WORK SHOP SESSION
January 9, 1982

The called work shop session for the Allen Planning and
Zoning Commission was called to order by Chairman Pendleton at
8:55 a.m. on Saturday, January 9, 1982 at Rountree Elementary
School, 800 E. Main Street.
This work shop session was called by the Planning and Zoning
Commission to review and discuss an 855+ acre planned development
district as requested by Del Morton of the Willard McDaniel, Inc.,
and the Cambridge Companies Development Corporation. The property
being located north of Chaparral Road, east of Jupiter Road and
west of Allen Heights Road (Zoning Case No. Z11-11-81-1).
City Staff Update on Existing
Zoning Districts With 855+ Acres (Agenda Item II)
Bill Petty, Building Official, presented to and spoke before
the Commission on the recently adopted Zoning Map for the City of
Allen and advised of the existing zoning on the 855 acres, that
being A-0 (Agriculture -Open Space) and 160 acres of R-4 single
family residential zoning.

Residential Development and
Zoning Ratio for City of Allen (Agenda Item III)
Bill Petty, Building Official, presented to and spoke before
the Commission on a Zoning Ratio Chart, showing all of the residential
zoning districts now existing in the City of Allen, including the
total acreage, zoning designation, number of existing units, total
occupied units, actual occupancy and projected population.

Presentation of Proposal by Willard
McDaniel, Inc., and The Cambridge
Companies Development Corporation (Agenda Item IV)
Del Morton, President of Willard McDaniel, Inc., and Bill
Parsons and Bob Allison, of the Cambridge Companies Development
Corporation, were all present at the meeting and spoke before
the Commission.
Mr. Morton advised the Commission of the history of the land,
including the purchase of the properties by his company and the
Cambridge Companies, as well as the status of the property at this
time.
Mr. Morton presented a color coded planned development map
showing the Concept Plan for the 855 acres of land, and a zoning
map showing the following proposed planned development areas:
P.D. Area 1: 492.102 acres, consisting of single-
family detached, garden home and duplex
P.D. Area 2: 198.391 acres, consisting of multi -family
and townhouse
P.D. Area 3: 69.203 acres, consisting of multi -family
P.D. Area 4: 39.153 acres, consisting of Shopping Center
P.D. Area 5: 13.883 acres, consisting of Office Service
Local Retail
Zoning: 3.927 acres, zoned Local Retail
Community
Facilities: 36 acres, zoned for Community Facilities
(Park Site)
Mr. Morton also presented a Site Plan for the planned development
of Area 1, being 492.102 acres of land, showing the proposed streets
and lots for the single-family detached, garden home and duplex.
Mr. Morton went on to explain the planning and design of this
large development, the use of planned development for most of the
areas, the marketing aspects of this type of development, and the
impact on the City of Allen regarding schools, parks, and utilities.
Mr. Bill Parsons, with the Cambridge Companies, spoke before
the Commission on the company he represents and the types of deve-
lopments they are involved in.
Chairman Pendleton recessed the work shop session at 11:05 a.m.
The work shop session reconvened at 11:16 a.m.

Mr. Bob Allison, Cambridge Companies, provided the Commissioners
with a chart showing a comparison of the existing Zoning Ordinance
building requirements and set -backs and the proposed planned develop-
ment building requirements and set -backs. He answered questions
regarding the chart and briefly reviewed it with the Commission.
Mr. Allison advised the Commission of several developments
of certain types of garden homes, multi -family developments, etc.,
that are located near Allen so that Commissioners could see the
type of structures referenced in the proposed planned development.
Mr. Allison advised he would provide the Commission with a list
of the various locations.
During the presentations, the Commission discussed with the
proponents various aspects of this development, including what
areas would be development originally, construction of Chaparral
Road, development of Area 1, the types of garden homes and multi-
family structures, why the variation from existing zoning require-
ments, tax monies that will be available from this development,
overlapping of the Plano Independent School District into this
development, locations of patio and garden homes that Commissioners
can see,and various questions or aspects for the next work shop.
Chairman Pendleton recessed the work shop at 11:51 a.m.
These minutes approved on the 28th day of January
1982.
