The Called Special Meeting of the Allen Planning & Zoning
Commission was called to order by Chairman Pendleton at 7:30 p.m.
in the office area of the Allen Municipal Annex, Number One Butler
Circle, Allen, Texas.

Chairman Pendleton read the agenda item into the record as
follows:
Workshop as requested by Ural Develooment on 293 acres of
land located in the James H. Wilcox Survey, Abstract No. 1017,
Collin County, Texas, and further being all of a tract of land
out of those certain four tracts conveyed to Connie Holt,
Eaker and Betty Holt Smith, as described by Gift Deed, dated
December 28, 1976, and recorded in Volume 1031, Page 880 of the
Deed Records of Collin County, Texas. The request is to change
the present zoning of (AO) Agriculture Open Space to FP -PD
(Flood Plain Planned Development) and is further described as
being the northwest intersection of Hedgcoxe Road and Alma Road."

Jack Hatchell, of Barton -Ashman, began the presentation. Steve
Kanoff also spoke to the Commission about the cost of the development.
He reported to the Commission that the cost of the bridge for Alma
Road over Rowlett Creek will be approximately a million and a half
dollars. Other costs also involved are half a million dollars for
the development of both sides of Alma Road, $300,000 for the develop-
ment of Hedgcoxe, 3/4 million dollars for the sewer, and 1/4
million dollars for the off-site water.
Mr. Clarence Roy, of Johnson, Johnson & Roy, presented the _elan
to the Commission. He stated that the revised plan is lower in
density. They increased the dwelling size, and stated that there
will be 34 acres of open space. Mr. Roy stated that 1.7 units per
acre is the most sensitive area. In the multi -family district, there
will be 18 units per acre. He had a break down of uses into the
acre. The traditional housing is 5 units per acre, and the non-
traditional housing is 10.8 units per acre.
Brian Larson went through the lot sizes, minimum square footages,
and units per acre for each tract.
The Commission showed great concern with the trees. Mr. Larson
stated that a tree survey will be done to see exactly how many trees
will be saved and how many will be used.
Bill Petty stated that something needed to be put into the P.D.
in regard to tree conservation. If possible, deed restrictions could
be added.
Commission discussed with the developer the possibility of their
going to the City Council for a variance in allev requirements for
the houses backing up to the greenbelt area. The Commission also
showed concern with the location of the northern "SC" Shopping Center
District. Commission discussed the possibility of changing the "SC"
District to "LR" Local Retail.
Mr. Otto Wetsel apneared before the council and stated: "It
appears, in looking at your density, I know economics as well as
anybody does about property, that the density has been reduced here
(ellen side) to save trees, and from a standpoint this is all under
one ownership, it's a very high density here (pointing out the Plano

side). Mr. Kanoff indicated that the density on the Allen side is
lower than that on the Plano side. The developers disagreed and Mr.
Kanoff suggested they check the locations. Mr. Wetzel continued;
"I raise this as just an issue, if you are concerned about the number
of apartments and all of that, these people happen to own property
in two jurisdictions, and by your actions, are you forcing them, for
economics justification, into high density over here (pointing to
Plano)
Adjournment:
MOTION: Upon a motion made by Commissioner Armand and seconded by
Commissioner Garcia, the Commission voted 7-0 to adjourn
the meeting at 11:15 p.m. The motion carried.
