registering any who are interested in attending.
