HomeMy WebLinkAboutMin - Parks and Recreation Board - 2007 - 10/08 - RegularMINUTES PARKS AND RECREATION BOARD REGULAR MEETING OCTOBER 8, 2007 PARB MEMBERS PRESENT Ben Ferguson, Chair Cheryl Lawson, Vice -Chair Gary Alan Moore Tricia Losavio John Kelley MEMBERS ABSENT Todd McIntosh, Secretary Libby Jones ISTAFF PRESENT Tim Dentler, Director of Parks and Recreation Lori Smeby, Assistant Director of Parks and Recreation Brian Bristow, Senior Landscape Architect Jeff Holt, Golf Services Manager Matt McComb, Landscape Architect Sue Witkowski, Senior Administrative Assistant GUESTS None CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT Chair, Ben Ferguson called the meeting to order at 7 pm and announced a quorum was present. 2. CITY SECRETARY ADMINISTERS OATH OF OFFICE City Secretary, Shelley George was present to administer the Oath of Office to newly appointed Board Member, Tricia Losavio as well as the members who were being reappointed. 4. INTRODUCE NEWLY APPOINTED PARK BOARD MEMBER, TRIVIA LOSAVIO Chairman, Ben Ferguson asked Tricia to give the members a brief background on herself and her interest in Parks and Recreation. Tricia indicated she was from Louisiana, spent time in Maryland, and then got an opportunity to come back closer to home and took the position of Sports Director with the University of Texas at Dallas. She's been in that position for the past 2.5 years. 5. ELECTION OF OFFICERS A. Chair MOTION: John Kelley nominated Ben Ferguson for the office of Chair. Gary Moore seconded, and the Motion carried 4 for, 0 against. B. VICE -CHAIR MOTION: Ben Ferguson nominated Cheryl Lawson for the office of Vice -Chair. Gary Moore seconded, and the Motion carried 4 for, 0 against. C. SECRETARY MOTION: Cheryl Lawson nominated Todd McIntosh for the office of Secretary John Kelley seconded, and the Motion carried 5 for, 0 against. 6. APPROVE MINUTES FROM SEPTEMBER 10, 2007 REGULAR MEETING MOTION: Gary Moore moved to accept the minutes from September 10, 2007 Regular Park Board Meeting as prepared and presented. Cheryl Lawson seconded, and the Motion carried 5 for, 0 against. 7. DEVELOPER DEDICATION OF LAND Brian Bristow, Assistant Director of Parks and Recreation gave a brief report on land that has been recently dedicated to the City of Allen. A copy of that presentation is Page 3 Parks and Recreation Board Meeting October 8, 2007 attached to these minutes. The two parcels were located near 11 Dayspring Nature Preserve and 2) Benton Point Apartments. 8. VOLUNTEER PROGRAM DISCUSSION Tim Dentler provided the Board with information regarding the development of a volunteer program for the Parks and Recreation Department. As background, Tim informed the Board that this information had been taken to the Allen Parks Foundation, and it had been received well. Tim provided more information via a Power Point Presentation to further define his vision of where this program might eventually go. Tim told the members that at some future point, he would likely be asking the Chair to appoint two members to a subcommittee to work with representatives of the Foundation along with City staff to develop the initial phases of this conceptual program. 9. NRPA CONFERENCE - ART -TO -GO AWARD PRESENTATION Lori Smeby provided a brief background on the Art -to -Go Program in Allen and Trudy Israel who spear -headed the program in Allen. This award is funded through the Allen Arts Alliance, but with strong support by the Allen Parks and Recreation Department. The program is four years old, and serves the elementary schools of Allen, along with an occasional presentation to the Allen Senior Recreation Center and others. Lori said the award was nominated in a municipal population category of from 75,000- 200,000 residents. This award was presented to Trudy Israel at the National Recreation and Park Association annual Congress held in Indianapolis, Indiana this year. 10. QUARTERLY REPORTS Jeff Holt, Golf Services Manager Attached to these minutes, please find the presentation Jeff gave to the Board regarding this past quarter at Chase Oaks Golf Course. 11. ITEMS FOR BOARD MEMBERS DISCUSSION A. Around the Horn - Board Members Gary Moore asked if comparative studies were done with other cities regarding services, acres per resident, programs, etc. John Kelley stated that he really likes the quality of life in Allen and thought the department was doing a great job with the park system. I Page 4 Parks and Recreation Board Meeting October 8, 2007 Tricia Losavio said she agreed with John's perception of Allen and the Park system. Cheryl Lawson informed the Board of the upcoming Allen Arts Panache 2007 event scheduled for November 10, featuring art from Allen High School. This event will take place at the Allen Senior Recreation Center. Ben Ferguson said he appreciated the parks in Allen. B. Subcommittee Reports None were received. 12. OTHER BUSINESS Staff Updates Assistant Director of Parks and Recreation, Brian Bristow, introduced Matt McComb to the Board and gave a brief history on Matt's history with the Allen Parks and Recreation Department. Matt has recently been promoted to the position of Landscape Architect, overseeing the Capital Projects and Grants Division of the Department. Matt will be hiring a Park Planner as well as a Park Inspector in his Division in the near future. Calendar of Upcoming Events Board members were referred to the Agenda Packet for the October calendar prepared by Shawn Mosley 12. ADJOURN There being no further business, the meeting was adjourned at 8:40 pm.
