Motion Carol Henry Second Sarah Chumbley to approve minutes of
December 1, 1980, Special Meeting as read.
Motion Wayne Armand Second Carol Henry to set date of January
8, 1981, for Public Hearing on a request to change zoning
on 7.3 acres out of the Peter Fisher Survey, Patent No. 1000,
Volume 9, Abstract #324 from its present classification of
R2 to OC -PD. This property is located west of Allen Heights
Drive south and fronts on the north side of FM 2170. Motion
carried 7 for 0 against.
Motion Joe Moseley Second Wayne Armand to set date of January
8, 1981, for Public Hearing on a request for site plan approval
to construct and operate a convenience store with a delicatessen
and gasoline sales on property zoned GB -PD. This property fronts
on the north side of FM 2170 and is adjacent to and located
between Allen High School and Sonic Drive -In. Motion carried
7 for 0 against.
Public Hearing on a request to establish permanent zoning on
approximately 16 acres recently annexed into the City of Allen.
The property is located in a part of the MCBain Jameson Survey,
Abstract #491 and a portion of the T.G. Kennedy Survey, Abstract
#500 and being further described as south of Ridgemont Drive
and east of Highway 75. Motion Wayne Armand Second Carol Henry
to change zoning fron R2 to GI -PD. Motion carried 7 for 0 against.
Public Hearing on a request from Chuck Forbes Trustee to rezone
66.06 acres out of the Wm. Perrin Survey, Abstract #708 from
its present classifications of R3, R16 -PD and LR -PD to R16,
GI -PD and LR -PD. Further description of the property is fronting
the west side of Highway 5 and north side of Bethany Road and
located south of Keith Drive and east of the Southern Pacific
Railroad tracks. Several property owners spoke against the zoning
change. Motion Jim Wolfe Second Carol Henry to approve the zoning
change request with the provision that a moratorium on site plan
approval be imposed until the City of Allen officially adopts
the new Zoning Ordinance and action is taken afterwards to re-
establish the GI -PD zoning to LI -PD. Motion carried 5 for 2 against.
Joe Moseley and Tom Inkman voting against.
Public Hearing on a request for site plan approval to construct a
bank on a site presently zoned LR -PD. This property is a two (2)
acre tract out of the Wm. Perrin Survey, Abstract #708, and
located between Bethany Road and Keith Drive fronting on the west
side of Highway 5 and beginning 300 feet north of Bethany Road.
Motion Joe Moseley Second Carol Henry to approve the request with

the provision that a fifteen (15) foot utility easement along
Highway 5 be obtained from the adjacent property to the south
to extend water and sewer north from the northwest corner of
Highway 5 and Bethany Road. Motion carried 7 for 0 against.
Consider preliminary and final plat approval for development
of a 2 acre tract to construct a bank. The property is part of
the Wm. Perrin Survey, Abstract #708, and being further described
as 2 acres out of a 101.331 acre tract located between Bethany
Road and Keith Drive fronting on the west side of Highway 5 and
beginning 300 feet north of Bethany Road. Motion Wayne Armand
Second Carol Henry to approve the preliminary and final plat
with the provision that a utility easement is obtained from
adjacent property owners.
Consider preliminary and final plat approval for development of
approximately .6 acre out of the Peter Wetsel Survey, Abstract #990,
and being further described as fronting the west side of Highway 5
and beginning approximately 700 feet north of FM 2170 and
adjacent to Cottonwood Creek Shopping Center and Wal-Mart properties
located to the south, west and north. Motion Joe Moseley Second
Wayne Armand to approve the premilinary and final plat. Motion
carried 7 for 0 against.
Motion Joe Moseley Second Sarah Chumbley to adjourn. Motion carried
7 for 0 against.
