Presiding: Jim Pendelton
Present: Jim Wolfe, Joe Moseley, Wayne Armand, Tom Inkman,
Carol Henry and Sarah Chumbley
Jim Pendleton administered Oath of Office to new member, Tom Inkman.
Minutes of the October 9, 1980, regular meeting were read; Motion
Carol Henry Second Wayne Armand to approve. Motion carried 7 for
0 against.
Discussion of changing the P&Z regular meetings to two times per
month. Motion Carol Henry to change regular meeting nights to
the 2nd and 4th Thursday each month Second Sarah Chumbley. Motion
Carol Henry to amend the first motion to start January 1981 and
a new meeting time of 7:30 p.m., Second Sarah Chumbley. Motion
carried 6 for and 1 against. Wayne Armand voting against the change.
Public Hearing on a request for zoning change on 7.3 acres out of
the Peter Fisher Survey, Patent No. 1000, Volume 9, Abstract #324
from it's present classification of R-2 to GI. Gary Henfer, property
owner was present to speak for the zoning change. Motion Jim Wolfe
Second Carol Henry to deny the request. Motion carried 7 for 0
against.
Set date for Public Hearing on a request to rezone Lots IA, 1D
and 1D, Block 9, Whisenant Addition from R-16 to R-32. Motion
Carol Henry and Second Wayne Armand to set December 1, 1980, for
the Public Hearing. Motion carried 7 for 0 against.
Motion Carol Henry Second Wayne Armand to set December 1, 1980, for
Public Hearing on a request to rezone Lots 3A and 3D, Block 9,
Whisenant Addition from R-16 to LR. Motion carried 7 for 0 against.
Motion Carol Henry, Second Wayne Armand to set December 1, 1980 for
Public Hearing on a request for site plan approval to construct an
office building on Lot 4, Block 1, Whisenant Addition presently zoned
LR -PD. Motion carried 7 for 0 against.
Motion Carol Henry, Second Jim Wolfe to set the Public Hearing
date of December 11, 1980, on a request to establish permanent
zoning on approximately 16 acres located in a part of the MCBain
Jameson Survey, Abstract #491 and a portion of the T.G. Kennedy
Survey, Abstract 1500 and being further described as south of Ridgemont
Drive and east of Highway 75. Motion carried 7 for 0 against.
Motion Carol Henry, Second Sarah Chumbley to set December 11, 1980,
as date for Public Hearing on a request to rezone 66.06 acres out
of the Wm. Perrin Survey, Abstract #10% from R-3, R-16 and LR -PD,
toR-16, GI -PD and LR -PD. Ward Paxton, a resident spoke to the
Commission and suggested to set date for the regular meeting in
March 1981. The December 11, 1980, motion carried 5 for 2 against.

Motion Joe Moseley, Second Carol Henry to allow on street parking,
at an angle, to serve the downtown area on Boyd and Coats streets
only (no parking allowed on Butler Street). All parking allowed
should be head in parking only, the angle parking to be determined
by the City Engineer, and paving on street right-of-way to be concrete
according to city street specifications.
Motion Jim Wolfe, Second Joe Moseley to request the City Council to
consider having an independent appraisal study, to be paid for by
the City, on whether the current request on Agenda Item 10, will
or will not adversly effect the property values of the surrounding
properties within 200 feet of the subject property. Motion passed
6 for 1 against.
Motion Carol Henry, Second Wayne Armand to adjourn. Motion carried
7 for 0 against.
