Motion Carol Henry Second Sarah Chumbley to accept minutes of
December 11, 1980, regular meeting as read.
Public Hearing on a zoning change request to rezone 7.3 acres
out of the Peter Fisher Survey, Patent No. 1000, volume 9,
Abstract No. 324 and further described as being located west
of Allen Heights Drive north and east of Allen Heights Drive
south and fronts the north side of FM 2170. The request was
to change zoning from R2 (Residential) to OC -PD (Outdoor Commercial -
Planned Development). Motion Joe Moseley Second Jim Wolfe to
accept zoning change. Motion carried 4 for 3 against (Tom Inkman,
Wayne Armand and Jim Pendleton voting against).
Public Hearing on a request from Mr. Quick, Inc., to construct
and operate a convenience store with accessory uses of delicatessen
and gasoline sales on property zoned GB -PD. This property fronts
the north side of FM 2170 and is adjacent to and located between
the Allen High School and Sonic Drive -In. After reading a letter
of concern from Dr. John Horn, Superintendent, Allen Independent
School District, which is made a part of these minutes(attached),
Motion Tom Inkman Second Joe Moseley to approve site plan
with the following conditions:
1) Construction of a six (6) foot wood fence, supported
every ten (10) feet by two (2) inch pipe set in
concrete and extending across the north and west
boundaries adjoining the school property.
2) Limit the number of coin operated games to a maximum
of three (3).

Motion Carol Henry, Second Sarah Chumbley to accept minutes as read.
Motion carried 7 for 0 against. These were the minutes of the
December 11, 1980, regular P&Z meeting.
Public Hearing on zoning change request to change 7.3 acres presently
zoned R2 to a classification of OC -PD and being a part of the Peter
Fisher Survey, Patent No. 1000, Volume 9, Abstract No. 324. This
property is further described as being located west of Allen Heights
Drive north and east of Allen Heights Drive south and fronts the
north side of FM 2170. V.F. Hefner represented the property owner.
Joe Moseley made motion to change zoning to OC -PD. Jim Wolfe second.
Motion carried 4-3 with Tom Inkman, Wayne Armand, and Jim Pendleton
voting against.
Public Hearing on request for site plan approval to construct and
operate a convenience store with accessory uses of delicatessan and
gasoline sales on property zoned GB -PD. This property fronts the
north side of FM 2170 and is adjacent to and located between the
Allen High School and Sonic Drive -In and further described as being
a part of a called 8.38 acre tract of land conveyed to Metrotex
Properties, Inc., as recorded in Volume 1022, page 47 of the Collin
County Deed Records and being out of the Peter Wetsel Survey, Abstract
No. 990. A letter from John Horn, Superintendent of the Allen
Indepent School District to Mr. Jon McCarty, City Manager dated
January 6, 1981 on this site plan, is entered in the minutes. The
school was concerned about the possibility of an amusement center,
drainage, and access standards. Bill Bratten spoke for Mr. Quick.
Tom Inkman made motion to accept site plan to include on north and
west sides adjoining school property a six foot stained pine fence
with 2 inch still pipe in concrete on 10 ft. max centers and with
a maximum of three coin operated electronic video games inside.
Joe Moseley second. Motion carried 7 for 0 against.
Joe Moseley made motion to adjourn. Carol Henry second. All in
favor.
