CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT
Chair, Ben Ferguson called the meeting to order at 7 pm and announced a quorum was
present.

3. APPROVE MINUTES FROM AUGUST 13, 2007 REGULAR MEETING
MOTION: Cheryl Lawson moved to accept the minutes from August 13, 2007
Regular Park Board Meeting as prepared and presented. Todd McIntosh
seconded, and the Motion carried 4 for, 0 against.
4. DOG PARK UPDATE
Director, Tim Dentler provided the Board with a brief background on the property
located a the corner of Park Place and Jupiter, previously dedicated to the City of Allen
by the developer and considered for development of a Dog Park.
Tim also informed the Board of an ongoing working relationship with Allen
Independent School District (AISD) regarding the possible joint use of facilities. Tim
feels that through this joint use of facilities agreement being proposed, both entities
would have the ability to gain access to each others facilities.
Tim discussed several scenarios, which might or might not involve the City providing a
margin of upgrade to AISD property/facilities. One item discussed would be the
possibility of turning the property at Pak Place and Jupiter into an "open space"
practice area. With the ability to gain access to other facilities, some of the activity
currently taking place at Jupiter Field might be moved, freeing up that facility for
consideration as a Dog Park.
Tim reinforced that this was just in the planning stages, and he will continue to meet
with the AISD officials to work through an equitable agreement for both entities.
5. FACILTIY AGREEMENT - TWIN CREEKS PARK AT SHALLOWATER
Brian Bristow, Senior Landscape Architect for the Parks and Recreation Department
reported on an eleven acre park located within the Twin Creeks Subdivision that the
City has agreed to allow the developer to design and build. The City of Allen has
agreed to reimburse the developer over the next few yews for the monies spent. Brian
reported that this meets the needs of both parties nicely since the developer will have a
more attractive area in which to market his homes, and the residents won't have to wait
for 5-6 years for funding to develop their neighborhood park. Brian reported that in the
past, these same types of agreements have proved beneficial to the City and the
residents of Allen. This particular property is located at Shallowater Drive near
Rowlett Creek. Trail construction has already begun. In addition to the funds being
expended by the developer, the City is allocating additional funds from the parkland
dedication fees to add more amenities to this site.

6. TRAIL PLAN UPDATE
Brian Bristow did a pictorial Power Point presentation regarding hail development in
the City of Allen. Brian's main focus was on the trails newly completed and segments
of hike and bike trails mainly in newly developed subdivisions. Brian also reviewed
areas where trails are being laid out, even though the subdivision has not yet developed.
CITIZENS SURVEY/MASTER PLAN PROCESS
Director, Tim Dentler provided the Board with a draft copy of the proposed Table of
Contents as it pertains to the Parks. Recreation and Open Space Master Plan 2007-
2012. Tim invited the Boards comments/suggestions to be emailed to him regarding
this draft.
Tim also provided the Board members with a draft copy of the "Parks and Recreation
Master Plan Citizen Survey 2007" Tim has developed this survey using the online
company "Zoomerang" Tim also invited the Board members to review the proposed
survey, and email their thoughts, comments, etc to him.
Tim reported that the Board could expect involvement in this document development,
and that he will be emailing sections of the plan as they are developed for Board
review. Tim also reported that the adoption process will involve the Planning and
Zoning Commission as well as the Allen City Council.
R. MAIN STREET LANDSCAPING
Tim Dentler reported that David Baldwin, Landscape Architect had been hired to
prepare samples of a water -wise landscaping demonstration area on Main Street
between Allen Heights Drive and Angel Parkway This area will include a drip -line
irrigation (no exposed irrigation heads), native plaut material, decorative stones and
brick -type pavers.
Tim provided the Board an opportunity to review the initial drawings submitted by
David Baldwin's firm. A plant list will be available in the new future of suggested
materials to be used.
9. QUARTERLY REPORTS
A. TONY HILL, RESOURCE DEVELOPMENT MANAGER
Tony Hill provided a brief update on the Resource Development Division which
includes all facility reservations as well as special events. Tony reported that

the rainy spring weather had an impact on special events, as well as the athletic
facilities normally rented.
B. CARRIE CESSNA, RECREATION SERVICES MANAGER
Carrie Cessna presented a review of the Recreation Division for this quarter,
outlining revenues, memberships and customers served. A copy of that
presentation is attached to these minutes.
10. ITEMS FOR BOARD MEMBERS DISCUSSION
A. Around the Horn - Board Members
Todd McIntosh verified the increase in acreage of Jupiter Park over the land
located at Park Place and Jupiter, as well as the possibility of additional benches
being added to Celebration Park.
Cheryl Lawson reported having been to Allenwood Park and how nice that
facility is turning out. She also inquired as to the status of tennis courts being
added to Celebration Park.
Gary Moore reported having read about a plastic product that emulates the look
and characteristics of wood being used in parks in other cities. Gary also
inquired as to the developers charging the City interest or points when fronting
the design and development of parks. Gary also inquired as to what plans were
being made to showcase the great facilities we have in Allen - to residents but
also outside parties as well.
Ben Ferguson asked about the possibility of using billboards year-round to
advertise Allen. Also said the "point of entry" State Highway Department
facilities would be a great place to market brochures on Allen. Ben also
commented on the nice facility being developed at Allenwood Park.
B. Subcommittee Reports
Todd McIntosh reported on a Senior Pageant being planned through the Allen
Senior Recreation Center for September 2008. Todd said the staff and
participants at the Senior Recreation Center were very excited about this event.
Todd indicated the candidates would compete locally, and then move to other
brackets of competition State-wide, etc.

11. OTHER BUSINESS
Staff Updates
Tim informed the Board that Brian Bristow's Division is in the process of hiring
a Park Inspector.
Tim also asked the Board to mark September 29 on their calendars as a possible
grand opening of Spring Meadow Park - likely to be held at I 1 am.
Lori Smeby provided the Board members with information on the upcoming
TRAPS regional conference - November 2, 2007 - Plano.

There being no further business, the meeting was adjourned at 9 pm.
